 3. PURSUANT TO RESOLUTION NO. 189-15, PRIOR TO THE
 ISSUANCE OF A BUILDING PERMIT:
  
  A. ONE (1) OF THE FOLLOWING SHALL OCCUR:
  
  I. THE EXISTING 12 FOOT UTILITY EASEMENT, AS
 DEDICATED AND SHOWN ON THE PLAT OF VILLAGE PROMENADE,
 RECORDED IN PLAT BOOK 51, PAGE 120 OF THE PUBLIC
 RECORDS OF PALM BEACH COUNTY, FLORIDA, SHALL BE
 ABANDONED; OR
  
  II. THE DEVELOPER SHALL OBTAIN CONSENT FROM ALL
 UTILITY COMPANIES FOR ALL IMPROVEMENTS PROPOSED WITHIN
 THE ABOVE-REFERENCED UTILITY EASEMENT; OR
  
  III. THE PLANS SHALL BE REVISED TO REMOVE OR RELOCATE
 ALL IMPROVEMENTS PROPOSED WITHIN THE ABOVE-REFERENCED
 UTILITY EASEMENT.
  
  B. THE DEVELOPER SHALL OBTAIN WRITTEN APPROVAL FROM
 PERINI LAND AND DEVELOPMENT COMPANY, OR ITS SUCCESSORS
 OR ASSIGNS, IN ACCORDANCE WITH THAT COVENANT AND
 CONDITION DISCLOSED BY WARRANTY DEED RECORDED IN
 OFFICIAL RECORDS BOOK 4469, PAGE 541 OF THE PUBLIC
 RECORDS OF PALM BEACH COUNTY, FLORIDA.
  
  C. THE CITY OF WEST PALM BEACH POLICE DEPARTMENT -
 CRIME PREVENTION UNIT SHALL REVIEW AND APPROVE ALL
 CONSTRUCTION DRAWINGS TO ENSURE THE ADHERENCE TO
 GENERALLY-ACCEPTED CRIME PREVENTION THROUGH
 ENVIRONMENTAL DESIGN PRINCIPLES, AS WELL AS COMPLIANCE
 WITH ALL LOCAL AND STATE REGULATIONS PERTAINING TO THE
 PROPOSED USE. SUCH SUBMITTAL SHALL INCLUDE A
 CONSTRUCTION SITE SECURITY AND MANAGEMENT PLAN.
  
 4. A LANDSCAPE PERMIT APPLICATION SHALL BE SUBMITTED
 ALONG WITH TWO (2) SETS OF SIGNED/SEALED LANDSCAPE
 PLANS AND A CERTIFIED COST ESTIMATE (MATERIALS +
 LABOR).
  
 5. A SEPARATE PERMIT APPLICATION SHALL BE SUBMITTED FOR
 SITE LIGHTING ALONG WITH TWO (2) SETS OF PHOTOMETRIC
 PLANS, DETAILS/SPECS/ETC. OF THE PROPOSED FIXTURES AND
 POLES, ETC.
