 ADMINISTRATION
  
 2014 EXISTING BUILDING CODE LEVEL II 701.3 COMPLIANCE.
 ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND
 SPACES SHALL COMPLY WITH THE REQUIREMENTS OF THE
 FLORIDA BUILDING CODE, BUILDING.

 ACTION: DENIED
  
 1) COMPLIED. SITE PLAN SUBMITTED.
  
 2) 3RD REQUEST. ONLY 2 SOILS REPORTS WERE SUBMITTED AND
 PLANS FOR THE CONVENIENCE STORE, NONE FOR THE CANOPY. .
 IF THE CONVENIENCE STORE HAS A DIFFERENT CONTRACTOR
 THAN THE CANOPY 3 SETS OF PLANS AND SOILS REPORTS WILL
 BE NEEDED FOR EACH CONTRACTOR AS WELL AS FOR THE
 UNDERGROUND TANK CONTRACTOR.
  
 SEMI-COMPLIED. SUBMITTED SOILS REPORT FOR A
 QUESTIONABLE SOIL ZONE .SEE COMMENTS FROM 2ND REVIEW ON
 VARYING DEPTHS OF SUSPECTED BURIED DEBRIS.
  
 2A) 3RD. REQUEST. THE STRUCTURAL ENGINEER OF RECORD
 PLEASE RESPOND WHAT STEPS ARE GOING TO BE UNDERTAKEN TO
 MAKE THIS SITE A FOR A STABLE FOUNDATION AND BUILDABLE
 FOR THIS TYPE OF STRUCTURE.
 THE RESPONSE LETTER COMES FROM MOLLI LINDSEY NOT THE
 STRUCTURAL ENGINEER OF RECORD. PLEASE ALLOW THE
 STRUCTURAL ENGINEER TO WRITE THEIR OWN RESPONSE. TO
 DATE THE BUILDING DEPARTMENT HASN'T RECEIVED
 DOCUMENTATION THERE IS A SOILS ENGINEER INVOLVED IN THE
 MEDIATION OF THE SOILS NOR A CONTRACTOR HAS HIRED A
 GEOTECHNICAL FIRM.
  
  
 THE STRUCTURAL ENGINEER OF RECORD IT APPEARS HAS NOT
 SEEN THE SOILS REPORT WHICH REFERENCES THERE BEING A
 WASTE LANDFILL THICKNESS VARYING UP TO 23 FEET THICK
 WITH AN AVERAGE THICKNESS OF 10 FEET IN THICKNESS. THE
 STRUCTURAL SHEET S1 NOTE A INDICATES NO SOILS REPORT
 PROVIDED. PAGE 3 OF THE REPORT INDICATES USING A ERI
 TRANSECT FIGURE -1 SHOWS THE ESTIMATED THICKNESS OF THE
 SUSPECTED BURIED DEBRIS ON THE ERI TRANSECTS IN PLAN
 VIEW IN 5 FT. INCREMENTS FROM PURPLE (THINNEST AT 0
 FEET BLS) TO RED (THICKEST AT OVER 40 FEET BLS).
 THE ERI TRANSECT SCANS A1-A4 SHOW THAT THE A-1 SCAN HAS
 THE MOST SIGNIFICANT POTENTIAL FOR SETTLEMENT.
  
 THIS AREA IS ALSO IN A QUESTIONABLE SOILS ZONE SINCE
 THERE HAS BEEN MUCK FOUND ALONG THE CANAL JUST EAST OF
 THE SITE. THE SOILS TESTING BORING LOGS SHOW THE
 BORINGS HAVE ONLY WENT DOWN TEN FEET.
  
 THE SOILS REPORT ALSO INDICATES THE LOT ELEVATION IS
 APPROXIMATELY 15 TO 20 FEET ABOVE THE STREET GRADE
 ELEVATION AND THIS LAYER OF SOILS WOULD NEED TO BE
 REMOVED FROM THE SITE TO OBTAIN A WORKING GRADE FOR THE
 SITE.
  
 2A) PLEASE ALSO PROVIDE DETAILED INFORMATION WHAT STEPS
 WILL ALSO NEED TO STABILIZE THE SOILS AND TO SECURE THE
 UNDERGROUND FUEL TANKS AND KEEP THEM SAFE FROM MOVEMENT
 AND SETTLEMENT, ONCE THE TANKS ARE FULL.
  
 3) THIS PROJECT WILL REQUIRE A RESIDENT INSPECTOR. 2010
 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATION, 110.3.9 OTHER
 INSPECTIONS SERVICES. THE BUILDING OFFICIAL MAY MAKE,
 OR CAUSE TO BE MADE BY OTHERS, THE INSPECTIONS REQUIRED
 BY SECTION 109. HE/SHE MAY ACCEPT REPORTS OF INSPECTORS
 OF RECOGNIZED INSPECTION SERVICES, PROVIDED THAT AFTER
 INVESTIGATION HE/SHE IS SATISFIED AS TO THEIR
 QUALIFICATIONS AND RELIABILITY. A CERTIFICATE CALLED
 FOR BY ANY PROVISION OF THE TECHNICAL CODES SHALL NOT
 BE BASED ON SUCH REPORTS UNLESS THE SAME ARE IN WRITING
 AND CERTIFIED BY A RESPONSIBLE OFFICER OF SUCH SERVICE.
 THE BUILDING OFFICIAL MAY REQUIRE THE OWNER TO EMPLOY
 AN INSPECTION SERVICE IN THE FOLLOWING INSTANCES: 7.)
 FOR BUILDINGS AND STRUCTURES OF UNUSUAL DESIGN OR
 METHODS OF CONSTRUCTION STEEL STRUCTURE WHERE EITHER
 STEEL IS WELDED OR BOLTED TOGETHER.
  
 3A) 3RD REQUEST. RESIDENT INSPECTOR FORMS MUST BE
 SIGNED BY ALL PARTIES NOTARIZED AND RETURNED TO THE

 PROJECT. THE RESUME' MUST BE ACCOMPANIED BY ALL
 CERTIFICATES AS SPECIFIED HEREIN. THE BUILDING OFFICIAL
 OR HIS DESIGNEE WILL REVIEW THE RESUME'. AFTER THE
 RESUME' IS REVIEWED, AN INTERVIEW WILL BE SCHEDULED.
 UNDER NO CIRCUMSTANCES WILL AN INSPECTOR BE INTERVIEWED
 FOR WORK WITHOUT FIRST MEETING THE ABOVE CRITERIA.
  
 3C) 3RD REQUEST. THE CONTRACTOR WILL PRODUCE A JOB
 SUMMARY OR HISTORY FOR THIS TYPE OF CONSTRUCTION.
  
 3D) 3RD REQUEST. NOTE FOR PAPER PLANS 3 SETS OF
 DOCUMENTS ARE REQUIRED.

 BEEN REVIEWED AND FOUND TO BE IN GENERAL CONFORMANCE TO
 THE DESIGN OF THE BUILDING. THE DEFERRED SUBMITTAL
 ITEMS SHALL NOT BE INSTALLED UNTIL THE DEFERRED
 SUBMITTAL DOCUMENTS HAVE BEEN APPROVED BY THE BUILDING
 OFFICIAL.
  
 6) PROVISO; 107.3.4.1 THOSE PRODUCTS WHICH ARE
 REGULATED BY DCA RULE 9N-3SHALL BE REVIEWED AND
 APPROVED IN WRITING BY THE DESIGNER OF RECORD PRIOR TO
 SUBMITTAL FOR JURISDICTIONAL APPROVAL.
  
 7) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO
