 STAFF HAS REVIEWED THE ZONING AND LAND DEVELOPMENT
 REGULATIONS FOR THE ABOVE REFERENCED PERMIT AND
 PROVIDES THE FOLLOWING COMMENTS:
  
  
 1. PLEASE PROVIDE A SURVEY SHOWING LOT SQUARE FOOTAGE
 AND BUILDING FOOTPRINT SQUARE FOOTAGE TO CALCULATE
 DIFFERENCE AND ESTABLISH OPEN SPACE SQUARE FOOTAGE.
 2. UPDATE THE PLANT LIST TO INCLUDE ALL TREES AND PALMS
 COUNTED TOWARD TREE REQUIREMENTS.
 3. PROVIDE THE WATER USE LEVEL FOR EACH PLANT SPECIES
 TO SUBSTANTIATE THE POINTS TAKEN TO MEET FLORIDA
 FRIENDLY LANDSCAPE REQUIREMENTS.
 4. ARTIFICIAL TURF, SECTION 94-451. ARTIFICIAL TURF HAS
 BEEN INCLUDED ON THE LANDSCAPE PLAN.
 ARTIFICIAL TURF HAS NOT BEEN SUBMITTED, REVIEWED, OR
 APPROVED AS PART OF THE BUILDING PERMIT FOR THIS SITE
 (PERMIT 14020878).
 ARTIFICIAL TURF IS ALLOWED AS PART OF THE CONSTRUCTION
 OF ANY NON-RESIDENTIAL DEVELOPMENT, SUBJECT TO SECTIONS
 (D) AND (E) STANDARDS.
 ALTHOUGH THE CURRENT ZONING FOR THIS PROPERTY IS
 COMMUNITY SERVICE PLANNED DEVELOPMENT, THERE IS A
 CONDITION OF APPROVAL INCLUDED IN THE DEVELOPMENT ORDER
 APPROVED THROUGH RESOLUTION 214-15 THAT RESTRICTS
 ALTERATIONS, NEW CONSTRUCTION OR RELATED ACTIVITIES TO
 WHAT WOULD BE ALLOWED IN MF32-C1 RESIDENTIAL ZONING
 DISTRICT, INCLUDING LANDSCAPE. THIS INCLUDES
 REQUIREMENTS IN SECTION 94-71 GENERAL STANDARDS (E)
 LANDSCAPING SHALL BE PROVIDED PURSUANT TO ARTICLE XIV,
 INCLUDING RESTRICTIONS ON INSTALLATION OF ARTIFICIAL
 TURF.
 THIS CONDITION OVERRIDES BECAUSE THE INTENT IS TO
 RETAIN THE FUNCTION AND CHARACTER OF THE HISTORIC MANGO
 PROMENADE DISTRICT BY TREATING ALL RESIDENTIAL HISTORIC
 PROPERTIES EQUALLY, EVEN THOUGH THEY ARE PART OF THE
 CSPD.
 THESE ARE THE CONDITIONS:
  
 2. THE HISTORICALLY-DESIGNATED RESIDENTIAL PROPERTIES,
 AS IDENTIFIED ON THE MASTER PLAN (EXHIBIT D), SHALL
 CONTINUE TO BE WITHIN THE MANGO PROMENADE HISTORIC
 DISTRICT AND BE SUBJECT TO ALL REVIEW PROCESSES,
 STANDARDS, AND REQUIREMENTS ASSOCIATED WITH SUCH
 DESIGNATION. EXISTING LEGAL NONCONFORMITIES AS OF THE
 EFFECTIVE DATE OF THIS DEVELOPMENT ORDER, AS OUTLINED
 IN EXHIBIT C, MAY REMAIN; HOWEVER, ALL NEW CONSTRUCTION
 SHALL BE GOVERNED BY THE MF32-C1 DEVELOPMENT
 REGULATIONS.
  
 3. WITH THE EXCEPTION OF THE HISTORICALLY-DESIGNATED
 RESIDENTIAL PROPERTIES, AS IDENTIFIED ON THE MASTER
 PLAN (EXHIBIT D), THE ZONING AND LAND DEVELOPMENT
 REGULATIONS SHALL BE APPLIED TO THE NEW NORTON CSPD AS
 ONE COHESIVE SITE WITHOUT REGARD TO INDIVIDUAL PARCELS
 CREATED VIA SUBDIVISION WITHIN THE CSPD, SUBJECT TO ANY
 APPLICABLE WAIVERS GRANTED HEREIN.
  
 THEREFORE THE ARTIFICIAL TURF IS NOT PERMITTED WITHIN
 THE PROPERTY LINE OF THIS ADDRESS, BUT IT WOULD BE
 ALLOWED IN ANY OTHER PART OF THE CSPD AS LONG AS IT MET
 THE RESTRICTIONS AND SPECIFICATION STANDARDS OF SECTION
 94-451.
  
  
  
 PLEASE NOTE THAT A PROVISO WAS ATTACHED TO PERMIT
 14020878 THROUGH REVISION 15090607 THAT REQUIRED THE
 APPLICANT TO SUBMIT A LANDSCAPE PERMIT FOR REVIEW PRIOR
 TO THE CERTIFICATE OF OCCUPANCY.
  
 PLEASE UNDERSTAND THAT ADDITIONAL INFORMATION MAY BE
 REQUESTED, AND STAFF MAY HAVE ADDITIONAL COMMENTS AS
 THE REVIEW PROCESS CONTINUES.
