 1) NOTICE AT RISK, THIS PERMIT IS FOR A FOUNDATION
 ONLY, PLEASE PROVIDE AN APPENDIX TO THE PERMIT
 APPLICATION, DESCRIPTION OF WORK, AS TO WHAT WORK IS TO
 BE ACCOMPLISHED UNDER THIS FOUNDATION PERMIT. THE CITY
 CONSIDERS A FOUNDATION PERMIT ANY WORK TO BE COMPLETED
 UNTIL THE BUILDING LEVEL IS EVEN WITH GRADE.
  
 2010 WEST PALM BEACH AMENDMENTS TO THE FLORIDA BUILDING
 CODE, CHAPTER 1, ADMINISTRATION, 107.3.3. THE BUILDING
 OFFICIAL IS AUTHORIZED TO ISSUE A PERMIT FOR THE
 CONSTRUCTION OF FOUNDATIONS OR ANY OTHER PART OF A
 BUILDING OR STRUCTURE BEFORE THE CONSTRUCTION DOCUMENTS
 FOR THE WHOLE BUILDING OR STRUCTURE HAVE BEEN
 SUBMITTED, PROVIDED THAT ADEQUATE INFORMATION AND
 DETAILED STATEMENTS HAVE BEEN FILED COMPLYING WITH
 PERTINENT REQUIREMENTS OF THIS CODE. THE HOLDER OF SUCH
 PERMIT FOR THE FOUNDATION OR OTHER PARTS OF A BUILDING
 OR STRUCTURE SHALL PROCEED AT THE HOLDER?S OWN RISK
 WITH THE BUILDING OPERATION AND WITHOUT ASSURANCE THAT
 A PERMIT FOR THE ENTIRE STRUCTURE WILL BE GRANTED.
  
 2) NOTICE ONLY; THE CITY OF WEST PALM BEACH ART IN
 PUBLIC PLACES ORDINANCE REQUIREMENT THAT APPLIES TO ANY
 REMODEL OR NEW CONSTRUCTION PROJECT FOR WHICH THE
 PERMIT APPLICATION WAS SUBMITTED AFTER 7/1/14, AND THE
 TOTAL PROJECT CONSTRUCTION COSTS ARE EQUAL TO OR
 GREATER THAN $500,000. PER CITY OF WEST PALM BEACH
 ORDINANCE NO. 4504-14, AND CITY OF WEST PALM BEACH CODE
 OF ORDINANCES, ARTICLE V, ART IN PUBLIC PLACES, SECTION
 78-123(A) AND SECTION 78-126(A), THE ART ASSESSMENT IS
 1% OF THE TOTAL PROJECT CONSTRUCTION COST.
  
 PER CITY OF WEST PALM BEACH CODE OF ORDINANCES, ARTICLE
 V, ART IN PUBLIC PLACES, SECTION 78-122, RENOVATION AND
 NEW CONSTRUCTION PROJECTS ARE ASSESSED CUMULATIVELY, SO
 THE ART ASSESSMENT WILL BE APPLICABLE TO ALL FUTURE
 PROJECTS.
  
 3) 3RD REQUEST. A FLOOD ZONE CERTIFICATE IS REQUIRED AS
 PART OF THE PLAN REVIEW DOCUMENTS WITH THE PROPOSED
 FINISH FLOOR HEIGHT.
  
 IN GOING TO THE 2010 FBC-B SECTION 1612.4 THE DESIGN
 AND CONSTRUCTION OF BUILDINGS LOCATED IN THE FLOOD
 HAZARD AREAS THE DESIGN SHALL BE IN ACCORDANCE WITH
 ASCE 24. BEFORE GOING TO THE ASCE 24 I HAD REVIEWED THE
 SUBMITTED COASTAL A ZONE REPORT AND CONCUR THAT THE
 PROPERTY IS NOT LOCATED IN A COASTAL A5 ZONE BUT AN A5
 FLOOD ZONE.
  
 IN REVIEWING ASCE 24 SECTION 6.2.1 DRY FLOOD PROOFING
 LIMITATIONS STATES THAT IN NONRESIDENTIAL AREAS OF
 MIXED USE STRUCTURES SHALL NOT BE ALLOWED UNLESS SUCH
 STRUCTURES ARE LOCATED OUTSIDE OF THE HIGH RISK FLOOD
 HAZARD AREAS, COASTAL HIGH HAZARD AREAS, AND COASTAL A
 ZONES.
 DRY FLOOD PROOFING OF RESIDENTIAL AREAS OF MIXED USE
 STRUCTURES SHALL NOT BE PERMITTED.
  
 THE ABOVE REQUIREMENT WE FELT THAT THE DESIGN MET ALL
 OF THESE REQUIREMENTS. THE RESIDENTIAL AREAS WERE ALL
 ABOVE THE BASE FLOOD, WE CONSIDERED THE BUILDING A
 MIXED USE R2 OCCUPANCY ABOVE WITH 2 STORIES OF STORAGE
 OCCUPANCIES THE PARKING WHICH WOULD BE ALLOWED TO BE
 BELOW THE BASE FLOOD WITH DRY FLOOD PROOFING .

 THE REAL ISSUE WITH THIS DESIGN IS FEMA'S TECHNICAL
 BULLETIN 6-93. NFIP REGULATIONS
 THE NFIP REGULATIONS PROVIDE DIRECTION CONCERNING
 WHETHER OR NOT BELOW GRADE PARKING IS PERMITTED IN
 SFHAS, BOTH COASTAL AND RIVERINE. FOR THE PURPOSES OF
 THE NFIP, BELOW GRADE PARKING IS CONSIDERED A BASEMENT.
 A BASEMENT IS DEFINED AS ANY AREA OF A BUILDING HAVING
 ITS FLOOR SUBGRADE (BELOW GROUND LEVEL) ON ALL SIDES.
 THE FOLLOWING SUBSECTIONS PROVIDE APPLICABLE EXCERPTS
 FROM THE NFIP REGULATIONS. BELOW-GRADE PARKING GARAGES
 IN RESIDENTIAL BUILDINGS IN A ZONES.
 SECTION 60.3(C)(2) OF THE NFIP REGULATIONS STATES THAT
 A COMMUNITY SHALL: ?REQUIRE THAT ALL NEW CONSTRUCTION
 AND SUBSTANTIAL IMPROVEMENTS OF RESIDENTIAL STRUCTURES
 WITHIN ZONES A1-A30, AE AND AH ON THE COMMUNITY?S FIRM
 HAVE THE LOWEST FLOOR (INCLUDING BASEMENT) ELEVATED TO
 OR ABOVE THE BASE FLOOD LEVEL... ?
  
 UNDER THE NFIP, A BELOW GRADE PARKING GARAGE IS
 CONSIDERED A BASEMENT IF IT IS BELOW GRADE ON ALL
 SIDES. THEREFORE, THE CONSTRUCTION OF BELOW- GRADE
 PARKING GARAGES IS PROHIBITED BENEATH RESIDENTIAL
 BUILDINGS IN ZONES A1-A30, AE, AND AH.

 FLOOD ZONE CERTIFICATES
 FBC BUILDING 1612 AND CITY OF WPB CODE OF ORDINANCES
 SECTION 94-546. STRUCTURE IS LOCATED IN AN "A" FLOOD
 ZONE. A FLOOD ELEVATION CERTIFICATE WILL BE REQUIRED.
 PLEASE REVIEW CITY ORDINANCE FOR THE CITY REQUIREMENTS
 REQUIRE AN ADDITIONAL 6 INCHES OF ELEVATION.
  
 DURING THE PERMITTING OF THIS STRUCTURE THERE WILL BE
 REQUIRED (3) DIFFERENT FLOOD ZONE CERTIFICATES
 REQUIRED:
 (1) A FLOOD ZONE CERTIFICATE IS REQUIRED AS PART OF THE
 PLAN REVIEW DOCUMENTS WITH THE PROPOSED FINISH FLOOR
 HEIGHT.
 (2) ONCE THE FIRST FLOOR SLAB IS POURED THE 2ND
 ELEVATION CERTIFICATE IS REQUIRED
 (3) BEFORE THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY
 OR A CERTIFICATE OF COMPLETION THE 3RD FLOOD ZONE
 CERTIFICATE IS REQUIRED WITH THE HEIGHT OF ALL EXTERIOR

 EVERY EXCAVATION ON A SITE LOCATED 5 FEET (1524 MM) OR
 LESS FROM THE STREET LOT LINE SHALL BE ENCLOSED WITH A
 BARRIER NOT LESS THAN 6 FEET (1829 MM) HIGH. WHERE
 LOCATED MORE THAN 5 FEET (1524 MM) FROM THE STREET LOT
 LINE, A BARRIER SHALL BE ERECTED WHEN REQUIRED BY THE
 BUILDING OFFICIAL. BARRIERS SHALL BE OF ADEQUATE

 ENTIRE LENGTH OF THE CONSTRUCTION SITE.
 12) PROVISO: 2010 FBC-B [F] 3309.1 WHERE REQUIRED. ALL
 STRUCTURES UNDER CONSTRUCTION SHALL BE PROVIDED WITH
 NOT LESS THAN ONE APPROVED PORTABLE FIRE EXTINGUISHER
 IN ACCORDANCE WITH SECTION 906 AND SIZED FOR NOT LESS
 THAN ORDINARY HAZARD AS FOLLOWS:
 1. AT EACH STAIRWAY ON ALL FLOOR LEVELS WHERE
 COMBUSTIBLE MATERIALS HAVE ACCUMULATED.
 2. IN EVERY STORAGE AND CONSTRUCTION SHED.
 3. ADDITIONAL PORTABLE FIRE EXTINGUISHERS SHALL BE
 PROVIDED WHERE SPECIAL HAZARDS EXIST, SUCH AS THE
 STORAGE AND USE OF FLAMMABLE AND COMBUSTIBLE LIQUIDS.

 THE PROVISIONS OF THIS CODE AND THE FLORIDA FIRE
 PREVENTION CODE SHALL BE STRICTLY OBSERVED TO SAFEGUARD
 AGAINST ALL FIRE HAZARDS ATTENDANT UPON CONSTRUCTION
 OPERATIONS.
  
 13) PROVISO: [F] 3311.1 WHERE REQUIRED. IN BUILDINGS
 REQUIRED TO HAVE STANDPIPES BY SECTION 905.3.1, NOT
 LESS THAN ONE STANDPIPE SHALL BE PROVIDED FOR USE
 DURING CONSTRUCTION. SUCH STANDPIPES SHALL BE INSTALLED
 WHEN THE PROGRESS OF CONSTRUCTION IS NOT MORE THAN 40
 FEET (12 192 MM) IN HEIGHT ABOVE THE LOWEST LEVEL OF
 FIRE DEPARTMENT VEHICLE ACCESS. SUCH STANDPIPE SHALL BE
 PROVIDED WITH FIRE DEPARTMENT HOSE CONNECTIONS AT
 ACCESSIBLE LOCATIONS ADJACENT TO USABLE STAIRS. SUCH
 STANDPIPES SHALL BE EXTENDED AS CONSTRUCTION PROGRESSES
 TO WITHIN ONE FLOOR OF THE HIGHEST POINT OF

 14)PROVISO: 109.3.10.1 HURRICANE PROTECTION. IT SHALL

 RELATED MATERIALS EQUIPMENT AND DEBRIS TO REMAIN LOOSE
 OR OTHERWISE UNSECURED AT A CONSTRUCTION SITE FROM 24
 HRS. AFTER A HURRICANE WATCH HAS BEEN ISSUED UNTIL THE
 HURRICANE WATCH OR WARNING HAS BEEN LIFTED. ALL SUCH
 CONSTRUCTION MATERIALS, EQUIPMENT AND DEBRIS SHALL BE
 EITHER REMOVED FROM THE CONSTRUCTION SITE OR SECURED IN
 SUCH A MANNER AS TO MINIMIZE THE DANGER OF SUCH
 CONSTRUCTION MATERIALS, EQUIPMENT AND DEBRIS CAUSING
 DAMAGE TO PERSONS OR PROPERTY FROM HIGH WINDS. ANY
 PERSONS WHO FAILS TO COMPLY TO COMPLY TO REMOVE OR
 SECURE THE CONSTRUCTION MATERIALS EQUIPMENT AND DEBRIS
 WITHIN 24 HRS. AFTER A HURRICANE WATCH HAS BEEN ISSUED

 SHALL BE REQUIRED FOR STRUCTURAL SUPPORT AND TIE DOWN,
 ELECTRICAL SUPPLY, AND ALL UTILITY CONNECTIONS TO SUCH

 TRAILERS, CLOSENESS TO BUILDINGS AND OR OTHER
