 ACKNOWLEDGED. HOWEVER, THESE ACKNOWLEDGED COMMENTS
 ALONG WITH THE FOLLOWING ITEMS (CRITICAL UTILITY ITEMS)
 ARE EXPECTED TO BE ADDRESSED DURING 'ENGINEERING
 DEVELOPMENT APPLICATION' PHASE PRIOR TO ISSUANCE OF
 CONSTRUCTION AUTHORIZATION INCLUDING BUILDING PERMITS
