 ACTION: DENIED
  
 1) FLOOR PLAN INDICATES AN OCCUPANT LOAD OF 450
 OCCUPANTS. THE STRUCTURE IS 223.75 FT. X 49.5 FT.=
 11075 SQ. FT/ 15 SQ. FT. /OCCUPANT = 739 OCCUPANTS. SEE
 2014 FBC-B TABLE 1004.1.2. THE SEATING PLAN INDICATES A
 TOTAL OF 380 SEATS. PLEASE CONFIRM THE PEOPLE THAT
 WOULD BE SEATED AT THE TABLES WOULD BE THE SAME PEOPLE
 ON THE DANCE FLOOR, THAT THE EVENT HAS LIMITED SEATING
 AND THE REMAINDER OF THE OCCUPANT LOAD OF 450 WOULD BE
 STAFF FOR THE EVENT. THE LIMITING FACTOR IS NOT TO HAVE
 AN OCCUPANT CONTENT NOT GREATER THAN
 500 PERSONS.
 THE FIRST LIMITING FACTOR IS WHEN THE OCCUPANT LOAD IS
 OVER 500 OCCUPANTS IN AN ASSEMBLY OCCUPANCY AND THE
 STRUCTURES SQUARE FOOTAGE EXCEEDS 5,000 SQUARE FEET
 THEN IT IS CONSIDERED A THRESHOLD BUILDING
 NEEDING TO MEET THE REQUIREMENTS OF F. S. 553.71(7).
  
 2) THE SECOND LIMITING FACTOR HAS TO DO WITH THE
 IMPORTANCE FACTOR OF THE BUILDING AS PART OF THE WIND
 DESIGN CRITERIA. PAGE 5 OF 8 WIND SPEED RATING
 INDICATES THE RATING IS TAKEN AT 90 MPH VASD CATEGORY B
 AND BUILDING RISK CATEGORY II.
  
 THE RISK CATEGORY IS FIGURED LOW. SEE THE 2014 FBC-B
 TABLE 1604.5 RISK CATEGORY III STRUCTURES INCLUDES
 ASSEMBLY OCCUPANCIES WITH OCCUPANT LOADS OF 300 OR
 MORE. THE IMPORTANCE FACTOR FOR A RISK CATEGORY II
 STRUCTURE IS 1.0 WHEREAS THE IMPORTANCE FACTOR FOR A
 RISK CATEGORY III STRUCTURE IS A 1.15. THE LIMITING
 FACTOR APPEARS TO BE THE PURLINS IN A EXPOSURE C @ 59
 MPH (VASD). WITH THE IMPORTANCE FACTOR OF 1.15 IN AN
 EXPOSURE C THE PURLIN LIMITATION WOULD BE APPROXIMATELY
 51.30 MPH VASD.
  
 THE EVENT MAY NOT PROCEED IF THE WIND SPEED IS FORECAST
 TO EXCEED 50 MPH (VASD) AND THE FABRIC SHALL BE REMOVED
 FROM THE STRUCTURE BEFORE 50 MPH (VASD) WIND SPEED IS
 EXPERIENCED. STATE ON PLANS.
  
 3) THE FLOOD PLAN SHOWS A STAGE BUT DOES NOT PROVIDE
 THE HEIGHT OF THE STAGE, WHAT CRITERIA THE STAGE LIVE
 LOAD WILL BE BUILT TOO? SEE FBC-B 1607.1.
  
 4) THE PLANS ARE DEFICIENT IN PROVIDING STAIRS TO THE
 STAGE AND A RAMP FOR VERTICAL ACCESSIBILITY. 201.1.1
 VERTICAL ACCESSIBILITY.
 SECTIONS 553.501-553.513, F.S., AND THE ADA STANDARDS
 FOR ACCESSIBLE DESIGN DO NOT RELIEVE THE OWNER OF ANY
 BUILDING, STRUCTURE OR FACILITY GOVERNED BY THOSE
 SECTIONS FROM THE DUTY TO PROVIDE VERTICAL
 ACCESSIBILITY TO ALL LEVELS ABOVE AND BELOW THE
 OCCUPIABLE GRADE LEVEL REGARDLESS OF WHETHER THE
 STANDARDS REQUIRE AN ELEVATOR TO BE INSTALLED IN SUCH
 BUILDING, STRUCTURE OR FACILITY. SEE THE ACCESSIBILITY
 REQUIREMENTS OF 405 FOR RAMPS, AND HANDRAILS AND
 POSSIBLY GUARDRAILS.
  
 5) THE FLOOR PLAN INDICATES THE USE OF AN ADA TRAILER?
 THE FLOOR PLAN INDICATES (2) RESTROOM TRAILERS BUT NO
 ACCESSIBLE RESTROOMS. PLEASE COMMENT IS THE ADA TRAILER
 THE ACCESSIBLE RESTROOMS, HOW DOES A PERSON IN A
 WHEELCHAIR GAIN ENTRY?
 213.2 TOILET ROOMS AND BATHING ROOMS. EXCEPTION # 3. .
 WHERE MULTIPLE SINGLE USER PORTABLE TOILET OR BATHING
 UNITS ARE CLUSTERED AT A SINGLE LOCATION, NO MORE THAN
 5 PERCENT OF THE TOILET UNITS AND BATHING UNITS AT EACH
 CLUSTER SHALL BE REQUIRED TO COMPLY WITH 603. PORTABLE
 TOILET UNITS AND BATHING UNITS COMPLYING WITH 603 SHALL
 BE IDENTIFIED BY THE INTERNATIONAL SYMBOL OF
 ACCESSIBILITY COMPLYING WITH 703.7.2.1.
  
 6) PLEASE PROVIDE A FLOOR PLAN SHOWING COMPLIANCE WITH
 2014 FBC-ACCESS. CODE 226. WHERE DINING SURFACES ARE
 PROVIDED FOR THE CONSUMPTION OF FOOD OR DRINK, AT LEAST
 5 PERCENT OF THE SEATING SPACES AND STANDING SPACES AT
 THE DINING SURFACES SHALL COMPLY WITH 902.
  
 7) 2014 ACCESS. CODE 226.2 DISPERSION. DINING SURFACES
 AND WORK SURFACES REQUIRED TO COMPLY WITH 902 SHALL BE
 DISPERSED THROUGHOUT THE SPACE OR FACILITY CONTAINING
 DINING SURFACES AND WORK SURFACES.
  
 8) 2014 ACCESS. CODE 902.1 DINING SURFACES AND WORK
 SURFACES SHALL COMPLY WITH 902.2 AND 902.3.
 902.2 CLEAR FLOOR OR GROUND SPACE.
 8A) A CLEAR FLOOR SPACE COMPLYING WITH 305 POSITIONED
 FOR A FORWARD APPROACH SHALL BE PROVIDED. KNEE AND TOE
 CLEARANCE COMPLYING WITH 306 SHALL BE PROVIDED.
  
 8B) 902.3 HEIGHT. THE TOPS OF DINING SURFACES AND WORK
 SURFACES SHALL BE 28 INCHES (710 MM) MINIMUM AND 34
 INCHES (865 MM) MAXIMUM ABOVE THE FINISH FLOOR OR
 GROUND.
  
 9) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO
