 BUILDING AND ELECTRICAL COMMENTS ARE PROVIDED BASED ON
 A SITE INSPECTION PERFORMED ON DEC. 10TH 2010.
  
  
 THIS LETTER IS TO INFORM YOU AS TO THE INSPECTION THAT
 WAS REQUESTED AT 215 S. OLIVE, 303 EVERNIA & 307
 EVERNIA IN REGARDS TO THE LAND BEING SUBDIVIDED INTO
 THREE CONDOMINIUMS. IN INVESTIGATING THE PROPERTY WITH
 MR. NORDINE A CONCERN IS HOW TO MANAGE A FIRE ESCAPE, A
 COMMON AREA THAT WILL SERVICE THE OCCUPANTS FROM 215 S.
 OLIVE AND 307 EVERNIA ST. THE ARE AREAS OF CONCERN:
 1) WITHIN THE FIRE ESCAPE STAIRWAY THERE ARE AREAS OF
 COMBUSTIBLE STORAGE, TUCK UP UNDER THE LOWER STAIRS
 COVERED WITH A BLUE TARP.
  
 2) AT THE SECOND STORY LEVEL THERE IS AN AREA THAT IS
 RECESSED WITH STORAGE UNDER THE STAIR AS WELL AS
 ANOTHER STORAGE ROOM LOCATED BENEATH THE FIRE ESCAPE
 ACCESSIBLE BY A OPEN HATCH AND A STORAGE ROOM ONLY
 ACCESSIBLE BY A SHIPS LADDER.
  
 3) THE OTHER ISSUE AT HAND IS THE FIRE ESCAPE IS
 BLOCKED OFF FROM THE ALLEY BY A BLOCK WALL THE ONLY
 ACCESS IS ONE 3'-0"X6'-8" STEEL DOORWAY. THE DOORWAY
 DOES SWING OUT OVER THE PROPERTY LINE INTO A 14'-0"
 WIDE ALLEY. BY CODE THIS DOOR SHOULD NOT SWING OVER THE
 PROPERTY LINE. 2007 FBC-B 3202.2 DOORS AND WINDOWS
 SHALL NOT OPEN OR PROJECT INTO THE PUBLIC RIGHT OF WAY.
 IF A CAR OR TRUCK WERE TO PARK AND OR UNLOAD IN FRONT
 OF THE DOOR IT WOULD BLOCK THE EGRESS NOT ALLOWING THE
 OCCUPANTS TO TRAVEL TO THE PUBLIC WAY FOR SAFETY.

 THE MAIN ELECTRICAL SERVICE DISCONNECT SERVING 215 S.
 OLIVE IS LOCATED WITHIN THE BUILDING ON THE SECOND
 FLOOR. A SEPERATE WEATHER RESISTANT PLACARD INDICATING
 THE MAIN DISCONNECT LOCATION IS REQUIRED ON THE
 EXTERIOR OF THE BUILDING ADJACENT TO THE POINT OF
 ELECTRICAL SERVICE. NEC 110.22, 225.37
  
 STORAGE WITHIN THE DEDICATED ELECTRICAL EQUIPMENT ROOMS
 SERVING THESE STRUCTURES NEEDS TO BE REMOVED. NEC

 #1 OUR RECORDS SHOW THAT AT ONE TIME BUILDING HAD A 6"
 FIRE LINE, THEN IN 1954 IT WAS REDUCED TO 3". AFTER
 1954 THE BUILDING TO THE SOUTH MUST HAVE BEEN ADDED TO
 THE EXISTING SYSTEM, IT HAS SPRINKLER HEADS, BUT WE
 HAVE NO RECORD OF A SEPARATE FIRE LINE. WE HAVE NO
 RECORD OF THE SPRINKLER LINE BEING INCREASED TO 6", SO
 THERE ARE TWO PROPOSED PROPERTIES SERVED BY ONE 3" FIRE
 LINE. PLEASE SUPPLY INFORMATION HOW EACH BUILDING WILL
 BE SERVED.
  
 #2 THE ELECTRIC SERVICE TO THE SOUTH BUILDING CROSSES
 THIS PROPERTY FROM THE ALLEY, THEIR ELECTRIC METER IS
 ON THE WAGG BUILDING, BUT THE OVERHEAD CONDUITS TO THE
 ELECTRIC SERVICE GOES THRU THE AREA SHADED AND MARKED
 "50 X 11', FIRE ESCAPES THIS AREA". THE BUILDING TO THE
 SOUTH MUST HAVE A SANITARY LATERAL AND IT MUST COME
 THRU THIS "FIRE ESCAPE" AREA OR IT'S TIED TO THE WAGG
 BUILDING BECAUSE THERE IS NO SANITARY SEWER IN EVERNIA
 OR OLIVE THAT I AM AWARE OF.

 THESE COMMENTS ARE BASED UPON A SITE VISIT PERFORMED BY
 THE FIRE RESCUE DEPARTMENT ON DECEMBER 22, 2010 AND
 OTHER INFORMATION PROVIDED BY CITY STAFF.
  
 1. ON THE NORTH SIDE OF THE PROPERTY A PARTIALLY
 ENCLOSED EXIT STAIR EXISTS WHICH PROVIDES EXITING FROM
 A CONVERGENCE POINT BETWEEN THE TWO BUILDINGS. THIS
 EXIT STAIR APPEARS TO BE REQUIRED SINCE THE EXTERIOR
 FIRE ESCAPE AND EXIT DOORS FROM ONE BUILDING AND
 ANOTHER EXIT DOOR FROM THE OTHER BUILDING CAN LOAD TO
 THESE STAIRS FOR EXITING.
  
 2. IT APPEARS THAT BOTH BUILDINGS CONTAIN AUTOMATIC
 FIRE SPRINKLER SYSTEMS AND SEPARATE FIRE DEPARTMENT
 CONNECTIONS EXIST. IT HAS BEEN REPORTED BY CITY STAFF
 THAT A FIRE SPRINKLER SYSTEM MAY BE FED FROM A 3"
 UNDERGROUND FIRE MAIN THAT WAS INSTALLED SEVERAL
 DECADES AGO. IF A 3" UNDERGROUND LINE IS SUPPLYING
 WATER TO A FIRE SPRINKLER SYSTEM IT MUST BE DOCUMENTED
 AND PROVEN THAT THIS LINE CAN HYDRAULICALLY SUPPLY THE
 DEMANDS FOR THE FIRE SPRINKLER SYSTEM.
  
 3. IT APPEARS THAT SEPARATE FIRE ALARM SYSTEMS EXIST
 FOR EACH BUILDING.
  
 4. DURING THE SITE VISIT, CODE VIOLATIONS WERE
 DISCOVERED IN EACH BUILDING AND THE PROPERTY OWNER HAS
 RECEIVED WRITTEN NOTIFICATION FROM THIS OFFICE AND IT
 IS THE EXPECTATION THAT THESE CODE VIOLATIONS BE
 CORRECTED. THE SECOND FLOOR OF THE 303 EVERNIA STREET
 BUILDING WAS VACANT AT TIME OF THE FIRE RESCUE VISIT.
  
 5. THIS OFFICE CANNOT COMMENT CURRENTLY ON THE
 INDEPENDENCE OR SHARED MECHANICAL, ELECTRICAL, PLUMBING
 SYSTEMS FOR THE BUILDINGS.
  
 6. IT APPEARS THAT METAL INFRASTRUCTURE EXISTS BETWEEN
 THE TWO BUILDINGS THAT FORMS THE FRAMEWORK (PLATFORM,
 STAIRS,CONNECTION POINTS) THAT ESTABLISHES EXIT ACCESS
 FROM THE PREVIOUSLY DESCRIBED PARTIALLY ENCLOSED
 STAIRS. MAINTENANCE AND OVERSIGHT WILL BE NECESSARY TO
 ENSURE RELIABILITY OF THIS INFRASTRUCTURE.
  
 7. IT IS BELIEVED THAT NO BACKFLOW PREVENTION DEVICES
 EXIST FOR THE FIRE SPRINKLER SYSTEMS.
