 - PLEASE NOTE THAT IF THE PLANNING AND ZONING
 DEPARTMENT HAS NOT RECEIVED A RESPONSE TO THE PPRC
 COMMENTS WITHIN 60 DAYS FROM THE DATE OF PPRC MEETING
 (MARCH 12, 2011), THE CASE SHALL BE CONSIDERED
 WITHDRAWN. ANY FURTHER ACTION SHALL REQUIRE A NEW
 DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($300).
  
 1) PROVIDE SIGNED OWNERS CONSENT.
  
 2) PROVIDE COPIES OF THE UTILITY LETTERS THAT WERE
 SUBMITTED WITH THE MASTER PLAN APPLICATION, NOT THE
 CLASS B APPLICATION.
  
 3) PROVIDE PICTURES OF THE EXISTING CLASSROOM BUILDING
 (ONE BUILT IN 2000). THE NEW BUILDINGS THAT ARE PART OF
 THIS APPLICATION SHALL BLEND ARCHITECTURALLY WITH THE
 EXISTING BUILDING.
  
 4) PROVIDE A NARRATIVE THAT DESCRIBES HOW THE
 ELEVATIONS WILL BE SHOWN TO THE COMMISSION AND THE
 NEIGHBORHOOD AS REQUIRED BY ORD. NO. 4303-10.
  
 5) THE CITY COMMISSION APPROVED BUILDING HEIGHT IS 36
 FEET. THE DATA TABLE LISTS THE BUILDING HEIGHT FOR THE
 NEW STRUCTURES AS 42 FEET.
  
 A. THE CITY MEASURES THE HEIGHT OF STRUCTURES FROM THE
 FINISHED GRADE NOT THE FINISHED FLOOR. PLEASE PROVIDE
 THE HEIGHT DIMENSIONS BASED ON THIS STANDARD.
  
 B. PROVIDE THE HEIGHT DIMENSIONS FOR ALL ELEMENTS OF
 THE BUILDINGS (EX. TOPS OF PARAPETS AND OTHER
 ARCHITECTURAL ELEMENTS).
  
 C. PLEASE NOTE THAT THE ARCHITECTURAL ELEMENTS AND
 MECHANICAL EQUIPMENT MAY EXCEED THE HEIGHT (36 FEET) BY
 UP TO 10%, WHICH WOULD ALLOW THE MAXIMUM HEIGHT OF
 THESE TO 39.5 FEET.
  
 6) THE FLAGLER DRIVE ELEVATION OF THE ATHLETIC BUILDING
 DOES NOT RELATE APPROPRIATELY TO FLAGLER DRIVE. THE
 MAJORITY OF THE BUILDINGS ALONG FLAGLER DRIVE FACE
 FLAGLER DRIVE WITH SIGNIFICANT AMOUNTS OF FENESTRATION.
 MORE FENESTRATION (NOT JUST ADDITIONAL GLASS BLOCK) IS
 REQUIRED ALONG FLAGLER DRIVE. THIS COULD BE
 ACCOMPLISHED BY ADDING WINDOWS ON THE UPPER PORTION OF
 THE FACADE TO MIMIC THE EDUCATION BUILDING. ADDITIONAL
 FENESTRATION SHOULD ALSO BE EXPLORED ON THE LOWER
 PORTION OF THE BUILDING.
  
 7) THE WEST AND SOUTH ELEVATIONS OF THE ATHLETIC
 BUILDING HAVE LARGE AREAS OF BLANK WALL WITH NO
 ARCHITECTURAL RELIEF. DETAILING SHALL BE INSTALLED TO
 BREAK UP THIS MASS.
  
 8) THE NORTH ELEVATION OF THE EDUCATION BUILDING SHOWS
 A STRUCTURAL OVERHANG AT THE 2ND FLOOR. STRUCTURAL
 INTRUSIONS MAY PROJECT NO FURTHER THAN THREE (3) FEET
 INTO ANY REQUIRED SETBACK. PLEASE PROVIDE DIMENSIONS
 FOR THE OVERHANG ON BOTH THE ELEVATION DRAWINGS AND THE
 SITE PLAN TO VERIFY THAT THE OVERHANG IS NO CLOSER THAN
 12 FEET FROM THE NORTH PROPERTY LINE.
  
 9) PROVIDE DETAILS OF THE COVERED DROP-OFF. STAFF NEEDS
 TO REVIEW ELEVATION DRAWINGS, INCLUDING HEIGHT AND SIZE
 DIMENSIONS AND MATERIAL. ADDITIONALLY, IT IS DIFFICULT
 TO DETERMINE THE EXACT DIMENSIONS OF THE COVERED AREA
 ON THE SITE, LANDSCAPE AND CIVIL PLANS DUE TO MULTIPLE
 CROSSING LINES.
  
 10) PROVIDE DETAILS FOR THE PROPOSED WALL ALONG FLAGLER
 DRIVE AND SOUTH OLIVE AVENUE, ESPECIALLY HEIGHT AND
 MATERIAL.
  
 11) PROVIDE THE PROPOSED HEIGHT OF THE ALUMINUM GATES.
 ONLY THE ALUMINUM FENCING IS CALLED OUT AT FOUR (4)
 FEET IN HEIGHT.
  
 12) THE PLANS, ELEVATIONS AND COLOR RENDERING ALL SHOW
 SIGNAGE. PROVIDE SIGNAGE DETAILS SO STAFF MAY REVIEW
 FOR CODE COMPLIANCE. THIS WILL ENSURE THAT THE SIGN
 PERMITTING PROCESS GOES SMOOTHLY.
  
 13) PROVIDE THE LOCATIONS OF ALL TRANSFORMERS,
 GENERATORS, BACKFLOW PREVENTERS, AC UNITS, AND OTHER
 MECHANICAL EQUIPMENT AND HOW IT WILL BE SCREENED BY
 LANDSCAPE OR ARCHITECTURAL FEATURES.
  
 14) PROVIDE THE LOCATION AND DETAILS OF ALL LIGHTING ON
 THE CAMPUS TO ENSURE THAT THERE ARE NO CONFLICTS WITH
 PROPOSED OR EXISTING LANDSCAPE. THE LOCATIONS OF THE
 PEDESTRIAN LIGHTS NEED TO BE INCLUDED ON THE LANDSCAPE
 PLAN. PLEASE PROVIDE THE HEIGHT OF THE PEDESTRIAN
 LIGHTS.
  
 15) A PHOTOMETRIC PLAN IS REQUIRED. PLEASE NOTE THAT
 THE PLAN SHALL SHOW THAT LIGHT LEVELS DO NOT EXCEED 0.5
 FOOT CANDLES AT THE NEIGHBORING RESIDENTIALLY ZONED
 PROPERTIES [SECTION 94-310(D)].
  
 16) THE BICYCLE RACK DETAILS (SITE DETAILS SHEET) SHALL
 ACCURATELY BE SHOWN AS IT IS PLANNED TO BE INSTALLED -
 SIX (6) SPACES AND CORRECT DIMENSIONS FOR SIX (6)
 SPACES. ADDITIONALLY, THE SITE AND CIVIL PLANS SHALL
 INCLUDE THE DIMENSIONS OF THE BICYCLE RACK (IT DOES NOT
 SCALE AS DEEP ENOUGH ON THE CIVIL PLAN) AND THE "FINAL
 LOCATION TO BE DETERMINED" LABEL SHALL BE REMOVED FROM
 THE LANDSCAPE PLAN.
  
 17) THE "PROJECT TEAM" TABLES ON ALL PLANS SHALL BE
 UPDATED TO REFLECT CORRECT INFORMATION (EX. UNITY IS NO
 LONGER THE OWNER).
  
 18) THE SETBACK PORTION OF THE SITE DATA TABLE NEEDS TO
 SEPARATELY STATE THE SETBACKS FOR THE PHASE I CLASSROOM
 BUILDINGS (NEW AND EXISTING), THE PHASE II BUILDING,
 THE PITT BUILDING AND THE RELOCATED BUILDING. THIS
 SHALL INCLUDE THE WAIVERS APPROVED AS PART OF ORD. NO.
 4303-10.
  
 19) THE SITE DATA TABLES ON THE SITE AND LANDSCAPE
 PLANS DO NOT LIST THE SAME DATA VALUES. ALL TABLES NEED
 TO AGREE. NEED TO DISCUSS A MORE EFFECTIVE ORGANIZATION
 OF THE INFORMATION WITH STAFF.
  
 20) PROVIDE DIMENSION LINES FROM THE INSIDE CURB TO
 INSIDE CURB FOR ALL PARKING ROWS ON BOTH THE SITE AND
 CIVIL PLANS. THIS DIMENSION SHALL MATCH THE DIMENSION
 OF THE SUM OF THE PARKING SPACE WIDTHS (THIS DOES NOT
 APPEAR TO BE THE CASE WHEN THE PARKING AREA WITH THE
 BUS SPACES WAS SCALED ON THE CIVIL PLAN).
  
 21) THE STAFF DOES NOT SUPPORT THE SHIFTING OF THE
 WESTERN PARKING LOT TO AGAINST THE BUILDING. WHILE IT
 IS COMMENDABLE TO PROVIDE LARGER LANDSCAPE ISLANDS FOR
 LARGER TREES, STAFF FEELS THAT IT IS MORE IMPORTANT TO
 PROVIDE A GREATER BUFFER BETWEEN SOUTH OLIVE AVENUE AND
 THE WESTERN EDGE OF THE PARKING LOT. ADDITIONALLY, THAT
 IS THE CONFIGURATION APPROVED BY THE HISTORIC
 PRESERVATION BOARD. THE PROPOSED CONFIGURATION ALSO
 ELIMINATES THE REQUIRED TERMINAL ISLAND TREE FOR THE
 NORTH ROW OF PARKING.
  
 22) THE COMPACT SPACES NEED TO BE ADDED TO THE PARKING
 DATA TABLE.
  
 23) IF ALL SEVEN (7) VISITOR PARKING SPACES ARE
 OCCUPIED, WHERE WILL AN ADDITIONAL VISITOR PARK? HOW
 WILL THE VISITOR BE DIRECTED TO THAT PARKING SPACE?
  
 24) SHOW ALL OF THE PROPOSED UTILITIES AND LIGHTING ON
 THE LANDSCAPE PLAN. THERE SHALL BE NO CONFLICTS WITH
 EXISTING OR PROPOSED LANDSCAPE.
  
 25) THE LANDSCAPE PLAN APPROVED AS PART OF THE FORMAL
 SITE PLAN WILL BE THE FINAL LANDSCAPE PLAN, SO PLEASE
 REMOVE "CONCEPTUAL" FROM THE TITLE.
  
 26) THE LANDSCAPE DATA SHALL DIFFERENTIATE BETWEEN THE
 PHASE I AND PHASE II LANDSCAPE INSTALLATIONS. PHASE II
 SHALL ONLY INCLUDE THE FOUNDATION PLANTING FOR THE
 ATHLETIC BUILDING.
  
 27) THE SOUTHEAST CORNER OF THE PLAY AREA PARKING LOT
 SHALL BE MODIFIED TO PROVIDE ADDITIONAL AREA TO PROTECT
 THE EXISTING TREES ROOT SYSTEM.
  
 28) THE SIZE AND SPECIES OF ALL EXISTING AND RELOCATED
 TREES AND SHRUBS SHALL BE PROVIDED ON THE LANDSCAPE
 PLAN. THE LANDSCAPE PLAN APPROVED WITH THIS APPLICATION
 WILL SERVE AS THE LANDSCAPE PLAN OF RECORD, SO ALL
 DETAILS ARE NEEDED.
  
 29) THE SITE PLAN SHOWS A FIVE (5) FOOT LANDSCAPE
 BUFFER ALONG THE SOUTH AND WEST SIDES OF THE PITT
 BUILDING, YET THERE IS NO LANDSCAPE SHOWN IN THESE
 AREAS ON THE LANDSCAPE PLAN. THE CIVIL PLAN DOES NOT
 SHOW AN AREA TO ACCOMMODATE LANDSCAPE.
  
 30) PROVIDE THE LANDSCAPE BUFFER DETAILS SHEET WITH THE
 LANDSCAPE PLAN NOT THE MASTER PLAN. ADDITIONALLY, THE
 LANDSCAPE BUFFER DETAIL SHEET CROSS SECTIONS DO NOT
 MATCH THE LOCATIONS DESIGNATED ON THE MASTER PLAN. SOME
 OF THEM DO NOT REFLECT THE LANDSCAPE PROPOSED ON THE
 LANDSCAPE PLAN.
  
 31) THE 25 FOOT LANDSCAPE AREA ALONG FLAGLER DRIVE HAS
 CHANGED FROM THE CONCEPTUAL LANDSCAPE PLAN APPROVED AS
 PART OF ORD. NO. 4303-10. THIS AREA IS TO HAVE UPLAND
 MEANDERING LANDSCAPE OR BE A BIOSWALE WITH APPROPRIATE
 MEANDERING LANDSCAPE. IT IS SHOWN ON THE SUBMITTED
 PLANS AS AN OPEN SODDED AREA, WHICH COMBINED WITH THE
 CIVIL PLAN'S PROPOSED DRAINAGE INDICATES THAT IT WILL
 BE A 25 FOOT WIDE UNLANDSCAPED SWALE. THIS IS NOT
 APPROPRIATE FOR A FLAGLER DRIVE LANDSCAPE BUFFER, NOR
 DOES IT MEET THE LANDSCAPE CODE BUFFER REQUIREMENTS.
 THE FOUNDATION PLANTING FOR THE ATHLETIC BUILDING MAY
 NOT DOUBLE AS THE REQUIRED LANDSCAPE BUFFER.
  
 32) PER ORD. NO. 4303-10, ALL NEW TREES SHALL BE A
 MINIMUM OF 14 FEET IN HEIGHT AT INSTALLATION. NOT ALL
 OF THE TREES SPECIFIED ON THE LANDSCAPE PLAN MEET THIS
 REQUIREMENT.
  
 33) PER ORD. NO. 4303-10, THE RELOCATED PUBLIC
 PEDESTRIAN ACCESS EASEMENT SHALL BE CONSTRUCTED OF A
 DECORATIVE MATERIAL TO MIRROR ORANGE COURT. THE CIVIL
 PLAN SHOWS A CONCRETE SIDEWALK. THIS DOES NOT MEET THE
 CONDITION OF THE ORDINANCE. PROVIDE DETAILS TO SHOW
 THAT THE RELOCATED PEDESTRIAN ACCESS EASEMENT COMPLIES
 WITH THE ORDINANCE.
  
 34) WILL THE NEW EDUCATION BUILDING SHARE THE ELEVATOR
 WITH THE EXISTING CLASSROOM BUILDING?
  
 35) PER ORD. NO. 4303-10, THE OVERNIGHT BUS PARKING
 SPACES SHALL BE SCREENED FROM THE RESIDENTIAL
 NEIGHBORHOOD. THE LANDSCAPE MATERIAL PROPOSED ALONG
 COCOANUT LANE, WEST OF THE BUS PARKING, DOES NOT
 PROVIDE ADEQUATE SCREENING OF THE BUSSES. THE MATERIAL
 SHALL BE OF A SUFFICIENT HEIGHT TO SCREEN THE BUSSES AT
 INSTALLATION. STAFF RECOMMENDS THE INSTALLATION OF AN
 EIGHT (8) TO TEN (10) FOOT PODOCARPUS HEDGE. THE HEDGE
 SHOULD BE LOCATED AS CLOSE TO THE PROPOSED FENCE AS
 POSSIBLE. THE TREES SHALL BE LOCATED BETWEEN THE HEDGE
 AND THE PEDESTRIAN WALKWAY.
  
 36) PLEASE REMEMBER THAT PER ORD. NO. 4303-10, THE
 FOLLOWING ARE REQUIRED PRIOR TO THE FIRST BUILDING
 PERMIT:
  
 A. PROVIDE THE PLANNING AND ZONING DEPARTMENT WITH A
 TRAFFIC CONTROL PLAN, APPROVED BY THE CITY'S TRAFFIC
 ENGINEER, WHICH INCLUDES THE LOCATIONS OF THE TRAFFIC
 DIRECTING PERSONNEL AND A WRITTEN NARRATIVE HOW THE
 TRAFFIC CONTROL OPERATIONS WILL FUNCTION FOR THE
 PICK-UP AND DROP-OFF TIMES. THE COST TO CONSTRUCT,
 INSTALL AND MAINTAIN ANY OFF-SITE SIGNAGE OR TRAFFIC
 CONTROL AIDES SHALL BE BORNE BY THE PBDA.
  
 B. PREPARE A CONSTRUCTION SITE SECURITY AND MANAGEMENT
 PLAN FOR APPROVAL BY THE CITY'S POLICE DEPARTMENT CRIME
 PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED)
 OFFICIAL.
  
 C. RECORD A PLAT FOR THE ENTIRE PBDA CAMPUS. PRIOR TO
 RECORDATION, THE PLAT SHALL BE SUBMITTED FOR REVIEW
 THROUGH THE MINOR SUBDIVISION PROCESS TO INCLUDE ALL
 REQUIRED EASEMENTS. THE RELOCATION AND/OR ABANDONMENT
 OF EASEMENTS WILL REQUIRE APPLICATIONS TO BE FILED WITH
 THE ENGINEERING SERVICES DEPARTMENT.
  
 D. SUBMIT COMPREHENSIVE EMERGENCY PLANS TO THE FIRE
 DEPARTMENT FOR THEIR APPROVAL.
  
 E. SUBMIT TO THE ENGINEERING SERVICES DEPARTMENT SIGNED
 AND SEALED ENGINEERING CALCULATIONS TO DEMONSTRATE THAT
 WATER QUALITY IS BEING MAINTAINED FOR THE SITE AND THAT
 POST DEVELOPMENT OFF-SITE DISCHARGE DOES NOT EXCEED THE
