 REZONING
 1) THE APPLICANT IS REQUESTING A FUTURE LAND USE
 AMENDMENT FROM CONSERVATION (CON) TO COMMUNITY SERVICE
 (CS) FOR TWO PARCELS TOTALING 6.11 ACRES OF LAND AND A
 REZONING OF ONE OF THE TWO PARCELS TOTALING 1.89 ACRES
 FROM CONSERVATION (CON) TO RECREATION & OPEN SPACE
 (ROS). THIS PROPOSAL WOULD RESULT IN A 4.22 ACRE PARCEL
 WITH A CS FUTURE LAND USE DESIGNATION AND A CON ZONING
 DESIGNATION. TABLE I-1 OF ARTICLE 1 OF THE ZONING AND
 LAND DEVELOPMENT REGULATIONS INDICATES THAT A CS FUTURE
 LAND USE AND CON ZONING DESIGNATION ARE INCOMPATIBLE.
 AS A RESULT, THE APPLICATION SHOULD BE REVISED TO
 EITHER: A) HAVE BOTH PARCELS BE SUBJECT TO THE PROPOSED
 LAND USE AMENDMENT TO CS AND THE REZONING TO ROS, OR B)
 HAVE ONLY THE 1.89 ACRE PARCEL BE SUBJECT TO THE
 PROPOSED LAND USE AMENDMENT AND REZONING.
  
 2) THE APPLICANT PROVIDED A TRAFFIC STATEMENT FOR THE
 PROPOSED LAND USE AMENDMENT FOR THE 1.89 ACRE PARCEL,
 BUT NOT FOR THE OVERALL 6.11 ACRE SITE. BASED ON THE
 PREVIOUS COMMENT, IF THE APPLICANT DESIRES TO PURSUE A
 LAND USE AMENDMENT FOR THE PARCELS TOTALING 6.11 ACRES
 THEN THE TRAFFIC ANALYSIS WOULD NEED TO BE REVISED TO
 EVALUATE BOTH PARCELS.
  
 3) THE TRAFFIC STATEMENT PROVIDED BY THE APPLICANT DOES
 NOT MEET THE REQUIREMENTS FOR A LAND USE AMENDMENT
 TRAFFIC REPORT CONSISTENT WITH COUNTY LAND USE POLICY
 3.5-D. THE TRAFFIC REPORT NEEDS TO COMPARE THE TRAFFIC
 IMPACTS OF THE MOST TRAFFIC INTENSIVE DEVELOPMENT
 POTENTIAL PERMITTED UNDER THE CONSERVATION FLU
 DESIGNATION VERSUS THAT PERMITTED UNDER THE CS
 DESIGNATION. ALSO, THE ANALYSIS NEEDS TO BE PERFORMED
 FOR BOTH THE EXISTING YEAR AND FOR THE LONG RANGE
 PLANNING HORIZON. IF THE APPLICANT WISHES TO RESTRICT
 THE DEVELOPMENT PERMITTED UNDER THE PROPOSED CS LAND
 USE DESIGNATION THEN THE LAND USE AMENDMENT MUST BE
 CONDITIONED TO THOSE SPECIFIC USES AND INTENSITIES
 REQUESTED BY THE APPLICATION. THE APPLICANT?S LAND USE
 AMENDMENT TRAFFIC STATEMENT NEEDS TO BE REVISED
 ACCORDINGLY.
  
 4) THE APPLICANT NEEDS TO PROVIDE A SUMMARY TABLE OF
 LEVEL OF SERVICE (LOS) IMPACTS FOR THE SERVICE
 PROVIDERS.

 1) SP-1. THE SITE PLAN SUBMITTED BY THE APPLICANT
 INCLUDES A BICYCLE RACK PARKING MODEL THAT IS NOT
 ACCEPTED BY THE CITY. IN ADDITION, THE SITE PLAN DOES
 NOT INCLUDE THE DIMENSIONS OF THE AREA WHERE THE BIKE
 PARKING IS PROPOSED TO BE INSTALLED. PLEASE AMEND TO
 SITE PLAN TO INCLUDE A BIKE RACK PARKING MODEL
 CONSISTENT WITH THE GUIDELINES OF THE BIKE PARKING
 GUIDELINES MANUAL THAT IS BEING PROVIDED TO THE
 APPLICANT SEPARATELY AND PLEASE INCLUDE ON THE SITE
 PLAN THE DIMENSIONS OF THE PAD AREA WHERE THE BIKE
 PARKING IS PROPOSED TO BE INSTALLED AS WELL AS A BIKE
 PARKING PAD DETAIL.
  
 2) SP-1. THE SITE DATA TABLE CURRENTLY INCLUDED IN THE
 PROPOSED SITE PLAN PROVIDED BY THE APPLICANT INCLUDES
 THE REQUIRED SITE STANDARDS FOR COMMUNITY CENTER AS
 WELL AS THE PROPOSED DIMENSIONS FOR THIS PROJECT. SINCE
 THE PROPOSED ZONING FOR THIS SITE IS ROS, PLEASE
 REPLACE THE COMMUNITY CENTER SITE STANDARDS IN THE
 TABLE WITH THE REQUIRED SITE STANDARDS FOR THE ROS
 ZONING DISTRICT.
  
 3) SP-1. ALONG THE 45TH AND PARKE AVENUE FRONTAGES, THE
 SITE INDICATES THAT A 4? CHAINLINK FENCE WILL BE
 CONSTRUCTED. STAFF SUGGESTS THAT THE CHAINLINK FENCE ON
 THESE TWO SIDES BE VINYL COATED.
  
 4) SP-1. THE DEAD-END PARKING ROW REQUIRES A DEDICATED
 TURN AROUND SPACE IN ADDITION TO THE TURN ASSIST AREA.
 PLEASE AMEND THE SITE PLAN ACCORDINGLY.
  
 5) SP-1. PLEASE CLARIFY WHETHER ANY OUTDOOR LIGHTING IS
 PROPOSED FOR THIS SITE. IF ANY OUTDOOR LIGHTING IS
 BEING PROPOSED PLEASE PROVIDE A PHOTOMETRIC PLAN FOR
 THIS SITE. ALSO, PLEASE INDICATE THE PROPOSED HOURS OF
 OPERATION OF BOTH THE PARK AND THE COMMUNITY CENTER.
  
 6) SP-1. FOR THE SOUTHWEST 4 PARKING SPACES, STAFF
 SUGGESTS USING CURBING INSTEAD OF WHEEL STOPS TO ALLOW
 THE FRONT OF THE CAR TO OVERHANG A GREEN AREA. PLEASE
 REFER TO FIGURE XIV-2 IN ARTICLE XIV OF THE ZONING AND
 LAND DEVELOPMENT REGULATIONS. THIS WOULD ALLOW MORE
 AREA FOR ROOT GROWTH FOR THE PROPOSED TREES. PLEASE
 NOTE THAT NO LANDSCAPE MATERIAL OVER 6 INCHES IN HEIGHT
 MAY BE PLANTED IN THE OVERHANG AREA. IF THE OVERHANG IS
 NOT USED, THEN BOTH CURB AND WHEEL STOPS ARE NOT
 REQUIRED.
  
 7) SP-1. PLEASE PROVIDE THE INNER DIMENSIONS FOR THE
 STRIPING ON THE PARKING DETAIL. THE CITY REQUIRES 12
 INCHES BETWEEN THE STRIPES.
  
 8) LP-1. PLEASE AMEND THE LANDSCAPE PLAN INCLUDE A TREE
 AT THE END OF THE PARKING ROW ON THE SOUTH SIDE OF THE
 PARKING LOT CONSISTENT WITH THE TERMINAL ISLAND
 REQUIREMENTS OF ARTICLE XIV, SECTION 94-443 (C)(3)A.
 THESE CHANGES MAY RESULT IN THE RELOCATION OF THE CATCH
 BASIN PROPOSED TO BE LOCATED TO THE SOUTHWEST OF THE
 PARKING LOT.
  
 9) LP-1. PLEASE CONSIDER RELOCATING THE PROPOSED CATCH
 BASIN THAT WOULD BE LOCATED NEAR THE PROPOSED LIVE OAK
 TO THE SOUTHWEST OF THE CHILDREN?S PLAY AREA IN ORDER
 TO PREVENT A POTENTIAL FUTURE CONFICT.
  
 10) LP-1. PLEASE VERIFY THAT THERE IS NO CONFLICT
 BETWEEN THE PROPOSED LIVES OAKS ALONG THE LANDSCAPE
 BUFFER ON THE WEST SIDE OF THE PROPERTY AND THE
 EXISTING PREMIERE PARK OF COMMERCE BUFFER TREES.
