 REVIEW COMMENTS - FIRE DEPARTMENT
  
 THE PROPOSED TWO-FLOOR REHABILITATION OF THIS BUILDING
 IS EXTENSIVE AND INCLUDES NEW ROOF MEMBRANES/CAPS,
 WINDOW INFILL AND REPLACEMENT, STRUCTURAL WALL INFILL
 AND REMOVAL, NEW EXIT DOORS, NEW FIRE RATED FLOOR
 ASSEMBLY, ETC. IN MY OPINION, THIS SCOPE OF WORK
 EXCEEDS 50% OF THE AREA OF THE BUILDING AND THEREFORE
 WOULD REQUIRE SPRINKLERS TO PROTECT THE ENTIRE SECOND
 FLOOR SEEING THAT ALL NEW APARTMENTS REQUIRE THE ENTIRE
 BUILDING TO BE PROTECTED THROUGHOUT BY AN APPROVED,
 SUPERVISED AUTOMATIC SPRINKLER SYSTEM PER SECTION
 30.3.5. ADDITIONALLY, THE NEWLY CREATED APARTMENT WILL
 NOW SHARE EGRESS WITH THE EXISTING APARTMENTS. I
 BELIEVE THE FOLLOWING SECTIONS SUPPORT MY OPINION:
  
 NFPA 101 SECTION 43.5.2.3 WHERE THE TOTAL AREA OF ALL
 THE REHABILITATION WORK AREAS INCLUDED IN A
 MODIFICATION EXCEEDS 50 PERCENT OF THE AREA OF THE
 BUILDING, THE WORK SHALL BE CONSIDERED AS A
 RECONSTRUCTION AND SHALL COMPLY WITH THE REQUIREMENTS
 OF SECTION 43.6 FOR THE APPLICABLE OCCUPANCY, UNLESS
 OTHERWISE SPECIFIED IN 43.5.2.4.
  
 NFPA 101 SECTION 43.6.4.1 IN A BUILDING WITH
 REHABILITATION WORK AREAS INVOLVING OVER 50 PERCENT OF
 THE AGGREGATE BUILDING AREA, AUTOMATIC SPRINKLER
 SYSTEMS SHALL BE PROVIDED ON THE HIGHEST FLOOR
 CONTAINING A REHABILITATION WORK AREA AND ON ALL FLOORS
 BELOW IN ACCORDANCE WITH THE REQUIREMENTS OF OTHER
 SECTIONS OF THIS CODE APPLICABLE TO NEW CONSTRUCTION
 FOR THE OCCUPANCY.
  
 NFPA 101 SECTION 43.8.3 FIRE PROTECTION SYSTEMS. IN
 OTHER THAN ONE- AND TWOFAMILY DWELLINGS, EXISTING
 COMPARTMENT AREAS WITHOUT AN APPROVED SEPARATION FROM
 THE ADDITION SHALL BE PROTECTED BY AN APPROVED
 AUTOMATIC SPRINKLER SYSTEM WHERE THE COMBINED AREAS
 WOULD BE REQUIRED TO BE SPRINKLERED BY THE PROVISIONS
 APPLICABLE TO NEW CONSTRUCTION FOR THE OCCUPANCY.
  
 NFPA 101 TABLE 30.3.2.1.1 REQUIRES THE SECOND FLOOR
 WASHER/DRYER LAUNDRY TO BE PROTECTED BY AUTOMATIC FIRE
 SPRINKLERS OR BE SEPARATED FROM THE CORRIDOR WITH A
 1-HOUR FIRE BARRIER.
  
 THE NEWLY CREATED ENCLOSED EXIT STAIR IS NOT INCLUDED
 IN THE MEPF DESIGN SHOWING LIGHTING, EMERGENCY
 LIGHTING, FIRE SPRINKLERS ETC.
  
 THE FIRST FLOOR GROCERY/CONVENIENCE STORE LACKS
 BUILDOUT DETAIL. IS THIS SPACE INTENDED TO BE A SHELL
 SPACE WITHOUT OCCUPANCY?
