 GENERAL COMMENTS:
  
 1. PROVIDE RESPONSES TO REVIEW COMMENTS IN A WRITTEN
 FORMAT. PLEASE NOTE, IF THE PLANNING AND ZONING
 DEPARTMENT HAS NOT RECEIVED A RESPONSE TO THE PPRC
 COMMENTS WITHIN SIXTY (60) DAYS FROM THE PPRC MEETING,
 THE CASE SHALL BE CONSIDERED WITHDRAWN. ANY FURTHER
 ACTION SHALL REQUIRE RE-SUBMITTAL OF A NEW DEVELOPMENT
 APPLICATION.
  
 2. PROVIDE REVISIONS ADDRESSING PPRC COMMENTS NO LATER
 THAN FRIDAY, DECEMBER 17, 2010, IN ORDER TO BE
 SCHEDULED TO THE JANUARY 18, 2010, PLANNING BOARD
 MEETING (ALL COMMENTS MUST BE SUFFICIENTLY ADDRESSED),
 OTHERWISE, YOU WILL BE SCHEDULED TO THE NEXT AVAILABLE
 PLANNING BOARD MEETING. RE-SUBMITTAL MAY BE SUBJECT TO
 ADDITIONAL COMMENTS.
  
 3. RESUBMITTAL FEE - FOLLOWING THE PLANS AND PLATS
 REVIEW COMMITTEE MEETING, THE APPLICANT WILL BE
 PERMITTED ONE (1) RESUBMITTAL AT NO ADDITIONAL COST. IF
 PREVIOUSLY-ISSUED COMMENTS CONTINUE TO NOT BE
 SUFFICIENTLY ADDRESSED, THE APPLICANT WILL BE ACCESSED
 A RESUBMITTAL FEE. SUCH FEE WILL BE 20% OF THE ORIGINAL
 APPLICATION FEE.
  
 JUSTIFICATION STATEMENT/GENERAL APPLICATION:
  
 4. DEVELOPMENT APPLICATION - SECTION D - CONCURRENCY:
  
 D. CONCURRENCY: A TRAFFIC LETTER HAS NOT BEEN
 SUBMITTED. IF SUCH A LETTER IS NOT SUBMITTED BY THE
 APPLICANT BY DECEMBER 17, 2010, THE PROJECT WILL NOT BE
 SCHEDULED FOR THE JANUARY 18, 2010, AND WILL BE
 SCHEDULED TO THE NEXT AVAILABLE PLANNING BOARD MEETING.
 ALL OTHER COMMENTS MUST BE ADDRESSED PER COMMENT #2 OF
 THIS REVIEW.
  
  THE FOLLOWING ITEMS ESTABLISHING CONCURRENCY ARE
 REQUIRED AT THE TIME OF THE APPLICATION SUBMITTAL:

 5. DEVELOPMENT APPLICATION - SECTION E - PROJECT FACT
 SHEET: THE ADJACENT PROPERTIES NEED TO BE PROPERTIES
 THAT ARE NOT PART OF THE PALM BEACH MOTOR CARS DSI
 (I.E. PROPERTIES ACROSS OKEECHOBEE BOULEVARD AND DIXIE
 HWY, ETC.)
  
 6. THE ALTA/ACSM LAND TITLE SURVEY SHALL BE WITHIN ONE
 (1) YEAR OLD AND ACCOMPANIED BY A CURRENT OWNERSHIP AND
 ENCUMBRANCE (O & E) REPORT, WHICH SHALL INCLUDE ALL
 EASEMENTS AND RESTRICTIONS OF RECORD, OR A CURRENT
 TITLE POLICY.
  
 A. THE SURVEY TITLE COMMITMENT IS OVER FIVE YEARS OLD
 (TITLE NOTE #1).
  
 B. PROVIDE GROSS LAND AREA (TO THE NEAREST
 ONE-HUNDREDTH (1/100) OF AN ACRE).
  
 7. N. CITY SERVICE AND PUBLIC UTILITY LETTERS
  
 PROVIDE WRITTEN CONFIRMATION THAT THE PUBLIC UTILITIES
 DEPARTMENT HAS REVIEWED THE PROPOSAL FOR WATER, SEWAGE
 TREATMENT, STORM DRAINAGE AND GARBAGE COLLECTION
 SERVICES.
  
 FLORIDA POWER & LIGHT COMPANY AND AT&T FLORIDA -
 ENGINEERING DEPARTMENT
  
 8. P. UNIFIED CONTROL
  
  FIRM EVIDENCE OF THE UNIFIED CONTROL OF THE ENTIRE
 AREA WITHIN THE PETITION AND A STATEMENT FROM THE
 APPLICANT STATING THAT IF THE LAND IS DEVELOPED, THE
 APPLICANT SHALL:
  
 1. DO SO IN ACCORDANCE WITH THE MASTER PLAN OF
 DEVELOPMENT OFFICIALLY ADOPTED FOR THE DISTRICT, IN
 ACCORDANCE WITH THE REGULATIONS EXISTING WHEN THE
 AMENDMENT CREATING THE PLANNED DEVELOPMENT (PD)
 DISTRICT OR SPECIAL USE IS PASSED AND IN ACCORDANCE
 WITH SUCH OTHER CONDITIONS OR MODIFICATIONS AS MAY BE
 ATTACHED TO THE REZONING OF THE LAND TO THE PD
 CLASSIFICATIONS OR SPECIAL USE PERMIT.
  
 2. PROVIDE AGREEMENTS, CONTRACTS, DEED RESTRICTIONS, OR
 SURETIES ACCEPTABLE TO THE CITY FOR COMPLETION OF THE
 UNDERTAKING IN ACCORDANCE WITH THE ADOPTED MASTER PLAN
 AS WELL AS FOR THE CONTINUING FUNCTIONS AND FACILITIES
 AS ARE TO BE PROVIDED, OPERATED OR MAINTAINED AT
 GENERAL PUBLIC EXPENSES; AND
  
 3. BIND ALL DEVELOPMENT SUCCESSORS IN TITLE TO ANY
 COMMITMENTS MADE UNDER (1) AND (2) PRECEDING.
  
 A WRITTEN LETTER OF UNIFIED CONTROL FROM THE APPLICANT
 IS NOT SUFFICIENT. A UNITY CONTROL BINDING ALL
 DEVELOPMENT SUCCESSORS IN TITLE SHALL BE SUBMITTED FOR
 REVIEW AND APPROVAL BY THE CITY'S LEGAL DEPARTMENT.
 BASED ON DISCUSSIONS WITH THE CITY'S SURVEYOR (VINCE
 NOEL), STAFF UNDERSTANDS THAT A UNITY TITLE IS NOT AN
 OPTION DUE TO THE CITY-OWNED "U-SHAPE" LAND THAT IS
 LOCATED BETWEEN THE LANDS THAT ARE OWNED BY THE OWNER.
  
 9. THERE ARE SQUARE FOOTAGE DISCREPANCIES WITH THE
 JUSTIFICATION STATEMENT REGARDING EXISTING SQUARE
 FOOTAGE AND PROPOSED EXPANSION (I.E. 1,786 PLUS THE
 ADDITION OF 2,769 SQ.FT FOR A TOTAL OF 4,555 SQ.FT
 (THERE ISNO MENTION OF TOTAL PB MOTORCARS SQUARE
 FOOTAGE) IN THE JUSTIFICATION STATEMENT. THE LETTER
 FROM THE TRAFFIC CONSULTANT, LINDA RICCARDI, P.E.
 (SHOWS EXISTING DEALERSHIP AT 50,478 SQ,FT WITH A 2,013
 SQ. FT. EXPANSION FOR THE FISKER SHOWROOM FOR A TOTAL
 OF 52, 491 SQ.FT.) AND THE PROPERTY APPRAISER'S
 EXISTING BUILDINGS' SQUARE FOOTAGE INFORMATION
 (+/-59,365 SQ. FT). ALL SQUARE FOOTAGE FOR ALL
 BUILDINGS NEEDS TO BE CORRELATED AND INCLUDED IN THE
 JUSTIFICATION STATEMENT AND TRAFFIC LETTER (SHOW
 EXISTING SQUARE FOOTAGE AND ADDITIONAL "FISKER
 SHOWROOM" EXPANSION SQUARE FOOTAGE.
  
 SITE PLAN:
  
 10. SHEET SP-2 - PROVIDE ALL SITE DATA OF WHAT IS
 REQUIRED VERSUS PROVIDED. THE BREAKDOWN FOR THE
 LANDSCAPING REQUIRED AND PROVIDED SHALL ALSO BE
 PROVIDED ON PERTINENT LANDSCAPE PLANS, INCLUDING
 XERISCAPE DATA INFORMATION.
  
 A. PROVIDE BREAKDOWN OF REQUIRED VERSUS PROVIDED
 PARKING FOR THE ADDITION FOR THE FISKER SHOWROOM AND
 BREAKDOWN THE OUTDOOR AREA IN PARCEL 3 ACCORDINGLY.
  
 11. THE PROPOSED BUILDING IS ENCROACHING INTO THE ADA
 ACCESSIBLE ROUTE. REVISE ACCORDINGLY.
  
 12. DELINIATE THE LOCATION OF THE ADA ACCESSIBLE
 PARKING, DIMENSION OF VEHICLE RIGHT-OF-WAY, INCLUDING
 INGRESS/EGRESS ON THE SITE PLAN. PROVIDE DIMENSIONS AND
 DELINEATE AREAS TO ASCERTAIN IF ADEQUATE MANEUVERING
 HAS BEEN PROVIDED. WHERE IS THE BACK-UP AREA FROM EACH
 SIDE OF THE BUILDING TO TURN-AROUND? THERE ARE DEAD-END
 SPACES ON BOTH SIDES OF THE FISKER SHOWROOM BUILDING.
  
 13. ARCHITECTURAL PLANS:
  
 PROVIDE A LARGER DETAIL OF THE PROPOSED BUILDING AND
 EXPANSION THAT SHOWS SETBACKS FROM ALL PROPERTY LINES
 (I.E. THE LANDSCAPE PLAN) SHEET SP-3 HAS TOO MUCH TEXT
 AND INFORMATION AND THE DIMENSIONS OF THE PARKING IS
 NOT LEGIBLE. PROVIDE DIMENSIONS ACCORDINGLY.
  
 14. SHEET A- 3.0 - ENLARGE ELEVATION DIMENSIONS (THEY
 ARE NOT LEGIBLE).
  
 15. LANDSCAPE PLANS - PROVIDE XERISCAPE DATA ON
 LANDSCAPE PLANS AND ADDRESS ALL COMMENTS NOTED BY
 ROBERT KUSSNER (LANDSCAPE REVIEWER).
