 GENERAL DESIGN COMMENTS:
 THE PLANNING DEPARTMENT APPLAUDS THE COUNTY'S EFFORTS
 TO CREATE A UNIQUE OPEN SPACE AT THE RESTORED HISTORIC
 COURTHOUSE PROPERTY. THE CONSTRUCTION OF A PUBLIC
 ASSEMBLY PLAZA WILL ENHANCE THE CHARACTER OF THE SPACE
 AND THE URBAN LIFE OF DOWNTOWN.
 IN REFERENCE TO THE PROPOSED DESIGN, STAFF HAS THE
 FOLLOWING CONCERNS AND COMMENTS:
 - THE PROPOSED GEOMETRY (CIRCULAR PATTERN) SEEMS
 FOREIGN TO THE COMPLEX WHICH, BASED ON ITS EXISTING
 SIDEWALK AND PLANTING SCHEME, FOLLOWS A VERY ORTHOGONAL
 PATTERN.
 - THE PROPOSED THREE DIMENSIONAL SCULPTURAL INTENT OF
 THE STRUCTURE IS DIMINISHED BY THE PROPOSED FLAT ROOF.
 - THE SELECTED NATIVE PLANT MATERIAL REQUIRES AN
 UPGRADE OF THE ENTIRE SITE TO INTEGRATE THE NEW
 PROPOSAL WITH THE EXISTING.
 - CONSIDERATION SHOULD BE GIVEN TO THE COLOR SCHEME
 UTILIZING BRONZE OR GREEN COLORED METAL MATERIALS TO
 RELATE TO BOTH BUILDINGS AND LANDSCAPING.
 - RECONSIDERATION OF THE STRUCTURAL ELEMENT OF THE BELL
