 REVIEW COMMENTS - FIRE DEPARTMENT
  
 ***UPDATE: PLANS HAVE BEEN PASSED WITH THE
 UNDERSTANDING THAT REVISED PLANS WILL BE SUBMITTED
 BASED UPON A MEETING HELD AT CITY HALL (08/13/15 @ 1600
 HOURS) TO WHICH THE FIRE DEPARTMENT AND
 DESIGN/CONSTRUCTION TEAM REACHED A MUTUAL AGREEMENT TO
 RELOCATE THE ACCESS CONTROL HARDWARE TO THE PARKING
 GARAGE DOORS ADJACENT TO STAIR#5 AND PROVIDE SELECTIVE
 STAIRWELL RE-ENTRY (8TH, 7TH, AND 3RD FLOORS) WITH
 APPROPRIATE STAIRWELL SIGNAGE IN ACCORDANCE WITH NFPA

 2ND RESPONSE: THE ENGINEER'S RESPONSE INDICATES THE
 LOCKED CORRIDOR DOOR WILL UNLOCK WITH A FIRE ALARM.
 HAVING THE LOCKED CORRIDOR DOOR UNLOCK DURING A FIRE
 ALARM ONLY RESTRICTS EGRESS AND IS NOT COMPLIANT WITH
 NFPA 101. OCCUPANT ACCESS TO TWO EXITS IS REQUIRED AT
 ALL TIMES.
 RESPONSE COMMENT: OCCUPANTS UTILIZING THE TRASH CHUTE
 ADJACENT TO STAIR #5 REQUIRE ACCESS TO TWO EXITS AT ALL
 TIMES. THE LOCATION OF THE THIS CARD READER REQUIRES
 THE OCCUPANTS TO HAVE A KEY OR TOOL TO ACCESS THE
 SECONDARY MEANS OF EGRESS. EGRESS FROM THE RESIDENTIAL
 APARTMENTS THROUGH THE PARKING GARAGE (STORAGE
 OCCUPANCY) IS NOT PERMITTED.
 ORIGINAL COMMENT: THE CARD READERS AND EQUIPMENT
 LOCATED ADJACENT TO STAIR #5 DOOR (NORTH CENTRAL) WILL
 NEED TO BE REMOVED OR RELOCATED TO THE PARKING GARAGE
 DOOR (TYPICAL LEVEL 2 AND HIGHER) TO ALLOW FREE EGRESS
 AT ALL TIMES TO AT LEAST TWO STAIRS.
  
 2ND RESPONSE: THE ENGINEER'S RESPONSE INDICATES THAT
 ALL STAIRWELL DOORS WILL UNLOCK DURING A FIRE ALARM
 (OPTION #2 BELOW); HOWEVER, THE LETTER ALSO INDICATES
 THAT THERE WILL BE SELECTIVE STAIRWELL RE-ENTRY (OPTION
 #3 BELOW) ON FLOORS 3 AND 6, WHICH IS NOT COMPLIANT
 WITH A RE-ETNRY NEEDED ON THE 7TH OR 8TH FLOOR. THE
 DESIGN NEEDS TO FULLY COMPLY WITH ONLY ONE OPTION, NOT
 PARTS OF TWO DIFFERENT OPTIONS.
 NEW COMMENT: THE ORIGINAL ARCHITECTURAL LIFE SAFETY
 DESIGN INDICATED THAT THE EXIT STAIRS WERE TO BE
 ACCESS-CONTROLLED (LOCKED) FROM THE NON-EGRESS SIDE AT
 THE LOWEST FLOOR ONLY; ALL OTHER LEVELS WOULD BE FREE
 EGRESS AND FREE RE-ENTRY BACK ONTO THE FLOORS. THE
 LOCATION OF CARD READERS COMBINED WITH STAIRWELL DOORS
 WITHOUT DOOR HARDWARE FROM THE STAIR ENCLOSURE POSES
 CHALLENGES. INDICATE HOW COMPLIANCE WITH NFPA 101
 SECTION 7.2.1.5.7 WILL BE OBTAINED:EVERY DOOR ASSEMBLY
 IN A STAIR ENCLOSURE SERVING MORE THAN FOUR STORIES
 SHALL MEET ONE OF THE FOLLOWING CONDITIONS:
 (1) RE-ENTRY FROM THE STAIR ENCLOSURE TO THE INTERIOR
 OF THE BUILDING SHALL BE PROVIDED AT ALL TIMES AT ALL
 LEVELS
 (2) AN AUTOMATIC RELEASE THAT IS ACTUATED WITH THE
 INITIATION OF THE BUILDING FIRE ALARM SYSTEM SHALL BE
 PROVIDED TO UNLOCK ALL STAIR ENCLOSURE DOOR ASSEMBLIES
 TO ALLOW RE-ENTRY.
 (3) SELECTED RE-ENTRY SHALL BE PROVIDED IN ACCORDANCE
 WITH 7.2.1.5.7.1. PER 7.2.1.5.7.1 DOOR ASSEMBLIES ON
 STAIR ENCLOSURES SHALL BE PERMITTED TO BE EQUIPPED WITH
 HARDWARE THAT PREVENTS RE-ENTRY INTO THE INTERIOR OF
 THE BUILDING, PROVIDED THAT THE FOLLOWING CRITERIA ARE
 MET:
 (A) THERE SHALL BE NOT LESS THAN TWO LEVELS WHERE IT IS
 POSSIBLE TO LEAVE THE STAIR ENCLOSURE TO ACCESS ANOTHER
 EXIT.
 (B) THERE SHALL BE NOT MORE THAN FOUR STORIES
 INTERVENING BETWEEN STORIES WHERE IT IS POSSIBLE TO
 LEAVE THE STAIR ENCLOSURE TO ACCESS ANOTHER EXIT.
 (C) RE-ENTRY SHALL BE POSSIBLE ON THE TOP STORY OR
 NEXT-TO-TOP STORY SERVED BY THE STAIR ENCLOSURE, AND
 SUCH STORY SHALL ALLOW ACCESS TO ANOTHER EXIT.
 (D) DOOR ASSEMBLIES ALLOWING RE-ENTRY SHALL BE
 IDENTIFIED AS SUCH ON THE STAIR SIDE OF THE DOOR LEAF.
 (E) DOOR ASSEMBLIES NOT ALLOWING RE-ENTRY SHALL BE
 PROVIDED WITH A SIGN ON THE STAIR SIDE INDICATING THE
 LOCATION OF THE NEAREST DOOR OPENING, IN EACH DIRECTION
 OF TRAVEL, THAT ALLOWS RE-ENTRY OR EXIT.
  
 NOTE: THE REVISED PLANS INDICATE THE INSTALLATION OF
 MAGNETIC LOCKS ON 3RD AND 6TH FLOOR STAIRWELL FIRE
 DOORS. MAG LOCKS SHALL NOT PROTRUDE INTO THE REQUIRED
 EGRESS HEADROOM SPACE (6'-8" CLEARANCE NEEDED). FIRE
 RATED DOORS ARE REQUIRED TO BE POSITIVELY LATCHING.
