 RESPECT TO EVALUATION OF DESIGN PROFESSIONALS?
 DOCUMENTS, IF A LOCAL GOVERNMENT FINDS IT NECESSARY, IN
 ORDER TO ENFORCE COMPLIANCE WITH THE FLORIDA BUILDING
 CODE AND ISSUE A PERMIT, TO REJECT DESIGN DOCUMENTS
 REQUIRED BY THE CODE THREE OR MORE TIMES FOR FAILURE TO
 CORRECT A CODE VIOLATION SPECIFICALLY AND CONTINUOUSLY
 NOTED IN EACH REJECTION, INCLUDING, BUT NOT LIMITED TO,
 EGRESS, FIRE PROTECTION, STRUCTURAL STABILITY, ENERGY,
 ACCESSIBILITY, LIGHTING, VENTILATION, ELECTRICAL,
 MECHANICAL, PLUMBING, AND GAS SYSTEMS, OR OTHER
 REQUIREMENTS IDENTIFIED BY RULE OF THE FLORIDA BUILDING
 COMMISSION ADOPTED PURSUANT TO CHAPTER 120, THE LOCAL
 GOVERNMENT SHALL IMPOSE, EACH TIME AFTER THE THIRD SUCH
 REVIEW THE PLANS ARE REJECTED FOR THAT CODE VIOLATION,
 A FEE OF FOUR TIMES THE AMOUNT OF THE PROPORTION OF THE
 PERMIT FEE ATTRIBUTED TO PLANS REVIEW.
  
 1) 3RD REQUEST. SHEET A-14 SUBMITTED 8/27/2020 HAS NOT
 EVER BEEN UPDATED FOR CODE COMPLIANCE. SHEET A-14 THE
 1ST FLOOR A/C PLAN STILL SHOWS THE AIRDUCT/ CEILING
 GRILLES PENETRATING THE RATED CEILING BUT NO NOTES
 STATING THE INSTALLATION OF RADIANT DAMPERS. IF THE
 PLAN WERE TO SHOW THE DUCTS AND GRILLES TO BE INSTALLED
 BETWEEN THE RATED CEILING AND DROPPED CEILING AREAS AND
 SOFFIT WITH THE AIR VENTS BEING SIDE WALL, BELOW THE
 RATED CEILING RADIANT DAMPERS WOULD NOT BE REQUIRED.
 THE CURRENT PROPOSED PLAN SHOWS THE AIR VENTS IN THE
 CEILING NEEDING RADIANT DAMPERS.
 NOTE BUILDING PLAN REVIEW BEFORE PERMIT ISSUANCE, ASKED
 THIS QUESTION IN THE 2ND OF 4 REVIEWS. 6B) 420.3
 HORIZONTAL SEPARATION. FLOOR ASSEMBLIES SEPARATING
 DWELLING UNITS IN THE SAME BUILDINGS, FLOOR ASSEMBLIES
 SEPARATING SLEEPING UNITS IN THE SAME BUILDING AND
 FLOOR ASSEMBLIES SEPARATING DWELLING OR SLEEPING UNITS
 FROM OTHER OCCUPANCIES CONTIGUOUS TO THEM IN THE SAME
 BUILDING SHALL BE CONSTRUCTED AS HORIZONTAL ASSEMBLIES
 IN ACCORDANCE WITH SECTION 711.
 THE ISSUED SET OF PLANS SHEET CUT SECTION ON SHEET 19
 OF 31 SHOWS T 5/8 INCH TYPE X FIRE DRYWALL ATTACHED TO
 THE BOTTOM CHORD OF THE FLOOR ASSEMBLY MAKING A PORTION
 OF THE RATED HORIZONTAL ASSEMBLY. ISSUES SET OF PLANS
 SHEET A-14.0 SHOWS DROPPED SOFFITS FROM THE 9-FOOT-HIGH
 RATED CEILINGS.
  
 THE PROPOSED REVISION DOES NOT SHOW THE DROPPED SOFFIT
 AND PROPOSED DUCTWORK PENETRATING THE RATED FLOOR
 ASSEMBLY. FOR THIS TYPE OF CONSTRUCTION TO PASS
 COMPLIANCE WOULD REQUIRE COMPLIANCE WITH 717.6.2
 MEMBRANE PENETRATIONS 2014 FBC-B, ONE OF THREE METHODS.
 717.6.2.1 CEILING RADIATION DAMPERS. THE SAME ISSUE
 OCCURS ON THE 2ND FLOOR WITH RATED CEILING.
  
 2ND REQUEST. SEMI-COMPLIED. THE SUBMITTED 2ND FLOOR
 PLAN NOW SHOWS THE INSTALLATION OF RADIANT DAMPERS IN
 THE FIRE RATED CEILING. SHEET A-14 THE 1ST FLOOR A/C
 PLAN STILL SHOWS THE AIRDUCT/ CEILING GRILLES
 PENETRATING THE RATED CEILING BUT NO NOTES STATING THE
 INSTALLATION OF RADIANT DAMPERS. IF THE PLAN WERE TO
 SHOW THE DUCTS AND GRILLES TO BE INSTALLED BETWEEN THE
 RATED CEILING AND DROPPED CEILING AREAS AND SOFFIT WITH
