 ADMINISTRATION.
  
 2017 EXISTING BUILDING CODE. 801.3 COMPLIANCE. ALL NEW
 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.

 ACTION: DENIED
  
 1) PLEASE CLARIFY THE SCOPE OF WORK. WITHIN THE
 SUBMITTED SET OF PLANS SHEET A.05 HAS NOTES THAT NO
 ROOF WORK IS TO BE COMPLETED. NOTES 2 & 3 INDICATE ROOF
 TOP A/C IS TO BE REPLACED AND DETAILS ARE FOR THE
 FLASHING REPAIRS. ALSO WITH IN THE PERMIT PACKAGE THERE
 IS A SET (2) OF MIAMI-DADE NOA?S FOR GAF CONVENTIONAL
 BUILT-UP-ROOF SYSTEMS OVER RECOVER DECKS. PLEASE NOTE
 THE DESIGNER OF RECORD HAS NOT REVIEWED THIS PRODUCT
 APPROVAL, NOR SELECTED ONE OF THE SUB-SYSTEMS FOR
 INSTALLATION.
  
 2017 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATIVE CODE SECTION: W. P. B.
 107.3.4.1 PRODUCT APPROVALS. THOSE PRODUCTS WHICH ARE
 REGULATED BY THE DCA RULE 9N-03 SHALL BE REVIEWED AND
 APPROVED IN WRITING BY THE DESIGNER OF RECORD PRIOR TO
 SUBMITTAL FOR JURISDICTIONAL APPROVAL. FL 61G1-23.015
 (2) THE ARCHITECT IS RESPONSIBLE FOR SUPERVISING AND
 REVIEWING ALL PROJECT DATA, REPORTS, SHOP DRAWINGS
 ETC..
  
 2) THE 2017 EXISTING BUILDING CODE SECTION 706.3 DEALS
 WITH RECOVERING OF ROOF DECKS.
 706.3 RECOVERING VERSUS REPLACEMENT. NEW ROOF COVERINGS
 SHALL NOT BE INSTALLED WITHOUT FIRST REMOVING ALL
 EXISTING LAYERS OF ROOF COVERINGS DOWN TO THE ROOF DECK
 WHERE ANY OF THE FOLLOWING CONDITIONS OCCUR:
  
 2.1. WHERE THE EXISTING ROOF OR ROOF COVERING IS WATER
 SOAKED OR HAS DETERIORATED TO THE POINT THAT THE
 EXISTING ROOF OR ROOF COVERING IS NOT ADEQUATE AS A
 BASE FOR ADDITIONAL ROOFING.
  
 2.2. WHERE THE EXISTING ROOF COVERING IS WOOD SHAKE,
 SLATE, CLAY, CEMENT OR ASBESTOS-CEMENT TILE.
  
 2.3. WHERE THE EXISTING ROOF HAS TWO OR MORE
 APPLICATIONS OF ANY TYPE OF ROOF COVERING.
  
 2.4. WHEN BLISTERS EXIST IN ANY ROOFING, UNLESS
 BLISTERS ARE CUT OR SCRAPED OPEN AND REMAINING
 MATERIALS SECURED DOWN BEFORE APPLYING ADDITIONAL
 ROOFING.
  
 2.5. WHERE THE EXISTING ROOF IS TO BE USED FOR
 ATTACHMENT FOR A NEW ROOF SYSTEM AND COMPLIANCE WITH
 THE SECUREMENT PROVISIONS OF SECTION 1504.1 OF THE
 FLORIDA BUILDING CODE, BUILDING CANNOT BE MET.
  
 IN THE 2017 FBC-B SECTION 1504.1. FBC-B 1504.1 WIND
 RESISTANCE OF ROOFS. ROOF DECKS AND ROOF COVERINGS
 SHALL BE DESIGNED FOR WIND LOADS IN ACCORDANCE WITH
 CHAPTER 16 AND SECTIONS 1504.2, 1504.3 AND 1504.4.
 A PULL TEST IS NECESSARY. 1504.3.1 OTHER ROOF SYSTEMS.
 BUILT-UP, MODIFIED BITUMEN, FULLY ADHERED OR
 MECHANICALLY ATTACHED SINGLE-PLY ROOF SYSTEMS, METAL
 PANEL ROOF SYSTEMS APPLIED TO A SOLID OR CLOSELY FITTED
 DECK AND OTHER TYPES OF MEMBRANE ROOF COVERINGS SHALL
 BE TESTED IN ACCORDANCE WITH FM 4474, UL 580 OR UL
 1897.
  
 3) THE CGC STEPHEN CIRIACO IS NOT LICENSED AS A
 CERTIFIED ROOFING CONTRACTOR AND THE RESTRICTIONS FOR
 THE CGC LICENSE UNDER F. S. 489.113(3)(B) ONLY ALLOWS
 FOR: (B) A GENERAL, BUILDING, OR RESIDENTIAL CONTRACTOR
 SHALL NOT BE REQUIRED TO SUBCONTRACT THE INSTALLATION,
 OR REPAIR MADE UNDER WARRANTY, OF WOOD SHINGLES, WOOD
 SHAKES, OR ASPHALT OR FIBERGLASS SHINGLE ROOFING
 MATERIALS ON A NEW BUILDING OF HIS OR HER OWN
 CONSTRUCTION.
  
 4) SHEET A.03 PLEASE REVIEW THE FLOAT TANKS, OPEN FLOAT
 TUB, SHOWERS AND BATHROOM # 1 WITH SHOWER.
 PLEASE REVIEW THE 2017 FBC-ACCESSIBILITY CODE 213.2
 TOILET ROOMS AND BATHING ROOMS. WHERE TOILET ROOMS ARE
 PROVIDED, EACH TOILET ROOM SHALL COMPLY WITH 603. WHERE
 BATHING ROOMS ARE PROVIDED, EACH BATHING ROOM SHALL
 COMPLY WITH 603. PLEASE REVIEW THE PLUMBING PLAN
 REVIEWER?S COMMENTS THAT DEAL WITH ALL OF THE
 ACCESSIBLE ELEMENTS THAT NEED TO SHOW CODE COMPLIANCE.
  
 5) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO
