 CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND SPACES
 SHALL COMPLY WITH THE REQUIREMENTS OF THE FLORIDA
 BUILDING CODE, BUILDING.

 1A) SEMI-COMPLIED. THE BUILDING IN QUESTION BEING
 LOCATED IN A FLOOD ZONE AE IS THE MODULAR BUILDING.
 THE NEW SURVEY THAT WAS SUBMITTED FOR THIS REVIEW IS IN
 NAVD 88 WITH A FINISH FLOOR OF 13.89 FT. NAVD88, WHICH
 IS APPROXIMATELY 1 13/16TH OF AN INCH BELOW THE
 REQUIRED 2 FEET FREEBOARD.
  
 THE PROPOSED IMPROVEMENT ($138,917 PLUS $448,181.00
 DOLLARS, OF LAST 5 YEARS OF IMPROVEMENTS) APPEARS TO BE
 A SUBSTANTIAL IMPROVEMENT BASED ON THE PALM BEACH
 COUNTY PROPERTY APPRAISERS OFFICE VALUATION FOR THE
 STRUCTURE ($704,160.00). IF THIS IS A SUBSTANTIAL
 IMPROVEMENT. THE STRUCTURE IS TO BE BROUGHT INTO
 COMPLIANCE (BFE 14.0 FT. NAVD88 FOR THE LOWEST FINISHED
 FLOOR & ALL MECHANICAL EQUIPMENT). APPLICANT CAN
 PROVIDE DOCUMENTATION FOR VALUATION OTHER THAN THE
 PROPERTY APPRAISER?S OFFICE; PLEASE SEE FEMA TECHNICAL

 IMPORTANT!!!!!!! PLEASE NOTE THE VALUE OF THE
 STRUCTURES FROM THE PROPERTY APPRAISER?S OFFICE IS FOR
 BOTH BUILDINGS AND THE MAJORITY OF THE LAST 5 YEARS
 WORK IS ON THE LARGER BUILDING WHICH IS OUT OF THE
 FLOOD ZONE. WHAT WE NEED IS THE VALUE OF THE WORK
 COMPLETED ON THE MAIN BUILDING AND A VALUE OF WORK
 COMPLETED ON THE ANNEXED MANUFACTURED BUILDING AND AN
 ASSESSED VALUE FOR THE ANNEXED BUILDING AND MAIN
 BUILDING TO SEE IF ON THE ANNEXED BUILDING, THE VALUE
 OF THE WORK COMPLETED AND NEW WORK IS GOING TO STILL BE
 CONSIDERED SUBSTANTIAL IMPROVEMENT. THIS IS A CRITICAL
 PROCESS TO SEE IF THE ANNEXED MANUFACTURED BUILDING
 WOULD STILL BE CONSIDERED SUBSTANTIAL IMPROVEMENT AND
 HAVE TO BE RAISED OR NOT MEET THE 50 % OF THE VALUE OF
 THE STRUCTURE AND NOT BE CONSIDERED A SUBSTANTIAL
 IMPROVEMENT AND STAY AT THE SAME HEIGHT. YOU CAN GET A
 CERTIFIED APPRAISAL THAT MAY HELP INCREASE THE VALUE OF
 THE MANUFACTURERED BUILDING FOR THE BUILDING OFFICIAL
 TO REVIEW AND APPROVE.
  
 1B) THE SITE PLAN SHOWS A NEW 4 X 5 FOOT MONOLITHIC A/C
 COMPRESSOR PAD ON THE GROUND. PLEASE NOTE THIS PAD
 SHOULD BE ELEVATED TO THE 14.00 FT. + TO BE ABOVE THE
 BASE FLOOD AND 2 FEET FREEBOARD. NEW CONSTRUCTION.
  
 1C) SHEET M2 ALSO HAS A NOTE ABOUT THE NEW A/C
 COMPRESSOR PAD. NOTE # 4 STATES THAT IT SHOULD BE ABOVE
 THE 100 YEAR FLOOD PLAIN. PLEASE NOTE THE NEW PROPOSED
 PAD SHOULD ALSO INCLUDE THE 2 ADDITIONAL FEET OF
 ELEVATION TO 14.00 FEET NAVD88 TO MEET THE CITIES
 FREEBOARD REQUIREMENT.
  
 1ST ROUND COMMENT. THE SITE PLAN CREATED BY ARCHITECT
 JEFFREY ORNSTEIN IDENTIFIES THE BUILDING FOR THE
 PROPOSED PERMITTED WORK AS ANNEX SUBJECT ONE STORY
 BUILDING WITH A FINISH FLOOR ELEVATION 15.5 FEET.
 PLEASE PROVIDE A CURRENT SURVEY FOR THIS BUILDING IN
 NAVD 88. THIS BUILDING IS IN AN AE FLOOD ZONE WITH A
 BFE OF 12.0 FEET NAVD88.
 THE CITY HAS GONE THROUGH A SERIES OF FREEBOARD CHANGES
 TO KEEP UP WITH THE FBC-BUILDING CODE PLUS INCREASE OUR
 FREEBOARD TO 2 FEET ABOVE THE BASE FLOOD.
 ARTICLE XVII ORDINANCES ARTICLE XVII FLOOD PREVENTION &
 CONTROL
 FBC BUILDING 1612 AND CITY OF WPB CODE OF SECTION
 94-546. STRUCTURE IS LOCATED IN AN "A" FLOOD ZONE. A
 FLOOD ELEVATION CERTIFICATE WILL BE REQUIRED. PLEASE
 REVIEW CITY ORDINANCE FOR THE CITY REQUIREMENTS REQUIRE
 AN ADDITIONAL 6 INCHES/ (12 INCHES OF ELEVATION IF
 PERMIT APPLICATION AFTER SEPT. 12/2016,
 AFTER OCT. 11/ 2017 AN ADDITIONAL ONE FOOT OF FREE

 SHALL BE 28 INCHES MINIMUM AND 34 INCHES MAXIMUM ABOVE
 THE FINISH FLOOR OR GROUND.

 IN FACILITIES COVERED BY THE ADA, THIS REQUIREMENT DOES

 MAXIMUM ABOVE THE FINISH FLOOR OR GROUND.
  
 10) WHEN RESUBMITTING PLANS PLEASE INDICATE THE
 REVISION & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES
 AS NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO

 A THOROUGH REVIEW OF THE PLANS COULD NOT HAPPEN SINCE
 THERE WAS A GREAT DEFICIENCY IN PLANS AND REQUIRED
 DOCUMENTATION. WITH THE NEXT PLAN REVIEW CYCLE THERE
 MAYBE ADDITIONAL REVIEW COMMENTS BECAUSE OF NEW PLANS
