 FBC BUILDING 1612 AND CITY OF WPB CODE OF SECTION
 94-546. STRUCTURE IS LOCATED IN AN "A" FLOOD ZONE. A
 FLOOD ELEVATION CERTIFICATE WILL BE REQUIRED. PLEASE
 REVIEW CITY ORDINANCE FOR THE CITY REQUIREMENTS REQUIRE
 AN ADDITIONAL 6 INCHES/ (12 INCHES OF ELEVATION IF
 PERMIT APPLICATION IS ON OR AFTER SEPT. 12,2016, AFTER
 OCT. 11, 2017 AN ADDITIONAL ONE FOOT OF FREE BOARD WILL
 BE REQUIRED OR (2) FEET ABOVE BASE FLOOD.
  
 FBC 1612.1 GENERAL.
 WITHIN FLOOD HAZARD AREAS AS ESTABLISHED IN SECTION
 1612.3, ALL NEW CONSTRUCTION OF BUILDINGS, STRUCTURES
 AND PORTIONS OF BUILDINGS AND STRUCTURES, INCLUDING
 SUBSTANTIAL IMPROVEMENT AND RESTORATION OF SUBSTANTIAL
 DAMAGE TO BUILDINGS AND STRUCTURES, SHALL BE DESIGNED
 AND CONSTRUCTED TO RESIST THE EFFECTS OF FLOOD HAZARDS
 AND FLOOD LOADS. FOR BUILDINGS THAT ARE LOCATED IN MORE
 THAN ONE FLOOD HAZARD AREA, THE PROVISIONS ASSOCIATED
 WITH THE MOST RESTRICTIVE FLOOD HAZARD AREA SHALL
 APPLY.
  
 AFTER OCTOBER 5TH 2017 THE NGVD HAS BEEN UPDATED TO
 NAVD88. PLEASE UPDATE THE PLANS TO REFLECT THIS AS WELL
 AS THE NEW FREE BOARD.
  
 FBC 1612.4 DESIGN AND CONSTRUCTION.
  
 THE DESIGN AND CONSTRUCTION OF BUILDINGS AND STRUCTURES
 LOCATED IN FLOOD HAZARD AREAS, INCLUDING COASTAL HIGH
 HAZARD AREAS, SHALL BE IN ACCORDANCE WITH CHAPTER 5 OF
 ASCE 7 AND WITH ASCE 24.
  
 ELEVATION CERTIFICATES
  
 DURING THE PERMITTING OF THIS STRUCTURE THERE WILL BE
 REQUIRED (3) DIFFERENT FLOOD ZONE CERTIFICATES
 REQUIRED:
  
 (1) A FLOOD ZONE CERTIFICATE IS REQUIRED AS PART OF THE
 PLAN REVIEW DOCUMENTS WITH THE PROPOSED FINISH FLOOR
 HEIGHT.
  
 (2) ONCE THE FIRST FLOOR SLAB IS POURED THE 2ND
 ELEVATION CERTIFICATE IS REQUIRED.
  
 (3) BEFORE THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY
 OR A CERTIFICATE OF COMPLETION THE 3RD FLOOD ZONE
 CERTIFICATE IS REQUIRED WITH THE HEIGHT OF ALL EXTERIOR
 ATTENDANTS A/C PADS OR OTHER SLABS FOR GENERATORS.
  
 2. PERMIT VALUATION
  
 THE PERMIT VALUE OF $480,000 IS LOW. IT HAS BEEN
 ADJUSTED ACCORDING TO ICC BVD (ICC BUILDING VALUATION
 DATA). CONSTRUCTION TYPE IIB, OCCUPANCY CLASS S 2
 STORAGE IS $87.50 PER SQUARE FOOT. THIS MULTIPLIED BY
 8000 SQUARE FEET IS $700,000.
  
 FBC 109.3 BUILDING PERMIT VALUATIONS. IF, IN THE
 OPINION OF THE BUILDING OFFICIAL, THE CLAIMED VALUATION
 OF BUILDING, ALTERATION, STRUCTURE, ELECTRICAL, GAS,
 MECHANICAL OR PLUMBING SYSTEMS APPEARS TO BE
 UNDERESTIMATED ON THE APPLICATION, THE PERMIT SHALL BE
 DENIED, UNLESS THE APPLICANT CAN SHOW DETAILED,
 QUANTITY ESTIMATES, AND/OR BONA FIDE SIGNED CONTRACTS
 (EXCLUDING LAND VALUE) TO MEET THE APPROVAL OF THE
 BUILDING OFFICIAL. FOR PERMITTING PURPOSES, VALUATION
 OF BUILDINGS AND SYSTEMS SHALL BE TOTAL REPLACEMENT
 VALUE TO INCLUDE STRUCTURAL, ELECTRIC, PLUMBING,
 MECHANICAL, INTERIOR FINISH, RELATIVE SITE WORK,
 ARCHITECTURAL AND DESIGN FEES, MARKETING COSTS,
 OVERHEAD AND PROFIT; EXCLUDING ONLY LAND VALUE.
 VALUATION REFERENCES MAY INCLUDE THE LATEST PUBLISHED
 DATA OF NATIONAL CONSTRUCTION COST ANALYSIS SERVICES
 (MARSHALL-SWIFT, MEANS, ETC.), AS PUBLISHED BY
 INTERNATIONAL CODE CONGRESS.
  
 3. THIS PROJECT IS CONSIDERED A SUBSTANTIAL IMPROVEMENT
 SINCE THE PERMIT VALUE IS $700,000 AND THE IMPROVED
 VALUE OF THE EXISTING BUILDING IS $1,085,945 FROM PALM
 BEACH COUNTY PROPERTY APPRAISERS (PAPA).
 SEE FBC CHAPTER 2 DEFINITIONS, SUBSTANTIAL IMPROVEMENT.
  
 PROVISIONS FOR FLOOD HAZARD REDUCTION SEC. 94-546 WEST
 PALM BEACH MUNI CODE.
  
 (A) AREAS OF SPECIAL FLOOD HAZARD GENERALLY. IN ALL
 AREAS OF SPECIAL FLOOD HAZARD, THE FOLLOWING PROVISIONS
 ARE REQUIRED:
  
 (1) ALL NEW CONSTRUCTION AND SUBSTANTIAL IMPROVEMENTS
 SHALL BE ANCHORED TO PREVENT FLOTATION, COLLAPSE OR
 LATERAL MOVEMENT OF THE STRUCTURE, AND SHALL BE
 CONSTRUCTED WITH MATERIALS AND UTILITY EQUIPMENT
 RESISTANT TO FLOOD DAMAGE BY METHODS AND PRACTICES THAT
 MINIMIZE FLOOD DAMAGE.
  
 (2) ALL NEW AND REPLACEMENT WATER SUPPLY SYSTEMS AND
 SANITARY SEWAGE SYSTEMS SHALL BE DESIGNED TO MINIMIZE
 OR ELIMINATE INFILTRATION OF FLOOD WATERS INTO THE
 SYSTEMS AND DISCHARGES FROM THE SYSTEMS INTO FLOOD
 WATERS; ON-SITE WASTE DISPOSAL SYSTEMS SHALL BE LOCATED
 TO AVOID IMPAIRMENT TO THEM OR CONTAMINATION FROM THEM
 DURING FLOODING.
  
 (3) ANY ALTERATION, REPAIR, RECONSTRUCTION OR
 IMPROVEMENTS TO A PROPERTY FOR WHICH THE CUMULATIVE
 COST FOR ANY FIVE-YEAR PERIOD EQUALS OR EXCEEDS 50
 PERCENT OF THE BUILDING VALUE AT THE COMMENCEMENT OF
 THE FIVE-YEAR PERIOD SHALL MEET THE REQUIREMENTS OF NEW
 CONSTRUCTION AS CONTAINED IN THIS ARTICLE.
  
 (4) ANY ALTERATION, REPAIR, RECONSTRUCTION OR
 IMPROVEMENTS TO A PROPERTY SHALL NOT CREATE ADVERSE
 STORMWATER IMPACTS TO ADJACENT PROPERTIES.
  
 (B) AREAS OF SPECIAL FLOOD HAZARD WITH BASE FLOOD
 ELEVATION PROVIDED. IN ALL AREAS OF SPECIAL FLOOD
 HAZARD WHERE BASE FLOOD ELEVATION DATA HAS BEEN
 PROVIDED AS SET FORTH IN THIS ARTICLE, THE FOLLOWING
 PROVISIONS ARE REQUIRED:
  
 (2) NONRESIDENTIAL CONSTRUCTION . ALL NEW CONSTRUCTION
 OR SUBSTANTIAL IMPROVEMENT OF ANY COMMERCIAL,
 INDUSTRIAL OR OTHER NONRESIDENTIAL STRUCTURE SHALL
 EITHER HAVE THE LOWEST FLOOR, INCLUDING BASEMENT,
 ELEVATED TO THE LEVEL OF ONE FOOT ABOVE THE BASE FLOOD
 ELEVATION OR, TOGETHER WITH ATTENDANT UTILITY AND
 SANITARY FACILITIES, BE FLOOD PROOFED SO THAT BELOW ONE
 FOOT ABOVE THE FLOOD BASE LEVEL THE STRUCTURE IS
 WATERTIGHT, WITH WALLS SUBSTANTIALLY IMPERMEABLE TO THE
 PASSAGE OF WATER AND WITH STRUCTURAL COMPONENTS HAVING
 THE CAPABILITY OF RESISTING HYDROSTATIC AND
 HYDRODYNAMIC LOADS AND EFFECTS OF BUOYANCY. A
 REGISTERED PROFESSIONAL ENGINEER OR ARCHITECT SHALL
 CERTIFY THAT THE STANDARDS OF THIS SUBSECTION ARE
 SATISFIED. SUCH CERTIFICATION SHALL BE PROVIDED TO THE
 CITY ENGINEER.
  
 FBC 1612.1 FLOOD LOADS
 WITHIN FLOOD HAZARD AREAS AS ESTABLISHED IN SECTION
 1612.3, ALL NEW CONSTRUCTION OF BUILDINGS, STRUCTURES
 AND PORTIONS OF BUILDINGS AND STRUCTURES, INCLUDING
 SUBSTANTIAL IMPROVEMENT AND RESTORATION OF SUBSTANTIAL
 DAMAGE TO BUILDINGS AND STRUCTURES, SHALL BE DESIGNED
 AND CONSTRUCTED TO RESIST THE EFFECTS OF FLOOD HAZARDS
 AND FLOOD LOADS. FOR BUILDINGS THAT ARE LOCATED IN MORE
 THAN ONE FLOOD HAZARD AREA, THE PROVISIONS ASSOCIATED
 WITH THE MOST RESTRICTIVE FLOOD HAZARD AREA SHALL
 APPLY.
  
 4. STAIR DETAIL 4/A301.
  
 (A) PROVIDE A HANDRAIL ON BOTH SIDES OF STAIRS. FBC
 1009.15 HANDRAILS.
 STAIRWAYS SHALL HAVE HANDRAILS ON EACH SIDE AND SHALL
 COMPLY WITH SECTION 1012.
  
 (B) FBC 1013.4 OPENING LIMITATIONS.
 REQUIRED GUARDS SHALL NOT HAVE OPENINGS WHICH ALLOW
 PASSAGE OF A SPHERE 4 INCHES (102 MM) IN DIAMETER FROM
 THE WALKING SURFACE TO THE REQUIRED GUARD HEIGHT.
 EXCEPTIONS:
  
 1. FROM A HEIGHT OF 36 INCHES (914 MM) TO 42 INCHES
 (1067 MM), GUARDS SHALL NOT HAVE OPENINGS WHICH ALLOW
 PASSAGE OF A SPHERE 43/8 INCHES (111 MM) IN DIAMETER.
  
 (C) LANDING AT DOOR SHALL HAVE A LENGTH MEASURED IN THE
 DIRECTION OF TRAVEL OF NOT LESS THAN 44 INCHES. FBC

 5. ALL G AND A PAGES HAVE NOT BEEN SIGNED AND SEALED ON
 BOTH SETS OF PLANS SUBMITTED.
  
 61G1-16.004 TITLE BLOCK. ARCHITECT.
 A TITLE BLOCK MUST APPEAR ON ALL ARCHITECTURAL OR
 INTERIOR DESIGN DRAWINGS AND SPECIFICATION
 IDENTIFICATION SHEETS THAT ARE REQUIRED TO BE SIGNED
 AND SEALED. THE TITLE BLOCK MUST, AT A MINIMUM, CONTAIN
 THE FOLLOWING INFORMATION:
  
 (1) FIRM NAME, ADDRESS, AND TELEPHONE NUMBER.
 (2) FIRM LICENSE NUMBER.
 (3) NAME OR IDENTIFICATION OF PROJECT.
 (4) DATE PREPARED.
 (5) A SPACE FOR THE SIGNATURE AND DATED SEAL.
 (6) THE PRINTED NAME AND THE LICENSE/REGISTRATION
 NUMBER OF THE PERSON SEALING THE DOCUMENT.
 (7) THE DATE OF PLANS REVISION, IF THE PLANS ARE
 REVISED.
 (8) FOR THE PURPOSES OF THIS RULE, FIRM IS DEFINED TO
 BE A CORPORATION, LIMITED LIABILITY COMPANY,
 PARTNERSHIP, PERSON PRACTICING UNDER A FICTITIOUS NAME,
 OR PERSON PRACTICING ARCHITECTURE OR INTERIOR DESIGN IN
 HIS OR HER OWN NAME.
  
 6. VAPOR BARRIER USED UNDER SLAB IS SHOWN AS 15 MIL ON
 A-301, 6 MIL ON A-302. THE GEOTECHNICAL REPORT
 RECOMMENDS 10 MIL. PLEASE UPDATE THIS TO THE
 GEOTECHNICAL REPORT RECOMMENDATIONS.
  
 7. ADA PARKING DETAIL ON 4/A-100 SHOWS PARKING SIGN AT
 84 INCHES. THE STATUTE HAS CHANGED AND THE MINIMUM IS
 NOW 60 INCHES FS 553.5041 (6). NO ACTION IS REQUIRED.
  
 8. PROVIDE AN ACCESSIBLE RAMP AT REAR DOOR. RAMP SHALL
