 5. SP-1. PLEASE CLARIFY WHETHER ANY OUTDOOR LIGHTING IS
 PROPOSED FOR THIS SITE. IF ANY OUTDOOR LIGHTING IS
 BEING PROPOSED PLEASE PROVIDE A PHOTOMETRIC PLAN FOR
 THIS SITE. ALSO, PLEASE INDICATE THE PROPOSED HOURS OF
 OPERATION OF BOTH THE PARK AND THE COMMUNITY CENTER.
  RESPONSE: A PHOTOMETRIC PLAN HAS BEEN SUBMITTED WITH
 THE RESUBMITTAL. THE PARK WILL BE OPEN SUNRISE TO
 SUNSET. AT THIS TIME IT IS TOO EARLY TO DETERMINE THE
 HOURS THE NEIGHBORHOOD CENTER WILL BE OPEN, HOWEVER
 THERE WILL BE NIGHTTIME ACTIVITIES.
  
 CITY COMMENT: SHEET PH-1 OF THE PHOTOMETRIC PLAN
 SUBMITTED WITH THE RESUBMITTAL CONTAINS THE FOLLOWING

 PLEASE BE AWARE THAT THE ABOVE REQUIREMENT DOES NOT
 COME FROM THE CITY'S ZONING CODE OR BUILDING CODE. THE
 ONLY LIGHTING REQUIREMENT IN THE ZONING CODE THAT WOULD
 BE APPLICABLE TO THIS SITE IS INCLUDED IN SECTION
 94-310(D) AND STATES THAT "ANY OPERATION OR ACTIVITY
 PRODUCING GLARE SHALL BE CONDUCTED SO THAT DIRECT OR
 INDIRECT LIGHT FROM THE SOURCE SHALL NOT CAUSE
 ILLUMINATION IN EXCESS OF 0.5 FOOT CANDLES WHEN
 MEASURED IN A RESIDENTIAL DISTRICT."
  
 PLEASE CLARIFY THE SOURCE OF THE NOTE INCLUDED IN SHEET
 PH-1 OF THE PHOTOMETRIC PLAN AND AMEND THE NOTE
 CURRENTLY REFERENCED IN THE PHOTOMETRIC PLAN TO REFLECT

 REFER TO FIGURE XIV-2 IN ARTICLE XIV OF THE ZONING AND
 LAND DEVELOPMENT REGULATIONS. THIS WOULD ALLOW MORE
 AREA FOR ROOT GROWTH FOR THE PROPOSED TREES. PLEASE
 NOTE THAT NO LANDSCAPE MATERIAL OVER 6 INCHES IN HEIGHT
 MAY BE PLANTED IN THE OVERHANG AREA. IF THE OVERHANG IS
 NOT USED, THEN BOTH CURB AND WHEEL STOPS ARE NOT
 REQUIRED.

 1) THE APPLICANT IS REQUESTING A FUTURE LAND USE
 AMENDMENT FROM CONSERVATION (CON) TO COMMUNITY SERVICE
 (CS) FOR TWO PARCELS TOTALING 6.11 ACRES OF LAND AND A
 REZONING OF ONE OF THE TWO PARCELS TOTALING 1.89 ACRES
 FROM CONSERVATION (CON) TO RECREATION & OPEN SPACE
 (ROS). THIS PROPOSAL WOULD RESULT IN A 4.22 ACRE PARCEL
 WITH A CS FUTURE LAND USE DESIGNATION AND A CON ZONING
 DESIGNATION. TABLE I-1 OF ARTICLE 1 OF THE ZONING AND
 LAND DEVELOPMENT REGULATIONS INDICATES THAT A CS FUTURE
 LAND USE AND CON ZONING DESIGNATION ARE INCOMPATIBLE.
 AS A RESULT, THE APPLICATION SHOULD BE REVISED TO
 EITHER: A) HAVE BOTH PARCELS BE SUBJECT TO THE PROPOSED
 LAND USE AMENDMENT TO CS AND THE REZONING TO ROS, OR B)
 HAVE ONLY THE 1.89 ACRE PARCEL BE SUBJECT TO THE
 PROPOSED LAND USE AMENDMENT AND REZONING.
  
 2) THE APPLICANT PROVIDED A TRAFFIC STATEMENT FOR THE

 PREVIOUS COMMENT, IF THE APPLICANT DESIRES TO PURSUE A
