 ADMINISTRATION
  
 2014 EXISTING BUILDING CODE LEVEL II 701.3 COMPLIANCE.
 ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS, SYSTEMS, AND
 SPACES SHALL COMPLY WITH THE REQUIREMENTS OF THE
 FLORIDA BUILDING CODE, BUILDING.
  
 2ND REVIEW

 ACTION: DENIED
  
 1) COMPLIED. PLEASE SUBMIT A FLOOR PLAN OF THE INTERIOR
 OF THE BUILDING. IN THE YEAR 1998-99 IT LOOKS LIKE
 THERE WERE PERMITS TO CONVERT THIS SPACE TO HAVE A
 COMMERCIAL KITCHEN. THERE WAS A PERMIT FOR A UNDER
 COUNTER GREASE TRAP. IT WOULD APPEAR THROUGH THE
 OCCUPATIONAL LISENCE THAT THE USE AS A CATERING
 BUSINESS THAT WOULD HAVE BEEN NO CHANGE OF OCCUPANCY.
 THE NEW OCCUPATIONAL LICESNE FOR TABLE 427 IS FOR A 43
 SEAT RESTARAUNT. THIS MAY NOT BE A CHANGE OF OCCUPANCY
 BUT A CHANGE OF USE THAT WILL NEED TO BE REVIEWED BY
 ALL DISCIPLES FOR CODE COMPLIANCE. 2014 FBC-B 303.1.1.
 PLEASE NOTE THE OCCUPANT LOAD IS BASED ON THE SQUARE
 FOOTAGE OF THE BUILDING 15 SQ. FT PER OCCUPANT AND 200
 SQUARE FEET PER OCCUPANT FOR COMMERCIAL KITCHENS.
  
 PLEASE NOTE THAT WE WILL ALSO NEED A FLOOR PLAN FOR THE
 ADDTIONAL OUSIDE SEASONAL SEATING. ONCE THE COMBINED
 OCCUPANT LOAD IS 50 OR GREATER THIS BECOMES A CHANGE OF
 OCCUPANCY AS WELL AS A CHANGE IN USE. CHAPTER 10 OF THE
 2014 EXISISTNG BUILDING CODE WOULD BE ENACTED. PLEASE
 NOTE THE NEW CONCRETE SLAB DEPICTED ON SHEET 3 IS
 APPROXIMATELY 1364 SQUARE FEET/ 15= 91 OCCUPANTS.
  
 2) PROVISO: SHEET # 3 SHOWS THE NEW OPENING INTO THE
 EXISITNG BUILDING WITH NEW VERTICAL STEEL ON EACH SIDE
 OF THE DOORWAY. THE PLANS SHOW THE VERTICAL REBAR TO
 THE LINTEL HEIGHT BUT GOING TO THE BEAM ABOVE THAT WILL
 MAKE THE VERTICAL REBAR PART OF THE MWFRS (MAIN WIND
 FORCE RESISTING SYSTEM).
  
 3A) (1) 2ND REQUEST THE RESPONSE COMMENTS INDICATE THE
 OWNERS ARE RECYCLING AN EXISTING DOOR. THE ENGINEER OF
 RECORD WILL NEED TO COMPLETE AN ANALYSIS OF THE DOOR
 AND PROVIDE A REPORT THAT THE DOOR MEETS THE 2014 FBC-B
 FOR WIND PRESSURE DESIGN. HE WILL ALSO NEED TO PROVIDE
 A DOOR JAMB DETAIL AND ANCHORING OF THE DOOR JAMB TO
 THE MWFRS (MAIN WIND FORCE RESISTING SYSTEM) THE
 ENGINEER OF RECORD CAN USE AN APPROVED DOOR REPORT A
 MIAMI-DADE NOA OR FLORIDA APPROVAL TO DO THEIR RATIONAL
 ANALYSIS FROM.

 9N-3 NOV. 01/ 2010 (31) SUB-CATEGORY OF PRODUCTS OR
 CONSTRUCTION SYSTEMS THAT WILL REQUIRE PRODUCT
 APPROVALS:
 (31)(A) EXTERIOR DOORS.
  
 3A)(2) NEW COMMENT. CORRECT WORDING ON SHEETS 1 & 3.
 THE PLANS NOW SAY NEW FRENCH DOORS. PLEASE REVISE TO
 RECYCLED DOORS. DISCEPANCY IN THE DESCRIPTION OF THE
 PRODUCT BEING INSTALLED. 107.2.4 EXTERIOR WALL
 ENVELOPE. THE CONSTRUCTION DOCUMENTS SHALL INCLUDE
 MANUFACTURER?S INSTALLATION INSTRUCTIONS THAT PROVIDE
 SUPPORTING DOCUMENTATION THAT THE PROPOSED PENETRATION
 AND OPENING DETAILS DESCRIBED IN THE CONSTRUCTION
 DOCUMENTS MAINTAIN THE WEATHER RESISTANCE
 OF THE EXTERIOR WALL ENVELOPE. THE SUPPORTING
 DOCUMENTATION SHALL FULLY DESCRIBE THE EXTERIOR WALL
 SYSTEM WHICH WAS TESTED, WHERE APPLICABLE, AS WELL AS
 THE TEST PROCEDURE USED.
  
 3B) COMPLIED. 107.3.4.1 THOSE PRODUCTS WHICH ARE
 REGULATED BY DCA RULE 9N-3SHALL BE REVIEWED AND
 APPROVED IN WRITING BY THE DESIGNER OF RECORD PRIOR TO
 SUBMITTAL FOR JURISDICTIONAL APPROVAL.
  
 4) COMPLIED. THE PRODUCT APPROVAL SUBMITTED FOR THE
 ACCORDIAN STORM SHUTTER DOES NOT HAVE ANY OF THE
 DETAILS HIGHLIGHTED (CIRCLED) FOR THE TOP AND BOTTOM
 TRACKS, SPANS, TYPE OF FASTENERS ETC. CONSTRUCTION
 DOCUMENTS SHALL BE OF SUFFICIENT CLARITY TO INDICATE
 THE LOCATION, NATURE AND EXTENT OF THE WORK PROPOSED
 AND SHOW IN DETAIL THAT IT WILL CONFORM TO THE
 PROVISIONS OF THIS CODE AND RELEVANT LAWS, ORDINANCES,
 RULES AND REGULATIONS, AS DETERMINED BY THE BUILDING
 OFFICIAL. SUCH DRAWINGS AND SPECIFICATIONS SHALL
 CONTAIN INFORMATION, IN THE FORM OF NOTES OR OTHERWISE,
 AS TO THE QUALITY OF MATERIALS, WHERE QUALITY IS
 ESSENTIAL TO CONFORMITY WITH THE TECHNICAL CODES.
  
 5) 2ND REQUEST. I'VE SPOKEN WITH THE BUILDING OFFICIAL
 ABOUT THE INSWING GATES. THERE ARE (2) ISSUES WE WILL
 NEED TO SHOW EGRESS FRROM THE PROPOSED EXTERIOR
 ASSEMBLY SEATING WITH A OCCUPANT LOAD GREATER THAN 50.
  
 5A) THE DESIGNER OF RECORD ON THE COMMENT RESPONSE
 INDICATED WHILE THE RESTARAUNT IS OPEN THE GATES WILL
 BE HELD OPEN WITH HOLD OPEN DEVICES. THIS STATEMENT
 WILL NEED TO BE ADDED TO SHEETS 2,3 & 4.
  
 5B) THE DESIGNER OF RECORD ON THE COMMENT RESPONSE
 INDICATED THE 2ND MEANS OF EGRESS IS THE WHOLE BACK
 SIDE OF THE PROPOSED PATIO WILL BE OPEN SO THE
 DIRECTION OF TRAVEL CAN GO TOWARDS THE ALLEY AND TO THE
 PUBLIC WAY. SINCE THE 2014 FBC-B TABLE 1015.1 REQUIRES
 2 MEANS OF EGRESS WE WOULD ASK THAT THE DESIGNER OF
 RECORD
 PUT THE ABOVE STATEMENT ON SHEETS 2, 3 & 4 FOR
 COMPLIANCE OF THE SECOND MEANS OF EGRESS. ONCE OUTSIDE
 OF THE BUILDING FOR A MEANS OF EGRESS, YOU CAN NOT
 RE-ENTER THE BUILDING AS PART OF A MEANS OF EGRESS.
  
 COMMENT FROM 1ST REVIEW. SHEET 1 AND 3 BOTH SHOW THE
 NEW GATES THAT EXIT TO THE STREET SWING IN. WHEN
 OCCUPANT LOADS GREATER THAN 49 THEY NEED TO SWING IN
 THE DIRECTION OF TRAVEL. 2014 FBC-B 1008.1.2.
  
 THE OTHER ISSUE WITH THE NEW GATES, WITH OUTSWING GATES
 THEY WILL NEED TO BE SET BACK SO THE OUTSWING GATES DO
 NOT SWING OUT OVER THE PROPERTY LINE. 2014 FBC-B
 3202.2.
  
 6) PLEASE PROVIDE COMPLIANCE WITH THE NEW EXTERIOR BAR
 AREA. SHOW HOW COMPLIANCE WITH 2014 ACCESSIBILITY CODE
 226.2 DISPERSION,DINING SURFACES REQUIRED TO COMPLY
 WITH 902 SHALL BE DISPERSED THROUGHOUT THE SPACE OR
 FACILITY CONTAINING DINING SURFACES.
 2014 FBC-ACCESSIBILITY CODE 902.3 HEIGHT, PLEASE SHOW
 HOW COMPLIANCE WITH THE HEIGHT OF THE BAR WILL BE
 ACHIEVED. THE TOP OF DINING SURFACES SHALL BE A MINIMUM
 OF 28 INCHES AND A MAXIMUM OF 34 INCHES ABOVE THE
 FINISH FLOOR.
  
 7) WHEN RESUBMITTING PLANS PLEASE INDICATE THE REVISION
 & REMOVE ANY VOIDED SHEETS & REPLACE ANY PAGES AS
 NECESSARY. A TRANSMITTAL LETTER LISTING THE ORIGINAL
 REVIEW COMMENT NUMBER, WITH A DESCRIPTION OF THE
 REVISION MADE, IDENTIFYING THE SHEET OR SPECIFICATION
 PAGE WHERE THE CHANGES CAN BE FOUND WILL HELP TO
 EXPEDITE YOUR PERMIT. THANK YOU FOR YOUR ANTICIPATED
