 ELECTRONIC COPY IN .PNG FORMAT OF ALL PLANS.PLEASE
 NOTE THAT RE-SUBMITTALS MAY BE SUBJECT TO ADDITIONAL

 3. A NOTE STATING THAT PHASE II IS NOT PART OF THIS
 DEVELOPMENT APPLICATION SHOULD BE INCLUDED ON THE SITE
 PLAN AND ELEVATIONS.
  
 4. ACCORDING TO THE AMENDED AND RESTATED DECLARATION
 COVENANTS AND RESTRICTIONS OF GOLDEN LAKES PLAZA
 PROPERTY OWNERS ASSOCIATION, NO IMPROVEMENT OF ANY
 NATURE, INCLUDING LANDSCAPING, SHALL BE ERECTED, PLACED
 OR ALTERED UNTIL THE CONSTRUCTION PLANS AND
 SPECIFICATIONS HAS BEEN APPROVED IN WRITING BY THE
 BOARD.ANY MATERIAL CHANGE IN THE EXTERIOR APPEARANCE
 OF ANY IMPROVEMENT AND ANY MATERIAL CHANGE IN THE
 APPEARANCE OF THE LANDSCAPING SHALL BE DEEMED AN
 ALTERATION REQUIRING APPROVAL.
 A. PROVIDE AN APPROVED LETTER BY THE BOARD OF DIRECTORS
 OF THE GOLDEN LAKES PLAZA PROPERTY OWNERS ASSOCIATION
 FOR THE PROPOSED IMPROVEMENTS.
  
 SITE PLAN (SHEET SP-1):
  
 5. SHEET SP-1 DOES NOT SHOW THE LOCATION OF THE
 EXISTING (AND PROPOSED) EASEMENTS.
  
 6. REQUIRED PARKING SPACES ARE NOT NUMBERED.
  
 7. PROVIDE A LETTER FROM PALM BEACH COUNTY APPROVING
 THE TYPES OF PROPOSED TREES AND LANDSCAPE OVER THE
 RELOCATED EASEMENT.PLEASE NOTE THAT CITY OF WEST PALM
 BEACH REQUIREMENTS SHALL BE MET ALONG THE SOUTH
 BOUNDARY.
  
 8. THERE APPEARS TO BE A DISCREPANCY IN THE SITE AND
 BUILDING DATA.THE PERCENTAGE OF THE BUILDING COVER
 AREA (31.4%) AND THE OPEN SPACE AREA (32.3%) SHOULD ADD
 TO BE 100%.PER THE ZONING AND LAND DEVELOPMENT
 REGULATIONS, OPEN SPACE MEANS AN OPEN, UNENCLOSED AREA
 CONSISTING OF SETBACKS, LANDSCAPE BUFFERS, VEHICULAR
 AND PEDESTRIAN CIRCULATION FEATURES, AND SURFACE
 PARKING.PLEASE REVISE.
  
 9. PURSUANT TO SECTION 94-485(Q) OF THE ZONING AND LAND
 DEVELOPMENT REGULATIONS, ONE (1) BICYCLE PARKING SPACE
 SHALL BE PROVIDED FOR EVERY 20 AUTOMOBILE PARKING
 SPACES, OR FRACTION THEREOF.PROVIDE LOCATION, NUMBER
 AND DETAIL OF BICYCLE PARKING SPACES.PLEAS NOTE THAT
 THERE MAY BE AN OPPORTUNITY TO PROVIDE THIS IN THE
 ?DEAD? SPACE ADJACENT TO THE DUMPSTER ENCLOSURE AND
 PARKING SPACE.
  
 FIRST FLOOR PLAN (SHEET A-1):
  
 10. PROVIDE A 5 FOOT BACKING SPACE FOR THE HANDICAP
 PARKING SPACE ALONG THE NORTH SIDE OF THE PROPOSED
 PARKING GARAGE.PLANS SHOW BACKING ONTO THE PROPOSED
 PEDESTRIAN WALKWAY.
  
 11. VAN ACCESSIBLE HANDICAP PARKING SPACE SHALL BE
 LABELED.PROVIDE FIRST FLOOR HEIGHT (FLOOR TO CEILING)
 OF THE GARAGE ON THE ELEVATIONS.
  
 12. THE PARKING ROW WHERE THE TWO (2) HANDICAP PARKING
 SPACES ARE LOCATED HAS A TOTAL OF FIVE (5) PARKING
 SPACES AND NOT SIX (6) AS STATED IN THE PLAN.PLEASE
 REVISE.
  
 LANDSCAPE DEMOLITION PLAN (SHEET L1):
  
 13. A TREE ALTERATION PERMIT IS REQUIRED PRIOR TO SITE
 PLAN APPROVAL.
  
 LANDSCAPE PLAN (SHEET L2):
  
 14. THERE APPEARS TO BE A DISCREPANCY BETWEEN THE SITE
 PLAN AND THE LANDSCAPE PLANS.THE SITE PLAN SHOWS PART
 OF AN INTERIOR LANDSCAPE ISLAND BETWEEN THE EXISTING
 DUMPSTER ENCLOSURE AND THE PROPOSED GARAGE.THE
 LANDSCAPE PLAN SHOWS A WALL THAT EXTENDS FROM THE
 PARKING GARAGE TO THE DUMPSTER ENCLOSURE.BOTH PLANS
 SHALL SHOW SAME CONDITIONS.
 A. IF PART OF THE LANDSCAPE BUFFER WILL REMAIN, SHRUBS
 AND HEDGES SHALL BE PLANTED BETWEEN THE GARAGE AND THE
 DUMPSTER ENCLOSURE.IF THE PROPOSED WALL WILL REMAIN,
 SHRUBS AND HEDGES ARE NOT REQUIRED; HOWEVER, PLEASE
 STATE THE USE OF THE SPACE BETWEEN THE PROPOSED WALL
 AND THE PARKING GARAGE.
  
 15. PURSUANT TO SECTION 94-145(5)(A) OF THE ZONING AND
 LAND DEVELOPMENT REGULATIONS, MINIMUM REQUIRED OPEN
 SPACE IS 40 PERCENT OF THE TOTAL SITE AREA.

 16. PROVIDE PARKING STALL DETAILS MEETING SECTION
 94-485(J) OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS (SEE ATTACHED DIAGRAM FOR REFERENCE).
  
 17. PROVIDE APPROVAL, IN WRITING, FROM EMERY FABIAN,
 ENGINEERING SERVICES DEPARTMENT, FOR THE PRIVATE TRASH
 PICK-UP.
  
 18. PROVIDE A PHOTOMETRIC PLAN ALONG OKEECHOBEE
 BOULEVARD.PLEASE NOTE THAT GLARE SHOULD NOT EXCEED
 ONE (1) FOOT CANDLE BEYOND THE NORTH PROPERTY LINE INTO
 THE RIGHT-OF-WAY.
  
 19. THE ZONING AND LAND DEVELOPMENT REGULATIONS CAN BE
 ACCESSED ONLINE AT WWW.MUNICODE.COM, CHAPTER 94 OF THE
 CITY OF WEST PALM BEACH?S CITY CODE.
  
 20. PLEASE NOTE THAT IF THE PLANNING AND ZONING
 DEPARTMENT HAS NOT RECEIVED A RESPONSE TO THE PPRC
 COMMENTS WITHIN 60 DAYS FROM THE DATE STATED ABOVE, THE
 CASE SHALL BE CONSIDERED WITHDRAWN.ANY FURTHER ACTION
 SHALL REQUIRE RESUBMITTAL OF A NEW DEVELOPMENT
 APPLICATION.
  
  
 LANDSCAPE COMMENTS
 REVIEW COMPLETED BY ROBERT KUSSNER, LANDSCAPE PLANNER
  
 1. PURSUANT TO SECTION 94-446(1), THE USE OF MELALEUCA
 MULCH IS PREFERRED.IT SHALL BE PULLED AWAY FROM THE
 BASE OF ALL TREES AND OTHER PLANT MATERIAL.
  
 2. PURSUANT TO SECTION 94-444(C)(2)(B), MOTOR VEHICLE
 SALES ESTABLISHMENTS SHALL BE PERMITTED TO DISPLAY NO
 MORE THAN FIVE MOTOR VEHICLES WITHIN LANDSCAPE BUFFER
 STRIPS.THE NEWLY CREATED GRASS PAVER DISPLAY AREAS
 SHALL NOT BE LOCATED WITHIN THE FIRST FIVE FEET OF THE
 LANDSCAPE SETBACK.CURRENTLY THEY ARE SHOWN WITHIN TWO
 FEET OF THE PROPERTY LINE.
  
 3. PURSUANT TO SECTION 94-443(A)(5)(A), LANDSCAPE AREAS
 SHALL BE SEPARATED FROM VEHICULAR USE AREAS BY
 NON-MOUNTABLE, CONCRETE CURBING OF THE TYPE
 CHARACTERIZED AS ?TYPE D?. ALL DISPLAY AREAS IN FRONT
 OF THE DEALERSHIP SHALL BE CLEARLY IDENTIFIED AND ARE
 REQUIRED TO BE CURBED.THE LANDSCAPE PLAN SHOWS MANY
 VEHICLES PARKED IN THE GRASS AREAS.THE VEHICLES CAN
 ONLY BE PARKED ON AN APPROVED SURFACE.
  
 4. PURSUANT TO SECTION 443(C)(2), SHADE TREES SHALL BE
 PLANTED AT 30-FOOT INTERVALS.THERE ARE GAPS OF UP TO
 90 FEET BETWEEN THE TREES ALONG THE LANDSCAPE SETBACK
 ADJACENT TO OKEECHOBEE BOULEVARD. PER 94-443(2)(C),
 REQUIRED SHADE OR FLOWERING TREES MAY BE PLANTED AT
 INTERVALS OR MAY BE CLUSTERED IF CLUSTERING IMPROVES
 THE EFFECTIVENESS OF THE BUFFER.IT HAS NOT BEEN
 DEMONSTRATED THAT THE NEWLY PROPOSED LANDSCAPING ALONG
 OKEECHOBEE BOULEVARD HAS IMPROVED THE EFFECTIVENESS OF
 THE BUFFER.THE TREE SPECIES SELECTED DO NOT PROVIDE
 MUCH SCREENING.THE PROPOSED CREPE MYRTLE TREES ARE
 DECIDUOUS AND WILL BE BARE FOR SEVERAL MONTHS OF THE
 YEAR AND THE ROYAL PALMS WILL GROW TALL AND WILL
 PROVIDE VERY LITTLE SCREENING.THE EXISTING SLASH
 PINES AND EAST PALATKA HOLLY TREES PROPOSED TO BE
 REMOVED OFFER A MUCH DENSER BUFFER.
  
 5. PURSUANT TO SECTION 94-448(D), HISTORIC TREES,
 SPECIMEN TREES AND ANY OTHER TREES OR VEGETATION
 LOCATED ON PROPERTY SUBJECT TO THE PROVISIONS OF THIS
 SECTION SHALL NOT BE REMOVED, RELOCATED OR REPLACED
 UNLESS A TREE ALTERATION PERMIT IS OBTAINED. NO TREE
 ALTERATION LICENSE APPLICATION HAS BEEN SUBMITTED.THE
 APPLICANT SHALL REMOVE THE NOTE ON THE LANDSCAPE
 DEMOLITION PLAN THAT REFERENCES PINE TREE REMOVAL. A
 TREE ALTERATION PERMIT CANNOT BE ISSUED UNLESS IT MEETS
 THE CRITERIA SET FORTH IN SECTION 94-448(D)(3)A-F.
  
 6. THE APPLICANT IS ENCOURAGED TO MAXIMIZE THE FRONT 25
 FOOT LANDSCAPE BUFFER BY MOVING THE HEDGE AWAY FROM THE
 STREET TO ALLOW MORE GREEN AREA TO BE VIEWED FROM
 OKEECHOBEE BOULEVARD.HOWEVER, ALL VEHICLES SHALL BE
 SCREENED FROM THE RIGHT-OF-WAY BY A HEDGE WHICH WOULD
 INCLUDE THE DISPLAY AREAS.SHOULD THE MAJORITY OF
 HEDGE BE MOVED BACK, A SECTION OF HEDGE WOULD STILL
 NEED TO BE PLANTED IN FRONT OF THE DISPLAY AREA.
 PERHAPS IF THE APPLICANT EXPANDED THE PLANTING AREA AS
 VIEWED FROM THE STREET, THE GROUPING OF TREES MENTIONED
 ABOVE COULD BE ACCEPTABLE PROVIDED THAT NO GAP WITHIN
 THE GROUPINGS WOULD EXCEED 30 FEET. I WOULD BE HAPPY TO
 MEET WITH THE APPLICANT TO DISCUSS THIS OR ANY OTHER
 COMMENTS.
  
 7. PURSUANT TO SECTION 94-448(D)(2), THE APPLICANT
 SHALL PROVIDE THE LOCATION OF ALL EXISTING OR PROPOSED
 UNDERGROUND OR OVERHEAD UTILITY SERVICES (INCLUDING
 OVERHEAD POWER LINES LOCATED OUTSIDE OF THE PROPERTY
 LINE).ALL PROPOSED TREES MUST ADHERE TO FPL?S
 GUIDELINES THAT REGULATE THE TYPE OF TREES THAT CAN BE
 PLANTED NEAR OR UNDER POWER LINES.INFORMATION CAN BE
 OBTAINED ON THE FPL WEBSITE UNDER ?PLANT THE RIGHT TREE
 IN THE RIGHT PLACE?.
  
 8. BASED UPON THE LANDSCAPE DEMOLITION PLAN, TREES TO
 BE RELOCATED WILL BE PLANTED WITHIN THE LAKE WORTH
 DRAINAGE DISTRICT L-1 CANAL EASEMENT.THE APPLICANT
 SHALL PROVIDE THE CITY WITH A LETTER OF AUTHORIZATION
 FROM THE LAKE WORTH DRAINAGE DISTRICT TO PLANT WITHIN
 THEIR EASEMENT.
  
 9. THE APPLICANT SHALL PROVIDE A DATA TABLE WITH ALL
 REQUIRED CALCULATIONS, INCLUDING ALL ITEMS BOTH
 REQUIRED AND PROPOSED.THE DATA PROVIDED ON THE
 SUBMITTED PLANS WAS INCOMPLETE.
  
 10. PER 94-443(B)(4), AT LEAST ONE SHADE OR FLOWERING
 TREE SHALL BE PLANTED IN A REQUIRED BUFFER STRIP FOR
 EACH 30 LINEAR FEET OR PORTION THEREOF.PER 94-442(C)
 PALMS TREES MAY BE SUBSTITUTED FOR NOT MORE THAN 35
 PERCENT OF THE SHADE OR FLOWERING TREES REQUIRED BY
 THIS ARTICLE.THE PROPOSED SABAL PALMS ALONG THE SOUTH
 SIDE OF THE PARKING GARAGE DO NOT MEET THIS
 REQUIREMENT.BASED UPON A LENGTH OF 180 FEET, SIX (6)
 SHADE OR FLOWERING TREES ARE REQUIRED AND ONLY TWO (2)
 MAY BE PALMS.WHEN PALMS ARE USED AS A SUBSTITUTION
 FOR SHADE TREES, TWO (2) PALMS ARE EQUAL IN VALUE TO
 EACH SHADE TREE BUT MUST BE PLANTED TOGETHER IN GROUPS
 OF THREE (3).THE LOCATION OF THE HEDGE BETWEEN THE
 FENCE AND THE BUILDING CREATES A NON-MAINTAINABLE AREA.
 THE APPLICANT SHALL CONSIDER THE USE OF SHRUBBERY SUCH
 AS FAKAHATCHEE GRASS TO BE PLANTED IN THAT LOCATION
 INSTEAD OF SOD TO REDUCE THE MAINTENANCE AND FOLLOW
