 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. NOT SATISFIED. A PAVING PERMIT MUST BE SUBMITTED FOR
 AREAS OF PARKING CREATED ON THE SITE. AN IRRIGATION
 PERMIT MUST BE SUBMITTED FOR THE REQUIRED LANDSCAPE
 IRRIGATION SYSTEM. A TREE ALTERATION PERMIT APPLICATION
 MUST ALSO BE SUBMITTED.
 ALL RELATED PERMITS MUST BE SUBMITTED SO THAT REVIEWS
 CAN BE COORDINATED AND VERIFY PLANS ARE ALL CONSISTENT.
  
 2. PARTIALLY SATISFIED. REVISE THE TREE DISPOSITION
 PLAN TO SHOW THE MITIGATION DUE FOR THE REMOVAL OF THE
 ONE LIVE OAK TREE AND SABAL PALMS. PROVIDE THE TOTAL
 CANOPY MITIGATION DUE AND CANOPY PROVIDED WITH PROPOSED
 TREES.
 THE VEGETATION CALCULATION CHART REFERENCES PB COUNTY
 REQUIREMENTS. REMOVE THESE REFERENCES AND SHOW THE
 TOTAL SQUARE FOOTAGE OF MITIGATION DUE. SABAL PALMS ARE
 CATEGORY 3 AND REQUIRE 100 SQ FT CANOPY MITIGATION
 EACH. LIVE OAK IS CATEGORY 1 AND REQUIRES 300 SQ FT
 MITIGATION. SHOW THE TOTAL OF RELOCATED PALMS.
  
 3. SATISFIED. ADD A COLUMN TO INDICATE THE REASON FOR
 REMOVAL ON THE TREE SCHEDULE CHART.
  
 4. SATISFIED. SABAL PALM #37 IS SHOWN TO BE RELOCATED
 BUT IS OUTSIDE THE PROPERTY LINE. EXPLAIN.
  
 5. PARTIALLY SATISFIED. PROVIDE THE CALCULATIONS FOR
 THE MINIMUM REQUIRED SHADE TREES, FLOWERING TREES AND
 SHRUBS FOR THE SITE BASED ON 40% OPEN SPACE PER SECTION
 94-442(C)(2)B.
 IF THE SITE IS 3.1 ACRES, 40% IS 54,014 SQ FT.
 REQUIRING 37 TREES AND 10 FLOWERING TREES.
  
  
 6. NOT SATISFIED. SECTION 94-443(C)(3) REQUIRES THAT A
 MINIMUM OF 75 PERCENT OF ALL TREES THAT ARE REQUIRED TO
 BE PLANTED WITHIN THE INTERIOR OF AN OFF STREET PARKING
 AREA SHALL BE CATEGORY 1 SHADE TREES. SHOW THE
 PERCENTAGE OF CATEGORY 1 TREES PROVIDED FOR THE
 REQUIRED LANDSCAPE AREAS AS REQUIRED BY SECTION
 94-443(C)(3) FOR TERMINAL AND INTERIOR ISLANDS.
  
 THE APPLICANT INDICATED THAT THE PARKING LOT WAS TO
 REMAIN AS IS AND BE RESTRIPED AND MODIFIED. REMOVING
 THE PARKING AREA PER THE SUBMITTED DEMOLITION PLAN AND
 REBUILDING IT TRIGGERS COMPLIANCE WITH CURRENT CODE
 REQUIREMENTS. IF THE REQUIREMENT CANNOT BE MET A
 VARIANCE IS REQUIRED. A PAVING PERMIT HAS NOT BEEN
 SUBMITTED SO STAFF CANNOT VERIFY THE EXTENT OF THE
 MODIFICATION. IF THE PAVED AREA IS TO REMAIN, LANDSCAPE
 ISLANDS WITH SMALLER TREES COULD BE ADDED TO REDUCE THE
 NONCONFORMITY.
  
 7. SATISFIED. ADD COLUMN FOR DROUGHT TOLERANCE TO THE
 PLANT LIST.
  
 8. SATISFIED. CORRECT ALL TREE SIZES TO MEET REQUIRED
 12 FOOT MINIMUM HEIGHT AND FLORIDA GRADE #1.
 9. SATISFIED. PROVIDE A SECTION IN A LANDSCAPE DATA
 CHART TO COMPLY WITH SECTION 94-445 L. PLANT SPECIES. A
 MINIMUM OF 60 PERCENT OF PLANT MATERIAL ADDED SHALL BE
 FLORIDA NATIVE OR DROUGHT TOLERANT SPECIES SELECTED
 FROM THE CITY LIST OR THE LIST OF SPECIES IN THE MOST
 RECENT EDITION OF SOUTH FLORIDA WATER MANAGEMENT
 DISTRICT WATERWISE SOUTH FLORIDA LANDSCAPES. PROVIDE
 THE TOTAL PERCENTAGE OF NATIVE AND DROUGHT TOLERANT
 PLANTS BASED ON FINAL PLANT LIST.
  
 10. SATISFIED. PER SECTION 94-443 (E)2., PROVIDE THE
 30% FOUNDATION PLANTING CALCULATION REQUIRED AND
 PROVIDED FOR THE BUILDING.
  
 11. SATISFIED. PROVIDE THE NUMBER AND PERCENTAGE OF
 SUBSTITUTION OF PALMS FOR REQUIRED TREES. SECTION
 94-442(D) REQUIRES A 3:1 RATIO FOR SUBSTITUTION FOR
 PALMS EXCEPT THE LISTED 1:1 SPECIES.
 CALCULATIONS MUST BE SHOWN IN THE CHART.
  
 12. SATISFIED. PROVIDE LOCATIONS OF UTILITY LINES
 INCLUDING WATER AND SEWER AND RESOLVE CONFLICTS WITH
 LANDSCAPING.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
