 SUITABLE FOUNDATIONS TO PREVENT TOPPLING OR
 DISLODGEMENT. CUSHIONING MATERIALS SUCH AS MATS, WOOD
 CHIPS, OR SAND SHALL BE USED UNDER CLIMBING EQUIPMENT,
