 THE MOCK, ROOS & ASSOCIATES, INC. PROJECT TEAM HAVE MET
 WITH DEVELOPMENT SERVICES DEPARTMENT, BUILDING DIVISION
 STAFF A NUMBER OF TIMES TO DISCUSS PERMITTING
 REQUIREMENTS FOR THE PROJECT. SUBSEQUENT TO THOSE
 DISCUSSIONS, A BUILDING PERMIT APPLICATION AND PLANS
 HAVE BEEN SUBMITTED TO THE BUILDING DIVISION FOR
 REVIEW. A COMPLETE DETAILED REVIEW WILL BE PERFORMED ON
 THE PLANS SUBMITTED. THE BUILDING CODE REQUIREMENTS
 THAT WILL BE REVIEWED WILL INCLUDE THE FOLLOWING:
  
 1. THE PLANS SHALL SHOW THAT THE TYPE OF CONSTRUCTION
 FOR THE BUILDINGS WILL BE IN ACCORDANCE WITH THE
 HEIGHT, AREA AND OCCUPANCY LIMITATIONS IN CHAPTER 5 OF
 THE FLORIDA BUILDING CODE
  
 2. COMPLIANCE WITH ALL BUILDING SEPARATION, PERCENTAGE
 OF OPENINGS AND OPENING PROTECTIVE REQUIREMENTS OF
 CHAPTERS 6 AND 7 OF THE FLORIDA BUILDING CODE SHALL BE
 VERIFIED.

 APPROVAL AND BUILDING PERMIT APPLICATION PROCESSES.
 THE FOLLOWING COMMENTS MUST BE ADDRESSED PRIOR TO SITE
 PLAN APPROVAL.
  
 ENGINEERING DEVELOPMENT APPROVAL WILL BE REQUIRED PRIOR
 TO START OF CONSTRUCTION. THE APPLICATION FORMS CAN BE

 1. REVISE THE PLANS TO SHOW THE TRASH
 DUMPSTER/COMPACTOR LOCATIONS. THE DUMPSTERS/COMPACTORS
 MUST LOCATED IN AREAS EASILY SERVICED BY THE CITY
 SANITATION EQUIPMENT AND MANPOWER. HOW IS THE DUMPSTER
 PROPOSED TO BE ACCESSED BY CITY SANITATION CREWS? WILL
 THE GATE(S) BE LEFT OPEN DURING NORMAL PICK-UP HOURS?
 SECTION 74-35(A)(5) OF THE CODE OF ORDINANCES.
  
 2. VERIFY THAT THE PROPOSED SIZE AND QUANTITY OF TRASH
 DUMPSTER(S) IS APPROPRIATE FOR THE WASTE YARDAGE
 ANTICIPATED TO BE GENERATED BY THE COMPLEX. CONSIDER
 USING A COMPACTOR TO REDUCE THE YARDAGE OF WASTE THAT
 WILL NEED TO BE COLLECTED.
  
 3. THE DUMPSTER ENCLOSURE(S) MUST MEET THE REQUIREMENTS
 OF SECTION 94-444 OF THE CODE OF ORDINANCES AND INCLUDE
 CITY ENGINEERING DETAIL GC-8 ON THE CONSTRUCTION PLANS.

 4. DEMONSTRATE THAT THE PROJECT WILL PROVIDE ADEQUATE
 DRAINAGE AND STORMWATER MANAGEMENT. COMPLIANCE WITH
 CHAPTER 40E-4 WILL DEMONSTRATE COMPLIANCE WITH THIS
 PROVISION [SECTIONS 90-201, 94-35(C )(11), AND 94-307].
 THE PROPOSED DESIGN FOR THE SOUTHERN DRY DETENTION POND
 APPEARS TO BY-PASS THE DRY PORTION OF THE POND WITH A
 DEEP DITCH CONNECTING THE INFLOW POINTS DIRECTLY TO
 PERIMETER CANAL.
  
 5. SHOW THAT ALL POTABLE WATER, STORMWATER, AND
 SANITARY SEWER CROSSINGS MEET THE SEPARATION

 THIS REVIEW CAN ONLY BE CONSIDERED PRELIMINARY AS THE
 DRAWINGS THAT WERE REVIEWED WERE NOT COMPLETE.
 ADDITIONAL COMMENTS CAN BE EXPECTED WHEN FULL DRAWINGS
 ARE SUBMITTED FOR PERMIT.
  
 THE FIRE PREVENTION BUREAU HAS NO OBJECTIONS TO THE
 PROPOSED PROJECT.
  
 1. CONSTRUCTION, DEMOLITION, AND RENOVATION TO COMPLY
 WITH NFPA 241.
  
 2. SITE ACCESS AND EXIT POINTS ARE TO BE CLEARLY
 IDENTIFIED AND MAINTAINED FOR EMERGENCY VEHICLES DURING
 ALL CONSTRUCTION ACTIVITIES.
  
 3. THE BUILDING ADDRESS SHALL BE CLEARLY VISIBLE FROM
 ALL ACCESS ROADWAYS, INCLUDING DURING CONSTRUCTION.
 ADDRESS NUMBERS SHALL CONTRAST WITH THEIR BACKGROUND
 AND SHALL NOT BE LESS THAN SIX (6) INCHES IN HEIGHT
 WITH A ONE (1) INCH STROKE FOR ALL BUILDINGS.
  
 4. TRASH AND DEBRIS IS TO BE REMOVED FROM THE SITE
 DAILY OR MORE OFTEN TO REDUCE THE ACCUMULATION OF
 POTENTIAL LIFE AND FIRE SAFETY HAZARDS.
  
 5. THE FIRE SPRINKLER AND FIRE ALARM SUBMITTAL APPEAR
 TO BE IN ORDER AND COMPLAINT. A MORE STRINGENT REVIEW
 WILL BE CONDUCTED AT THE TIME OF SUBMITTAL.
  
 6. KNOX-BOX KEY SYSTEM SHALL BE REQUIRED FOR THIS
 BUILDING.
  
 7. COMPLETE LIFE SAFETY PLANS FOR THE BUILDING SHALL BE
 PROVIDED THAT ILLUSTRATE OCCUPANT LOADS, TRAVEL
 DISTANCES, EXITS, EXIT DISCHARGES, EMERGENCY LIGHTING,
 DEAD-END CORRIDORS AND ALL FIRE SAFETY EQUIPMENT.
  
 8. OCCUPANT LOADS FOR ALL SPACES SHALL BE DETERMINED
 AND SUBMITTED WITH THE SUBMITTED PLAN AND WHEN APPROVED
 THEY ARE REQUIRED TO BE POSTED WHERE APPLICABLE.

 2. PLEASE PROVIDE EVIDENCE THAT THE EAST CENTRAL
 REGIONAL WATER RECLAMATION BOARD HAS APPROVED THE
 PROPOSED IMPROVEMENTS.
  
 3. PLEASE PROVIDE COPIES OF ALL OUTSTANDING UTILITY
 LETTERS.
  
 4. PLEASE CLARIFY THE PROPOSED FPL POWER LINE THAT IS
 COMING FROM THE NORTH END OF THE PROPERTY. THE PLANS
 ARE UNCLEAR AS TO WHAT ROUTE THE LINE / EASEMENT IS
 PLANNED TO TAKE NORTH OF THE DEWATERING BUILDING. WILL
 THE CITY OF WEST PALM BEACH BE GRANTING AN EASEMENT TO
 FPL? IT APPEARS THAT THIS MAY BE CROSSING A PARCEL OF
 LAND OWNED BY THE CITY OF WEST PALM BEACH, WHICH HAS
 BEEN ZONED SF7 FOR POSSIBLE FUTURE DEVELOPMENT.
  
 5. PLEASE INDICATE THE EXISTING ECR BOUNDARY ON THE
 PLANS. IT IS UNCLEAR IF THIS BOUNDARY WILL NEED TO BE
 MODIFIED TO ACCOMMODATE THE PROPOSED FACILITY. IF SO,
 PLEASE INDICATE THE FUTURE / PROPOSED BOUNDARY AS WELL.
 IF THE BOUNDARY IS BEING EXPANDED TO THE NORTH, FURTHER
 REVIEW OF THE CITY?S ZONING AND FUTURE LAND USE MAPS
 SHOWS THAT THE LAND IMMEDIATELY NORTH OF THE EXISTING
 ECR BOUNDARY IS ZONED CONSERVATION. AS SUCH, HEAVY
 UTILITY FACILITIES ARE NOT PERMITTED IN THIS AREA.
 EXPANSION OF THE ECR BOUNDARY WOULD REQUIRE THAT
 ADDITIONAL LAND BE REZONED TO UTILITIES.
  
 6. REVIEW OF THE SITE PLAN AND SURVEY SHOWS THAT THERE
 A MULTIPLE PROPERTY LINES AND RIGHTS-OF-WAY THAT RUN
 THROUGH THE MIDDLE OF THE PROPERTY, AND THAT THERE IS
 NO CORRELATION BETWEEN PARCEL LINES, THE ECR BOUNDARY,
 ZONING DESIGNATIONS, ETC. IT WOULD BE STAFF?S
 RECOMMENDATION THAT THE ECR PROPERTY BE REPLATED SO
 THAT IT IS ALL ONE PARCEL WITH NO RIGHT-OF-WAY RUNNING
 THROUGH THE MIDDLE OF IT, AND THAT THE ECR BOUNDARY BE
 ITS OWN PARCEL INDEPENDENT FROM THE REST OF THE
 CITY-OWNED LAND.
  
 7. PLEASE DIMENSION THE SETBACKS TO THE ECR BOUNDARY
 LINE, NOT THE PARCEL LINE.
  
 8. AS COMMENTED ABOVE, THERE IS A PORTION OF CITY-OWNED
 LAND NORTH OF THE ECR THAT HAS BEEN ZONED SF7 FOR
 POTENTIAL FUTURE DEVELOPMENT. IF THIS WERE TO OCCUR,
 THE EXISTING VEGETATION AND / OR WETLANDS WOULD BE LOST
 AND THERE WOULD BE NO LANDSCAPE BUFFER BETWEEN THE
 BIOSOLIDS FACILITY AND THE RESIDENTIAL DEVELOPMENT.
 PURSUANT TO SECTION 94208(A)(6) OF THE CITY?S ZONING
 AND LAND DEVELOPMENT REGULATIONS, AN OPAQUE LANDSCAPE
 BUFFER IN ACCORDANCE WITH ARTICLE XIV, SUBSECTION
 94-443(2) SHALL BE PROVIDED. YOU WILL NEED TO CHECK
 WITH CITY ADMINISTRATION AS TO WHETHER OR NOT THIS
 SINGLE-FAMILY ZONED PARCEL WILL BE SOLD FOR
 DEVELOPMENT. IF SO, A LANDSCAPE PLAN WILL HAVE TO BE
 DEVELOPED FOR THE NORTH SIDE OF THE ECR TO ENSURE
 COMPLIANCE WITH THE MINIMUM LANDSCAPE REQUIREMENTS.
  
 9. THE PARKING DETAIL SHALL CONFORM TO THE CITY?S
 REQUIREMENTS, INCLUDING SIZE, DOUBLE-STRIPING, ETC.
