 ACCESS AND STORAGE CAN BE LOWER THAN THE LOWEST FLOOR
 ELEVATION - FBC SECTION 202 LOWEST FLOOR. THE LOWEST
 FLOOR OF THE LOWEST ENCLOSED AREA, INCLUDING BASEMENT,
 BUT EXCLUDING ANY UNFINISHED OR FLOOD-RESISTANT
 ENCLOSURE, USABLE SOLELY FOR VEHICLE PARKING, BUILDING
 ACCESS OR LIMITED STORAGE PROVIDED THAT SUCH ENCLOSURE
 IS NOT BUILT SO AS TO RENDER THE STRUCTURE IN VIOLATION
 OF SECTION 1612.
