 ADMINISTRATION
  
 2020 EXISTING BUILDING CODE. 801.3 COMPLIANCE. ALL NEW
 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.

 ACTION: DENIED
  
 1) THE SUBMITTED FLOOR INSULATION TESTING REPORT FOR
 WHISPER MAT CS IS FOR A 8 INCH CONCRETE SLAB AND
 SUSPENSED DROPPED CEILING. TESTING REPORTS ARE TO BE 6
 INCH CONCRETE SLAB AND NO DROPPED/ SUSPENDED CEILINGS.
 FLOOR INSULATION/ UNDERLAYMENT (FBC-B 2020) FOR TILE,
 STONE, MARBLE, VINYL (LYT/ LYP), LAMINATE FLOORING AND
 WOOD FLOORING ALL NEED TO HAVE HAD THE SOUND
 UNDERLAYMENT TESTED FLOOR ASSEMBLIES TO THE FOLLOWING
 STANDARDS AND MEET THE QUALIFICATIONS LISTED UNDER EACH
 OF THE STANDARDS FOR A 6 INCH CONCRETE FLOOR ASSEMBLY/
 NO DROPPED CEILING:
 PLEASE PROVIDE ALL THREE TEST REPORTS FOR TYPE I AND OR
 TYPE II BUILDINGS SHOWING COMPLIANCE WITH:
  
 1A) FBC-B 2020 1207.3 STRUCTURE-BORNE SOUND.
 FLOOR/CEILING ASSEMBLIES BETWEEN DWELLING UNITS OR
 BETWEEN A DWELLING UNIT AND A PUBLIC OR SERVICE AREA
 WITHIN THE STRUCTURE SHALL HAVE AN IMPACT INSULATION
 CLASS (IIC) RATING OF NOT LESS THAN 50 (45 IF FIELD
 TESTED) WHEN TESTED IN ACCORDANCE WITH ASTM E-492.
  
 1B) FBC-B 2020 1207.2 AIR-BORNE SOUND. WALLS,
 PARTITIONS AND FLOOR/CEILING ASSEMBLIES SEPARATING
 DWELLING UNITS FROM EACH OTHER OR FROM PUBLIC OR
 SERVICE AREAS SHALL HAVE A SOUND TRANSMISSION CLASS
 (STC) OF NOT LESS THAN 50 (45 IF FIELD TESTED) FOR
 AIR-BORNE NOISE WHEN TESTED IN ACCORDANCE WITH ASTM E
 90.
  
 1C) FLAME SPREAD- FBC-B 2020 603.1. EXCEPTION 2.
 INSULATION INSTALLED BETWEEN A FINISHED FLOOR AND SOLID
 DECKING WITHOUT INTERVENING AIRSPACE SHALL BE ALLOWED
 TO HAVE A FLAME SPREAD INDEX OF NOT MORE THAN 200.
 FLAME SPREAD INDEX. A COMPARATIVE MEASURE, EXPRESSED AS
 A DIMENSIONLESS NUMBER, DERIVED FROM VISUAL
 MEASUREMENTS OF THE SPREAD OF FLAME VERSUS TIME FOR A
 MATERIAL TESTED IN ACCORDANCE WITH ASTM E 84 OR UL 723.
  
 2) THE FLOOR PLAN A-1:
 2A) THERE IS 4 TIMES THAT THE FLOOR PLAN STATES NEW
 FLOOR TILE BUT THEN FURTHER INTO THE SAME NOTE WHISPER
 MAT HW IS MENTIONED. WHISPER MAT HW, STANDS FOR HARD
 WOOD FLOORS, NOT TILE FLOORING. PLEASE CORRECT.
  
 2B) THERE IS 4 TIMES THAT THE FLOOR PLAN STATES USE
 PROTECTO WRAP WHISPER MAT HW STC 71, PLEASE NOTE YOU
 WILL NOT GET A STC RATING WITH WHISPER MAT CS ON A 6
 INCH CONCRETE FLOOR. IT WILL BE STC = 55 DB. UPDATE
 PLANS.
  
 2C) THERE IS 4 TIMES THAT THE FLOOR PLAN STATES USE
 PROTECTO WRAP WHISPER MAT HW STC 71, PLEASE NOTE YOU
 WILL NOT GET A STC RATING WITH WHISPER MAT CS OR
 APPROVED EQUAL. THE CODE DOES NOT ALLOW FOR APPROVED
 EQUAL, THE TYPE OF UNDERLAYMENT NEEDS TO BE SPELLED
 OUT.
 2020 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATION 107.2.1.
 DRAWINGS & SPECIFICATIONS SHALL CONTAIN INFORMATION, IN
 THE FORM OF NOTES OR OTHERWISE, AS TO THE QUALITY OF
 MATERIALS, WHERE QUALITY IS ESSENTIAL TO CONFORMITY
 WITH THE TECHNICAL CODES. SUCH INFORMATION SHALL BE
 SPECIFIC TO THE TECHNICAL CODES "CODE SECTIONS SHALL
 NOT BE CITED AS A WHOLE OR IN PART, NOR THE TERM
 "LEGAL" OR ITS EQUIVALENT BE USED AS A SUBSTITUTE FOR
 SPECIFIC INFORMATION". CONSTRUCTION DOCUMENTS SHALL BE
 SUFFICIENT CLARITY TO INDICATE THE LOCATION, NATURE AND
 EXTENT OF THE WORK PROPOSED AND SHOW IN DETAIL THAT IT
 WILL CONFORM TO THE PROVISIONS OF THIS CODE AND
 RELEVANT LAWS, ORDINANCES, RULES AND REGULATIONS, AS
 DETERMINED BY THE BUILDING OFFICIAL.
  
 3) A TRANSMITTAL LETTER LISTING THE ORIGINAL REVIEW
 COMMENT NUMBER, WITH A DESCRIPTION OF THE REVISION
 MADE, IDENTIFYING THE SHEET OR SPECIFICATION PAGE WHERE
 THE CHANGES CAN BE FOUND WILL HELP TO EXPEDITE YOUR
