2023-05-18 16:11:38THIS STRUCTURE IS LOCATED IN A SPECIAL FLOOD HAZARD
 AREA AND IS SUBJECT TO THE REQUIREMENTS OF FEMA, THE
 FBC-R SECTION R322, ASCE 24 AND THE CITY OF WEST PALM
 BEACH'S FLOOD ORDINANCE. THERE IS AN ISSUE WITH THE
 EXISTING TWO STORY GARAGE WITH A RECREATION ROOM ON THE
 SECOND FLOOR THAT WAS BUILT IN 2007. THERE ARE NO
 RECORDS THAT SHOW THE GARAGE BEING CONVERTED TO A POOL
 HOUSE. FEMA ONLY ALLOWS ENCLOSED AREAS BELOW THE
 REQUIRED FLOOD ELEVATION TO BE USED AS PARKING, STORAGE
 OR ENTRY INTO THE BUILDING. THE CITY'S FLOOD ORDINANCE
 REQUIRES THE FINISH FLOOR OF HABITABLE SPACE TO HAVE AN
 ELEVATION THAT IS AT LEAST 2 FEET ABOVE THE BASE FLOOD
 ELEVATION (BFE) THAT IS SHOWN ON THE FLOOD INSURANCE
 RATE MAP (FIRM). THIS TWO FOOT FREE BOARD ABOVE THE BFE
 IS CALLED THE DESIGN FLOOD ELEVATION OR DFE.
 IN ORDER TO CONVERT THE GARAGE INTO A GYM IT WILL HAVE
 TO MEET THE ELEVATION OF THE DFE. THE BFE SHOWN ON THE
 FLOOD MAP IS 6' NAVD 88. THE DFE IS 6' + 2' OR 8' NAVD.
 THE FINISH FLOOR ELEVATION OF THE PROPOSED GYM WITH
 HAVE TO BE AT OR ABOVE 8' NAVD 88.ANY OF THE WORK THAT
 WAS DONE WITHOUT PERMITS AND INSPECTIONS WILL HAVE TO
 BE REMOVED OR PROPERLY PERMITTED AND INSPECTED. THE
 PROPOSED WORK HAS A VALUE OF $46,000.00. THE
 IMPROVEMENT VALUE ON THE PALM BEACH COUNTY PROPERTY
 APPRAISIER'S WEBSITE IS $776,053.00. THERE HAVE NOT
 BEEN ANY IMPROVEMENTS TO THE HOUSE IN THE LAST FIVE
 YEARS.
  
 1) SUBMIT PLANS WITH THE EXISTING FLOOR ELEVATIONS AND
 THE PROPOSED ELEVATIONS. FBC 107.2.1
  
 2) SUBMIT AN ITEMIZED COST BREAKDOWN OF THE WORK
 INCLUDING ALL LABOR, MATERIALS, COST, OVERHEAD AND
 PROFIT. THIS IS REQUIRED IN ORDER TO DETERMINE IF THE
 PROPOSED WORK WILL BE CONSIDERED A SUBSTANTIAL
 IMPROVEMENT. CITY FLOOD ORDINANCE AND FBC-R322
  
 3) ELEVATION CERTIFICATES WILL BE REQUIRED FOR THE
