2023-05-18 17:03:18THIS STRUCTURE IS LOCATED IN A SPECIAL FLOOD HAZARD
 AREA AND IS SUBJECT TO THE REQUIREMENTS OF FEMA, THE
 FBC-R SECTION R322, ASCE 24 AND THE CITY OF WEST PALM
 BEACH'S FLOOD ORDINANCE. THERE IS AN ISSUE WITH THE
 EXISTING TWO STORY GARAGE WITH A RECREATION ROOM ON THE
 SECOND FLOOR THAT WAS BUILT IN 2007. THERE ARE NO
 RECORDS THAT SHOW THE GARAGE BEING CONVERTED TO A POOL
 HOUSE. FEMA ONLY ALLOWS ENCLOSED AREAS BELOW THE
 REQUIRED FLOOD ELEVATION TO BE USED AS PARKING, STORAGE
 OR ENTRY INTO THE BUILDING. THE CITY'S FLOOD ORDINANCE
 REQUIRES THE FINISH FLOOR OF HABITABLE SPACE TO HAVE AN
 ELEVATION THAT IS AT LEAST 2 FEET ABOVE THE BASE FLOOD
 ELEVATION (BFE) THAT IS SHOWN ON THE FLOOD INSURANCE
 RATE MAP (FIRM). THIS TWO FOOT FREE BOARD ABOVE THE BFE
 IS CALLED THE DESIGN FLOOD ELEVATION OR DFE.
 IN ORDER TO CONVERT THE GARAGE INTO A GYM IT WILL HAVE
 TO MEET THE ELEVATION OF THE DFE. THE BFE SHOWN ON THE
 FLOOD MAP IS 6' NAVD 88. THE DFE IS 6' + 2' OR 8' NAVD.
 THE FINISH FLOOR ELEVATION OF THE PROPOSED GYM WITH
 HAVE TO BE AT OR ABOVE 8' NAVD 88.ANY OF THE WORK THAT
 WAS DONE WITHOUT PERMITS AND INSPECTIONS WILL HAVE TO
 BE REMOVED OR PROPERLY PERMITTED AND INSPECTED. THE
 PROPOSED WORK HAS A VALUE OF $46,000.00. THE
 IMPROVEMENT VALUE ON THE PALM BEACH COUNTY PROPERTY
 APPRAISIER'S WEBSITE IS $776,053.00. THERE HAVE NOT
 BEEN ANY IMPROVEMENTS TO THE HOUSE IN THE LAST FIVE
 YEARS.

 PLEASE ADDRESS THE ITEMS NOTED BELOW:
  
 1) SUBMIT PLANS WITH THE EXISTING FLOOR ELEVATIONS AND
 THE PROPOSED ELEVATIONS. FBC 107.2.1
  
 2) SUBMIT AN ITEMIZED COST BREAKDOWN OF THE WORK
 INCLUDING ALL LABOR, MATERIALS, COST, OVERHEAD AND
 PROFIT. THIS IS REQUIRED IN ORDER TO DETERMINE IF THE
 PROPOSED WORK WILL BE CONSIDERED A SUBSTANTIAL

 3) ELEVATION CERTIFICATES WILL BE REQUIRED FOR THE
 GARAGE CONVERSION TO A GYM.
  
 4) (THIS IS REQUIRED FOR DOORS/WINDOWS INSTALLED
 WITHOUT PERMITS) FBC 107.3.4 - PROVIDE TWO SETS OF
 PRODUCT APPROVALS FOR THOSE PRODUCTS WHICH ARE
 REGULATED BY FAC 61G20-3.001 PER FLORIDA STATUTE
 553.842 (5) THAT HAVE BEEN REVIEWED AND APPROVED IN
 WRITING BY THE DESIGNER OF RECORD. PROVIDE TWO COMPLETE
 PRODUCT APPROVALS WITH FL OR NOA NUMBERS INCLUDING
 INSTALLATION INSTRUCTIONS AND MAXIMUM DESIGN PRESSURES
 FOR EACH OF THE DIFFERENT ROOFING MATERIALS, WINDOW
 (GLASS TYPES), STRUCTURAL MULLIONS AND EXTERIOR DOOR
 TYPES. THESE ITEMS CAN BE DEFERRED IF REQUESTED,
 HOWEVER, THE DOCUMENTS MUST BE SUBMITTED AND APPROVED
 BY THE BUILDING DEPARTMENT BEFORE THEY CAN BE
 INSTALLED. ONLY ONE SET IS REQUIRED TO BE UPLOADED FOR
 ELECTRONICALLY SUBMITTED DOCUMENTS.
  
 5) FBC ENERGY CONSERVATION SECTION R101.4.5 REQUIRES
 ANY UNCONDITIONED SPACE THAT IS ALTERED TO BECOME
 CONDITIONED SPACE TO BE BROUGHT INTO FULL COMPLIANCE
 WITH THE ENERGY CODE. SUBMIT TWO SETS OF FORMS AND
 DOCUMENTS TO SHOW COMPLIANCE. FBC ENERGY CONSERVATION
 SECTION R103.
  
 6) PLEASE BE ADVISED THE INSPECTOR MAY REQUIRE
 PREVIOUSLY COMPLETED WORK TO BE MADE ACCESSIBLE AND
 OPEN FOR INSPECTION OR REQUIRE ADDITIONAL DOCUMENTATION
 FOR ALL CONCEALED WORK PREVIOUSLY COMPLETED PURSUANT TO
 FBC 110 & FBC 117.
 FBC 110.1 GENERAL. CONSTRUCTION OR WORK FOR WHICH A
 PERMIT IS REQUIRED SHALL BE SUBJECT TO INSPECTION BY
 THE BUILDING OFFICIAL AND SUCH CONSTRUCTION OR WORK
 SHALL REMAIN ACCESSIBLE AND EXPOSED FOR INSPECTION
 PURPOSES UNTIL APPROVED.
 FBC 117 - THE BUILDING OFFICIAL MAY REQUIRE TESTS OR
 TEST REPORTS AS PROOF OF COMPLIANCE. REQUIRED TESTS ARE
 TO BE MADE AT THE EXPENSE OF THE OWNER, OR AGENT, BY AN
 APPROVED TESTING LABORATORY OR OTHER APPROVED AGENCY.
  
 7) PLEASE SUBMIT A RESPONSE LETTER INDICATING HOW EACH
 OF THE REVIEW COMMENTS HAS BEEN ADDRESSED.
