2013-06-26 13:42:34CONDITIONS FOR APPROVAL
 PRIOR TO ISSUANCE OF THE FIRST BUILDING PERMIT, THE
 APPLICANT SHALL PREPARE A CONSTRUCTION SITE SECURITY
 AND MANAGEMENT PLAN FOR APPROVAL BY THE CITY OF WEST
 PALM BEACH POLICE DEPARTMENT CPTED OFFICIAL.
 A. AFTER SITE CLEARING AND PLACEMENT OF CONSTRUCTION
 TRAILERS, THE DEVELOPER/PROJECT MANAGER SHALL INSTITUTE
 SECURITY MEASURES TO REDUCE OR ELIMINATE OPPORTUNITIES
 FOR THEFT. THE MANAGEMENT PLAN SHALL INCLUDE, BUT NOT
 BE LIMITED TO, TEMPORARY LIGHTING, SECURITY PERSONNEL,
 VEHICLE BARRIERS, CONSTRUCTION/VISITOR PASS,
 REDUCE/MINIMIZE ENTRY/EXIT POINTS, ENCOURAGE
 SUBCONTRACTORS TO SECURE MACHINERY, TOOLS AT END OF
 WORK DAY, FENCING WITH SCREENING AND OR ANY OTHER
 MEASURE DEEMED APPROPRIATE TO PROVIDE A SAFE AND SECURE
 WORKING ENVIRONMENT.
 B. THE SECURITY MANAGEMENT PLAN SHALL BE MAINTAINED
 THROUGHOUT THE CONSTRUCTION PHASE OF THE PROJECT.
 NON-COMPLIANCE WITH THE APPROVED PLAN SHALL RESULT IN A
 STOP-WORK ORDER FOR THE ENTIRE PLANNED UNIT
 DEVELOPMENT.
 C. PROPERTY SHALL BE POST ?NO TRESPASSING? SIGNS EVERY
 500 FEET AROUND THE PERIMETER OF THE SITE.
  
 *THE CORRIDOR LEADING FROM THE PARKING GARAGE TO THE
 RETAIL SHOULD BE CAMERED AND WELL LIT.
 * WILL THERE BE ACCESS FROM THE CORRIDOR INTO THE
 RETAIL STORE AS WELL AS STREET ENTRY?
 * ENTRY AND EXIT TO RETAIL BY WAY OF THE PARKING GARAGE
 AND STREET ACCESS NEEDS TO BE SEPARATE FROM THE
 RESIDENTIAL WITH ACCESS CONTROL.
  
 LIGHTING
 A. LIGHT POLES 10 ? 15 FOOT HIGH FOR PEDESTRIAN-SCALE
 LIGHTING SHALL BE USED FOR ALL PEDESTRIAN WALKWAYS.
 B. PARKING LOT LIGHTING SHALL USE 20 -25 FOOT POLES.
 C. LANDSCAPING SHALL NOT OBSTRUCT VIEW OF LIGHTING AND
 WALKWAYS.
 D. TIMER CLOCK OR PHOTOCELL SENSOR-ENGAGED LIGHTING FOR
 ABOVE OR NEAR ENTRYWAYS TO BUILDINGS FOR DUSK TO DAWN
 OPERATION SHALL BE PROVIDED.
 E. ENTRANCE SIGN LIGHTING SHALL BE PROVIDED. DIRECTORY
 SHOULD BE AT ALL ENTRANCES WITH LIGHTING
 F. BUILDING LIGHTING (NON-GLARE) SHALL BE AROUND
 PERIMETER ON ALL SIDE.
  
 NUMERICAL ADDRESS
 A. ILLUMINATION FOR NIGHTTIME VISIBILITY IS REQUIRED.
 ADDRESS SHOULD BE PLACED UNDER A LIGHT FIXTURE OR BE
 BACK LIT.
 B. BI-DIRECTIONAL VISIBILITY FROM THE ROADWAY IS
 REQUIRED.
 C. ADDRESS NUMBERS ON SUITES/OFFICES WITHIN
 MULTI-TENANT BUILDINGS SHALL BE A MINIMUM OF 6 INCHES
 HIGH.
 D. BUILDING NUMBERS SHALL BE A MINIMUM OF 12 INCHES
 HIGH AND PLACED IN A CONSPICUOUS LOCATION AWAY FROM
 LANDSCAPING. MULTIPLE LOCATIONS MAY BE REQUIRED.
 NUMBERS OF CONTRASTING COLORS SHOULD BE USED.
  
 RETAIL DOORS
 A. EXTERIOR DOORS SHALL ALL BE EQUIPPED WITH SECURITY
 HINGES AND SHALL BE REINFORCED WITH CASE HARDENED
 STRIKE PLATES. CASE HARDENED DEADBOLT LOCKS SHALL BE
 PROVIDED ON ALL EXTERIOR DOORS WITH A MINIMUM (1) INCH
 THROW OR MECHANICAL INTERLOCK. PRY PLATES SHOULD BE
 OVER ALL LOCKS.
 B. GLASS PERIMETER DOORS SHALL BE EQUIPPED WITH CASE
 HARDENED GUARD RINGS TO PROTECT THE MORTISE LOCK
 CYLINDER.
 C. REAR DOORS SHALL BE EQUIPPED WITH 180-DEGREE
 PEEPHOLE/ SECURITY VIEWER.
  
 RETAIL DESIGN
 A. ALL BUILDINGS SHALL BE PRE-WIRED FOR CLOSED-CIRCUIT
 TELEVISION (CCTV) AND ALARM SYSTEMS.
 B. DUMPSTERS SHALL NOT ALLOW FOR EASY CONCEALMENT,
 CREATE BLIND SPOTS OR HIDING AREAS AND SHOULD BE ABLE
 TO BE LOCKED.
 C. SIGNS SHALL CLEARLY IDENTIFY RETAIL ENTRANCES.
 D. CONVEX MIRRORS SHALL BE INSTALLED IN STAIRWELL
 ENABLING VIEWS OF UPPER AND LOWER STAIRWAYS.
 E. BIKE RACKS SHOULD BE AT THE FRONT OF THE BUILDING OR
 COMPLEX, NOT IN THE PARKING LOT FOR EASY SURVEILLANCE
 AND SAFETY.
  
  
 * THE ENTRY DOORS ON EACH LEVEL OF THE PARKING GARAGE
 THAT LEAD INTO THE RESIDENTIAL APARTMENTS WILL HAVE
 ACCESS CONTROL (KEY FOB, CARD ETC)
 * GATE OFF THE RETAIL PARKING AREA AND THE RESIDENTIAL
 PARKING FOR SECURITY REASONS. ENTRY SHOULD BE ACCESS
 CONTROLLED AND CCTV AT THE GATE ENTRY.
 * BIKE AREA SHOULD BE FENCED, LOCKED AND CAMERED FOR
 SECURITY.
  
  
 PARKING GARAGE/STRUCTURES
  
 DESIGN
 A. PARKING GARAGE FIRST LEVEL SHALL HAVE RESTRICTED
 ACCESS FROM EXTERIOR COMMON GROUND AREA.
 B. METAL SCREENING SHALL BE IN PLACE BETWEEN THE TOP OF
 THE WALL (CRASH BARRIER) AND THE FLOORING OF THE SECOND
 PARKING LEVEL. OPEN MESH-TYPE SCREENING PROVIDES
 MAXIMUM VISIBILITY FROM THE EXTERIOR WHILE ELIMINATING
 THE OPPORTUNITY OF ACCESS BY SOMEONE CLIMBING OVER THE
 WALL.
 C. GROUND LEVEL PEDESTRIAN EXITS THAT OPEN INTO
 NON-SECURE AREAS SHALL BE EMERGENCY EXITS ONLY AND
 FITTED WITH PANIC BAR HARDWARE.
 D. CENTER OF THE GARAGE SHALL HAVE CONNECTIVITY TO ALL
 CROSSWALKS.
 E. DIRECTIONAL ARROWS AND SIGNAGE INDICATING EXITS,
 RETAIL, STAIRS, AND ELEVATORS SHALL BE PROVIDED.
 F. PEDESTRIAN ENTRANCES SHALL BE ADJACENT TO VEHICLE
 ENTRANCES, OPEN AND FREE OF HIDDEN SPACES AND WIRED FOR
 CCTV SURVEILLANCE.
 G. PUBLIC PARKING SPACES SHALL BE DESIGNATED.
 H. WALLS AND SUPPORT STRUCTURES SHALL ALL BE
 CONSTRUCTED WITH OPEN SIDES TO AVOID CREATION OF HIDDEN
 SPACES.
 I. ACCESS POINTS TO THE FACILITY SHALL BE MINIMIZED.
 J. CEILINGS AND SOLID WALLS IN THE PARKING GARAGE SHALL
 BE OF REFLECTIVE MATERIAL TO INCREASE BRIGHTNESS WITHIN
 THE FACILITY.
 K. CONVEX MIRRORS SHALL BE INSTALLED IN STAIRWELL AND
 ELEVATOR AREAS.
 L. UTILIZE SECURITY VISION DOORS AT ENTRANCE TO
 STAIRWELLS ON EACH FLOOR.
 M. IF UTILIZED: ENTRANCE/SECURITY BOOTHS IN MAXIMUM
 VISIBILITY WITH A 360-DEGREE VIEW. DROP SAFE SHALL BE
 INSTALLED, WITH SIGNAGE IF MONIES ARE COLLECTED.
  
 ELEVATORS
 A. ELEVATORS SHALL BE EQUIPPED WITH EMERGENCY TWO-WAY
 COMMUNICATION.
 B. ELEVATORS SHALL HAVE NO STOP BUTTON.
  
 STAIRWELLS
 A. STAIRWELLS SHOULD BE WELL LIT OR HAVE AN OPEN
 DESIGN.
  
 LIGHTING
 A. THE EXTERIOR OF THE PARKING GARAGE SHALL BE WELL LIT
 ON ALL SIDES.
 B. CEILINGS AND SOLID WALLS IN THE PARKING GARAGE SHALL
 REFLECTIVE MATERIAL TO INCREASE REFLECTIVENESS OF THE
 LIGHTING LUMINARIES.
 C. ALL LIGHTING SHALL BE VANDALISM RESISTANT.
 D. LIGHTING SHOULD BE PLACED WHERE USERS REQUIRE
 LIGHTS: OVER VEHICLES, STAIRWELLS,
 CCTV CAMERAS.
 E. LIGHTING FIXTURES SHOULD BE EXTENDED PAST THE BEAMS
 IN THE GARAGE CEILING
 F. ALL LIGHTING SHALL ADHERE TO ILLUMINATING
 ENGINEERING SOCIETY OF NORTH AMERICA (IESNA) STANDARDS
 FOR PARKING GARAGES UTILIZING LED LIGHTING. IF
 NECESSARY, PLEASE CONTACT THEM AT (212) 248-500 FOR
 FURTHER INFORMATION. ENHANCED LIGHTING SHALL BE USED AT
 ENTRANCE/EXITS TO REDUCE TRANSITION (FROM DAYLIGHT)
 WHEN ENTERING STRUCTURE.
  
 CAMERAS
 A. CCTV CAMERAS LOCATED ON EACH FLOOR OF THE PARKING
 GARAGE (AS WELL AS MONITORING ACCESS POINTS, ATTENDANT
 BOOTH, STAIRWELLS, LOBBY, ETC.).
 B. THE MONITORING AND CONTROL OF THE CCTV CAMERAS SHALL
 BE AT A CENTRAL MONITORING OFFICE OR BOOTH.
 C. A HIGH-RESOLUTION COLOR DIGITAL VIDEO CAMERA SYSTEM
 WITH MONITORING AND PHOTO PROCESSING PRINTOUT
