 - PLEASE NOTE THAT IF THE PLANNING AND ZONING
 DEPARTMENT HAS NOT RECEIVED A RESPONSE TO THE PPRC
 COMMENTS WITHIN 60 DAYS FROM THE DATE OF THESE COMMENTS
 (9/13/11), THE CASE SHALL BE CONSIDERED WITHDRAWN. ANY
 FURTHER ACTION SHALL REQUIRE A NEW DEVELOPMENT
 APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($200).
  
 1. PROVIDE THE FPL AND COMCAST SERVICE PROVISION
 LETTERS.
  
 2. THE SITE DATA TABLE SHALL BETTER DEFINE THE
 CATEGORIES - THERE APPEARS TO BE OVERLAP AND SHOW EACH
 AS A PERCENT OF THE TOTAL SITE.
  
 3. PLEASE STATE ON THE PLANS HOW THE 100 REQUIRED
 PARKING SPACES WERE ARRIVED AT. TABLE XV-6 OF THE
 ZONING AND LAND DEVELOPMENT REGULATIONS (ZLDR) SHALL BE
 USED AS A BASIS FOR THESE CALCULATIONS.
  
 4. THE PLANS SHOW 104 PARKING SPACES. THIS NUMBER
 REQUIRES FIVE (5) ADA PARKING SPACES, NOT FOUR (4) AS
 PROVIDED. PLEASE SEE TABLE XV-3 OF THE ZLDR. PLEASE
 NOTE THAT THE PARKING TABLE ON THE PLANS STATES THAT
 ONLY 100 SPACES ARE PROVIDED AS IT COUNTS THE ADA
 SPACES AS PART OF THE TOTAL.
  
 5. THE CONSTRUCTION SERVICES DEPARTMENT SHALL VERIFY IN
 WRITING THE DISTRIBUTION OF THE ADA PARKING SPACES ON
 THE SITE. IS A SPACE(S) REQUIRED TO BE AT THE ENTRANCE
 OF THE MAINTENANCE BUILDING, SINCE THIS BUILDING
 INCLUDES OFFICES, A LUNCH ROOM AND LOCKER ROOMS?
  
 6. THE PLANS SHALL SHOW LOADING SPACES MEETING THE SIZE
 AND NUMBER AS REQUIRED BY TABLE XV-4 OF THE ZLDR. A
 TABLE REFLECTING THIS SHALL ALSO BE PROVIDED.
  
 7. PROVIDE THE SIZE OF THE BUS PARKING SPACE ON THE
 PLANS.
  
 8. BICYCLE PARKING MEETING SECTION 94-485(Q) OF THE
 ZLDR SHALL BE SHOWN ON THE SITE AND CIVIL PLANS
 (LANDSCAPE PLAN SHOWS BICYCLE PARKING). THE PLANS SHALL
 INCLUDE BICYCLE RACK DETAILS AND THE PAD SIZE MEETING
 MINIMUM SIZE STANDARDS. DIMENSIONS SHALL BE SHOWN ON
 THE PLANS AND DETAILS. NOTE: 104 PARKING SPACES REQUIRE
 FIVE (5) BICYCLE PARKING SPACES.
  
 9. PROVIDE THE BUILDING DIMENSIONS ON THE PLANS.
  
 10. PROVIDE THE WIDTHS OF ALL WALKWAYS ON THE PLANS.
  
 11. PROVIDE THE WIDTHS OF THE DRIVE AISLES. PLEASE
 REMEMBER THAT THE FIRE DEPARTMENT REQUIRES 20 FOOT
 MINIMUM WIDTHS.
  
 12. PROVIDE THE DIMENSION ACROSS THE PARKING AREA, BOTH
 NORTH/SOUTH AND EAST/WEST. THE DIMENSION SHALL INCLUDE
 THE DRIVE AISLES, THE PARKING STALLS, THE CURBING AND
 THE LANDSCAPE AREAS.
  
 13. NOTE: THE ADA ACCESS AISLE IS MISLABELED ON BASE
 SITE PLAN SHEET 700-CO-006.
  
 14. LABEL THE FEATURES ON ALL PLANS. (EX. THE GENERATOR
 IS NOT LABELED ON THE SITE PLAN).
  
 15. PROVIDE AN ADA SIDEWALK TO THE JOG ROAD
 RIGHT-OF-WAY AND EACH ACCESSIBLE BUILDING ENTRANCE.
  
 16. HIGHLIGHT THE SIDEWALK NETWORK.
  
 17. PROVIDE PARKING DETAILS FOR THE PERMANENT AND
 CONSTRUCTION PARKING SPACES.
  
 18. THE ADMINISTRATIVE AREA PARKING SPACES ARE SHOWN AS
 20 FEET DEEP TERMINATING AT A CURB. PER FIGURE XIV-2 OF
 THE ZLDR, THIS WOULD EITHER REQUIRE WHEEL STOPS TWO (2)
 FEET FROM THE CURB OR TWO (2) FEET OF CLEAR OVERHANG
 INTO THE LANDSCAPE AREA (RESULTING IN A 22 FOOT LONG
 PARKING SPACE). STAFF SUGGESTS MOVING THE CURB TO THE
 18 FOOT POINT AND HAVING A TWO (2) FOOT OVERHANG INTO A
 WIDENED LANDSCAPE AREA. THE ADA SPACES HAVE THE SAME
 ISSUE EXCEPT THEY OVERHANG A SIDEWALK.
  
 19. PROVIDE THE MATERIAL OF THE LAY DOWN AND STAGING
 AREAS, TO INCLUDE PARKING SURFACES. PROVIDE WRITTEN
 VERIFICATION FROM THE CONSTRUCTION SERVICES DEPARTMENT
 THAT NO ADA PARKING SPACES ARE REQUIRED FOR EITHER SET
 OF CONSTRUCTION TRAILERS.
  
 20. WILL THE CONTRACTOR BE CONSTRUCTING THE DRIVE
 AISLES, PARKING AND CURBING OFF TO THE SITE PLANS OR
 THE PAVING PLANS. IF THE PAVING PLANS WILL BE USED,
 THEN ALL DIMENSIONS SHALL BE CLEARLY PROVIDED ON THE
 PAVING PLANS. NOTE SOME LABELS OVERLAP ON THE PAVING
 PLAN.
  
 21. THERE IS NO TREE IN THE TERMINAL ISLAND OF THE
 NORTH OF THE ADA PARKING ROW.
  
 22. PROVIDE THE CURBING DETAILS.
  
 23. PROVIDE DETAILS OF THE "LIVING WALL", SUCH AS
 HEIGHT, MATERIAL AND PLANTING.
  
 24. EXPLAIN THE PHOTOVOLTIC AREAS AND PROVIDE DETAILS
 OF HOW THEY WILL LOOK. THE POSTS OVER THE PARKING
 SPACES SHALL BE CLEARLY MARKED AND SIZED SO THAT STAFF
 CAN VERIFY THAT THE PARKING SPACES WILL FUNCTION.
 PLEASE NOTE THAT THERE ARE A NUMBER OF TREES LOCATED
 NEAR THESE AREAS. HAS THE CANOPY SPREAD BEEN FACTORED
 INTO THE PLACEMENT?
  
 25. PROVIDE ALL 4 ELEVATIONS OF THE POWER BLOCK
 BUILDING (ONLY 2 PROVIDED).
  
 26. WHERE WILL THE AC/MECHANICAL EQUIPMENT FOR THE
 ADMINISTRATION BUILDING AND THE MAINTENANCE BUILDING BE
 LOCATED?
  
 27. PLEASE REVIEW THE ABILITY TO PUT MORE DETAILING ON
 THE EAST ELEVATION OF THE MAINTENANCE BUILDING ABOVE
 THE WINDOWS. NOTE: THE EAST ELEVATION OF THIS BUILDING
 IS SHOWN DIFFERENTLY ON SHEETS 720-A3-100 & 101.
  
 28. THE PLANS SHALL STATE THE ULTIMATE LANDSCAPE
 MATERIAL FOR THE FILLED IN LAKE AREA.
  
 29. PLEASE VERIFY THAT THE LIGHTS HAVE NOT BEEN PLACED
 SUCH THAT THEY WILL BE IN CONFLICT WITH THE LONG TERM
 TREE GROWTH. SOME OF THE LIGHTS APPEAR WITHIN 15 FEET
 OF OAKS (ESPECIALLY IN THE PARKING ISLANDS), FIVE (5)
 FEET OF PINES, 10 FEET OF CASSIAS AND 10 FEET OF ROYAL
 PALMS.
  
 30. WHAT IS THE 8 INCH PVC SCH 40 WHICH RUNS TROUGH THE
 LANDSCAPE AREA SOUTH OF THE PARKING AREA AND THE CBC
 WHICH RUNS ALONG THE WEST ENTRY ROAD? BOTH OF THESE
 PRESENT CONFLICTS WITH TREE PLACEMENT.
  
 31. THE PLANS ARE UNCLEAR AS TO THE AREA NORTH OF THE
 ADMINISTRATION BUILDING. THE RENDERINGS AND ELEVATIONS
 SHOW THIS AS AN ELEVATED PATIO AREA. PLEASE CLARIFY ON
 THE PLANS. NOTE: STAFF RECOMMENDS AN OUTDOOR SEATING
 AREA ON THE PATIO.
  
 32. THE SABAL PALM RELOCATION AREA BY THE EXISTING
 PARKING AREA (SOUTHEAST CORNER OF SITE) APPEARS FROM
 THE AERIAL PROVIDED WITH THE SPECIFIC PURPOSE SURVEY TO
 BE IN A DRAINAGE DITCH.
  
 33. AFTER A DISCUSSION WITH MICHAEL SANCHEZ ON JULY 7,
 2011, IT WAS DETERMINED THAT A FULL LANDSCAPE REVIEW BE
 SUSPENDED AT THIS TIME TO ALLOW FURTHER DISCUSSION
 OUTSIDE OF THE PPRC MEETING. THESE DISCUSSIONS ARE TO
 INCLUDE CALCULATION OF REQUIRED LANDSCAPE, MITIGATION
 STRATEGIES AND PROVIDING ADEQUATE DETAILING ON THE
 LANDSCAPE PLANS.
  
 34. PLEASE SHOW HOW THE FOLLOWING CONDITION OF
 CERTIFICATION IS BEING MET - THE LANDSCAPE PLAN
 INCLUDED AS PART OF THE LEVEL I SITE PLAN FOR PBREF #2
 SHALL INCLUDE LANDSCAPE MATERIAL TO SCREEN THE EXISTING
 PALM BEACH RENEWABLE ENERGY FACILITY #1 (PBREF #1)
 STRUCTURES THAT WERE CONSTRUCTED AS PART OF THE RECENT
 MODERNIZATION AND TO ENHANCE THE BUFFER PLANTING ALONG
 THE COMMON BOUNDARY WITH THE IRONHORSE RESIDENTIAL
 PLANNED DEVELOPMENT.
