 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PLEASE EXPLAIN HOW THE EXISTING LIVE OAK
 TREES ALONG ROSEMARY WILL BE PRESERVED WITH THE
 PROXIMITY OF CONSTRUCTION TO THE ROOT SYSTEMS, AND IN
 SOME CASES THE TRUNKS. PROVIDE THE PLAN IF THERE ARE
 CONFLICTS THAT CANNOT BE RESOLVED. IF THE TREE IS
 DAMAGED TO THE POINT OF BEING UNHEALTHY OR UNSAFE AND
 MUST BE REMOVED, PROVIDE A CONTINGENCY REPLACEMENT
 PLAN.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF

 THE HARDSCAPE PLANS. THE SUBMITTED PLANS ARE A
 COMBINATION OF THE ON-SITE (MINOR AMENDMENT) AND
 RIGHT-OF-WAY IMPROVEMENTS. THE ON-SITE IMPROVEMENTS
 WILL BE PERMITTED SEPARATELY FROM THE RIGHT-OF-WAY
 IMPROVEMENTS, SO STAFF NEEDS TO CLEARLY BE ABLE TO
 DETERMINE WHAT IS BEING PROPOSED AS PART OF THE ON-SITE
 PORTION OF THE PROJECT. FOR EXAMPLE, ON SHEET L3.01,
 ONLY BICYCLE RACK A APPEARS TO BE OUTSIDE OF THE
 RIGHT-OF-WAY. THE RIGHT-OF-WAY LINE IS HARD TO FOLLOW
 IN SOME AREAS, SO IT NEEDS TO BE MORE CLEARLY DEFINED.
 ADDITIONALLY, STAFF IS CONFUSED AS TO HOW FAR THE WORK
 COVERED BY THE MINOR AMENDMENT IS TO GO? THE PLANS
 INCLUDED SHOW THE LIMITS OF THE PROJECT, INCLUDING
 ON-SITE AND RIGHT-OF-WAY, EXTENDING FROM OKEECHOBEE
 BOULEVARD TO HYBISCUS STREET, YET THE MINOR AMENDMENT
 APPLICATION IMPLIES THAT THE ONLY ON-SITE WORK IS
 IMMEDIATELY AROUND THE PLAZA. THIS NEEDS TO BE CLEAR.
  
 2) REVISED COMMENT: THANK YOU FOR PROVIDING THE THE
 BICYCLE PARKING INFORMATION.
  
 A. BICYCLE RACK LOCATION A ON SHEET L3.01 SHOWS THE
 INSTALLATION OF THREE BICYCLE RACKS. THE CURRENT
 ON-SITE CONDITIONS DO NOT PERMIT THREE RACKS TO BE
 INSTALLED AT THAT LOCATION DUE TO AN EXISTING VENDING
 MACHINE AND THE EXISTING PLANTER AREA. IF THE VENDING
 MACHINE IS TO REMAIN, THE DETAIL NEEDS TO BE ADJUSTED
 ACCORDINGLY TO SHOW CODE COMPLIANCE. IF THREE BICYCLE
 RACKS ARE NOT ABLE TO BE INSTALLED, YOU WILL NEED TO
 ENSURE THAT THE MINIMUM NUMBER OF REQUIRED BICYCLE
 PARKING SPACES IN ACCORDANCE WITH THE DMP REQUIREMENTS
 IS STILL PROVIDED.
 B. THE FULL DEPTH DIMENSIONS FOR BICYCLE RACK LOCATION
 B WERE NOT INCLUDED, SPECIFICALLY THE DEPTH TO THE
 PHASE LINE SIDE. IT APPEARS THAT THERE IS A LIGHT POLE
 THAT HAS NOT BEEN SHOWN ON THE BICYCLE RACK BLOWUP
 DETAIL, WHICH WOULD RENDER ONE RACK UNUSABLE. IF THERE
 ARE NO OBSTRUCTIONS (LIGHT POLE BEING REMOVED), PLEASE
 CONSIDER MOVING THE BICYCLE RACKS FURTHER TO THE EAST,
 SO THAT THE FULL DEPTH OF A PARKED BICYCLE IS IN LINE
 WITH THE EIGHT (8) FOOT DEEP PLANTER. THIS WAY THERE IS
 NO PARKED BICYCLE OVERHANG INTO THE NEW WALKWAY ALONG
 SOUTH ROSEMARY AVENUE.
  
 3) SIGNS MUST BE INSTALLED AT THE TWO PUBLIC SPEECH
 LOCATIONS TO PROVIDE A POTENTIAL USER WITH A CONTACT
 WHO HAS INFORMATION ON WHAT IS PERMITTED AND HOW TO
 "RESERVE" THE AREA.

 4) THE DIMENSIONS OF THE BICYCLE PARKING LOCATIONS MUST
 BE SHOWN ON THE HARDSCAPE PLAN. PLEASE NOTE THAT THE
 SOUTHERNMOST SET OF RACKS DO NOT APPEAR TO MEET THE
 CITY BICYCLE PARKING STANDARDS.
  
 5) THE BICYCLE RACK DETAIL ON SHEET L3.13 NEEDS TO SHOW
 THE SPECIFIC BICYCLE RACKS THAT ARE PROPOSED, INCLUDING
 THE EXACT NUMBER AND THE DIMENSIONS BASED ON THE NUMBER
 AND TYPE USED.
  
 6) PROVIDE DIMENSIONS OF THE PEDESTRIAN AREAS ON THE
 PLANS FROM THE FACE OF BUILDING TO THE SEAT WALLS ALONG
 ROSEMARY AND TO THE RIGHT-OF-WAY LINE ALONG HIBISCUS.
  
 7) PROVIDE CROSS SECTIONS OF THE PROPOSED CHANGES ALONG
 ROSEMARY AVENUE - ONE AT EACH END OF THE NEW LOWER
 WALK.
  
 8) ADD ELEVATION TAGS ON THE PLAZA AREAS.
  
 9) STAFF RECOMMENDS DESIGNING THE BENCHES WITH
 ANTI-SKATE BOARD FEATURES.
  
 10) THE PLANS SHOW THE REMOVAL OF THE EXISTING BICYCLE
 RACKS WITHIN THE HIBISCUS STREET RIGHT-OF-WAY ADJACENT
 TO PANERA. IF THESE WILL NOT BE IN THE RIGHT-OF-WAY,
 THEY NEED TO BE SHOWN INSTALLED ON THE PLAZA OR ON THE
 LEASE PARCEL WHERE PANERA IS SITUATED. THESE BICYCLE
 PARKING SPACES WERE ORIGINALLY LOCATED ADJACENT TO THE
 HIMMEL THEATER.
  
 11) THE PLANS DO NOT CLEARLY DESIGNATE WHAT IS
 HAPPENING TO THE EXISTING STREET LIGHTS. ON SHEET L3.01
 IT APPEARS THAT THEY ARE BEING PUT INTO THE LANDSCAPE
 ISLANDS IN DIRECT CONFLICT WITH THE TREES. SHEET L3.12
 DOES NOT SHOW ANY LIGHTS AT ALL.
  
 12) SHEET L3.12 LABELS WHAT SHOULD BE THE LANDSCAPE
 AREA AROUND THE EXISTING TREES AS PAVERS. PLEASE
 EXPLAIN.
  
 13) COMMENT REQUIRING FURTHER VERIFICATION - STAFF IS
 RESEARCHING THE POSSIBLE REQUIREMENT FOR A PUBLIC
 SPEECH LOCATION THAT WAS REQUIRED ADJACENT TO THE
