 THE DESIGN AND CONSTRUCTION OF BUILDINGS AND STRUCTURES
 LOCATED IN FLOOD HAZARD AREAS, INCLUDING COASTAL HIGH
 HAZARD AREAS, SHALL BE IN ACCORDANCE WITH CHAPTER 5 OF
 ASCE 7 AND WITH ASCE 24.
 WPB MUNI CODE 94-546
 SEC. 94-546. - PROVISIONS FOR FLOOD HAZARD REDUCTION.
  
 A) AREAS OF SPECIAL FLOOD HAZARD GENERALLY. IN ALL
 AREAS OF SPECIAL FLOOD HAZARD, THE FOLLOWING PROVISIONS
 ARE REQUIRED:
  
 (1) ALL NEW CONSTRUCTION AND SUBSTANTIAL IMPROVEMENTS
 SHALL BE ANCHORED TO PREVENT FLOTATION, COLLAPSE OR
 LATERAL MOVEMENT OF THE STRUCTURE, AND SHALL BE
 CONSTRUCTED WITH MATERIALS AND UTILITY EQUIPMENT
 RESISTANT TO FLOOD DAMAGE BY METHODS AND PRACTICES THAT
 MINIMIZE FLOOD DAMAGE.
  
 (2) ALL NEW AND REPLACEMENT WATER SUPPLY SYSTEMS AND
 SANITARY SEWAGE SYSTEMS SHALL BE DESIGNED TO MINIMIZE
 OR ELIMINATE INFILTRATION OF FLOOD WATERS INTO THE
 SYSTEMS AND DISCHARGES FROM THE SYSTEMS INTO FLOOD
 WATERS; ON-SITE WASTE DISPOSAL SYSTEMS SHALL BE LOCATED
 TO AVOID IMPAIRMENT TO THEM OR CONTAMINATION FROM THEM
 DURING FLOODING.
  
 (B) AREAS OF SPECIAL FLOOD HAZARD WITH BASE FLOOD
 ELEVATION PROVIDED. IN ALL AREAS OF SPECIAL FLOOD
 HAZARD WHERE BASE FLOOD ELEVATION DATA HAS BEEN
 PROVIDED AS SET FORTH IN THIS ARTICLE, THE FOLLOWING
 PROVISIONS ARE REQUIRED:

 THE CAPABILITY OF RESISTING HYDROSTATIC AND
 HYDRODYNAMIC LOADS AND EFFECTS OF BUOYANCY. A
 REGISTERED PROFESSIONAL ENGINEER OR ARCHITECT SHALL
 CERTIFY THAT THE STANDARDS OF THIS SUBSECTION ARE
 SATISFIED. SUCH CERTIFICATION SHALL BE PROVIDED TO THE
 CITY ENGINEER.
  
  
 2. FLOOD ZONE CERTIFICATES
  
 DURING THE PERMITTING OF THIS STRUCTURE THERE WILL BE
 REQUIRED (3) DIFFERENT FLOOD ZONE CERTIFICATES
 REQUIRED:
  
 (1) A FLOOD ZONE CERTIFICATE IS REQUIRED AS PART OF THE
 PLAN REVIEW DOCUMENTS WITH THE PROPOSED FINISH FLOOR
 HEIGHT.
  
 (2) ONCE THE FIRST FLOOR SLAB IS POURED THE 2ND
 ELEVATION CERTIFICATE IS REQUIRED
  
 (3) BEFORE THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY
 OR A CERTIFICATE OF COMPLETION THE 3RD FLOOD ZONE
 CERTIFICATE IS REQUIRED WITH THE HEIGHT OF ALL EXTERIOR
 ATTENDANTS, A/C PADS OR OTHER SLABS FOR GENERATORS.
  
 FBC 107.2.5.1 DESIGN FLOOD ELEVATIONS. WHERE DESIGN
 FLOOD ELEVATIONS ARE NOT SPECIFIED, THEY SHALL BE
 ESTABLISHED IN ACCORDANCE WITH SECTION 1612.3.1.

 FBC 108.3 BUILDING PERMIT VALUATION.
  
 IF, IN THE OPINION OF THE BUILDING OFFICIAL, THE
 CLAIMED VALUATION OF BUILDING, ALTERATION, STRUCTURE,
 ELECTRICAL, GAS, MECHANICAL, OR PLUMBING SYSTEMS
 APPEARS TO BE UNDER ESTIMATED ON THE APPLICATION, THE
 PERMIT SHALL BE DENIED. FOR PERMITTING PURPOSES,

 PLEASE PROVIDE AN ITEMIZED LIST AND SUBTRACT THESE LINE
 ITEMS AND THEIR VALUE FROM THE OVERALL BUILDING VALUE
 STATED ON THE PERMIT APPLICATION FOR THIS PROJECT. THE

 CONDUCTED BY A REGISTERED DESIGN PROFESSIONAL.
  
 FBC 1803.2 INVESTIGATIONS REQUIRED.

 THE SCOPE OF THE GEOTECHNICAL INVESTIGATION INCLUDING
 THE NUMBER AND TYPES OF BORINGS OR SOUNDINGS, THE
 EQUIPMENT USED TO DRILL OR SAMPLE, THE IN-SITU TESTING
 EQUIPMENT AND THE LABORATORY TESTING PROGRAM SHALL BE
 DETERMINED BY A REGISTERED DESIGN PROFESSIONAL.
  
 FBC 1803.4 QUALIFIED REPRESENTATIVE.
 THE INVESTIGATION PROCEDURE AND APPARATUS SHALL BE IN
 ACCORDANCE WITH GENERALLY ACCEPTED ENGINEERING
 PRACTICE. THE REGISTERED DESIGN PROFESSIONAL SHALL HAVE
 A FULLY QUALIFIED REPRESENTATIVE ON SITE DURING ALL

 GEOTECHNICAL INVESTIGATIONS SHALL BE CONDUCTED AS
 INDICATED IN SECTIONS 1803.5.1 THROUGH 1803.5.12.
  
 FBC 1803.5.1 CLASSIFICATION.
 SOIL MATERIALS SHALL BE CLASSIFIED IN ACCORDANCE WITH
 ASTM D 2487.
  
 FBC 1803.5.2 QUESTIONABLE SOIL.
 WHERE THE CLASSIFICATION, STRENGTH OR COMPRESSIBILITY
 OF THE SOIL IS IN DOUBT OR WHERE A LOAD-BEARING VALUE
 SUPERIOR TO THAT SPECIFIED IN THIS CODE IS CLAIMED, THE
 BUILDING OFFICIAL SHALL BE PERMITTED TO REQUIRE THAT A
 GEOTECHNICAL INVESTIGATION BE CONDUCTED.
  
 FBC 1803.5.3 EXPANSIVE SOIL.
 IN AREAS LIKELY TO HAVE EXPANSIVE SOIL, THE BUILDING
 OFFICIAL SHALL REQUIRE SOIL TESTS TO DETERMINE WHERE
 SUCH SOILS DO EXIST.
  
 SOILS MEETING ALL FOUR OF THE FOLLOWING PROVISIONS
 SHALL BE CONSIDERED EXPANSIVE, EXCEPT THAT TESTS TO

 THRESHOLD BUILDING PURSUANT TO A STRUCTURAL INSPECTION

 7. PRODUCT APPROVALS
  
 FBC 107.3.4 - PROVIDE PRODUCT APPROVALS FOR THOSE
 PRODUCTS WHICH ARE REGULATED BY FAC RULE 9N-3 REVIEWED
 AND APPROVED IN WRITING BY THE DESIGNER OF RECORD.
 SPECIFICALLY, PROVIDE ROOFING, WINDOW, AND DOOR, ROOF
 HATCH AND STOREFRONT SUBMITTALS.
  
 ALTERNATIVELY YOU CAN SUBMIT THESE LATER AS A DEFERRED
 SUBMITTAL BY LISTING THEM ON THE COVER SHEET.
  
 FBC 107.3.4.2 DEFERRED SUBMITTALS. FOR THE PURPOSES OF
 THIS SECTION, DEFERRED SUBMITTALS ARE DEFINED AS THOSE
 PORTIONS OF THE DESIGN THAT ARE NOT SUBMITTED AT THE
 TIME OF THE APPLICATION AND THAT ARE TO BE SUBMITTED TO
 THE BUILDING OFFICIAL WITHIN A SPECIFIED PERIOD.
 DEFERRAL OF ANY SUBMITTAL ITEMS SHALL HAVE THE PRIOR
 APPROVAL OF THE BUILDING OFFICIAL. THE REGISTERED
 DESIGN PROFESSIONAL IN RESPONSIBLE CHARGE SHALL LIST

 THEM TO THE BUILDING OFFICIAL WITH A NOTATION
 INDICATING THAT THE DEFERRED SUBMITTAL DOCUMENTS HAVE

 THE DESIGN OF THE BUILDING. THE DEFERRED SUBMITTAL
 ITEMS SHALL NOT BE INSTALLED UNTIL THE DEFERRED
 SUBMITTAL DOCUMENTS HAVE BEEN APPROVED BY THE BUILDING
 OFFICIAL.
  
 8. WELDED OR BOLTED CONNECTIONS
  
 THE CONTRACTOR IS REQUIRED TO PROVIDE WELD PROCEDURE
 SPECIFICATIONS & WELDER OPERATOR PERFORMANCE
 QUALIFICATION RECORDS IN ACCORDANCE WITH THE REFERENCED
 STANDARDS AT TIME OF INSPECTION.
