 ELECTRONICALLY
 UPON APPLICATION AND FEE PAYMENT DESIGN DOCUMENTS

 SIGNATURES OF DESIGN PROFESSIONALS AS APPLICABLE; USE
 THE REQUIRED NAMING CONVENTION FOR EACH DOCUMENT
 2 INCLUDE ON A CD IF DESIGN PROFESSIONAL DIGITAL
 SIGNATURES ARE PROVIDED AS REQUIRED; USE THE REQUIRED
 NAMING CONVENTION FOR EACH DOCUMENT
 3 INCLUDE ON A CD WITH ONE SET OF TRADITIONAL PAPER
 DESIGN DOCUMENTS SIGNED AND SEALED AS REQUIRED; USE THE

 1) THE PERMIT APPLICATION INDICATES THIS IS A
 RENOVATION OF 10 UNITS. FROM THE BEGINNING OF ALL THE
 MEETINGS BOTH THE FIRE DEPARTMENT AND BUILDING
 DEPARTMENT HAVE STATED THIS BUILDING WILL BE UNDER
 GOING A CHANGE IN OCCUPANCY FROM AN APARTMENT BUILDING
 TO A DORMATORY. PLEASE SEE THE 2010 FLORIDA EXISTING
 BUILDING CODE. 901.1 SCOPE. THE PROVISIONS OF THIS
 CHAPTER SHALL APPLY WHERE A CHANGE OF OCCUPANCY OCCURS,
 AS DEFINED IN SECTION 202, INCLUDING: (2.) WHERE THERE
 IS A CHANGE IN OCCUPANCY CLASSIFICATION OR THE
 OCCUPANCY GROUP DESIGNATION CHANGES.
  
 IN THIS CASE THE ORIGINAL USE AN APARTMENT BUILDING(
 CONDO) TO THE NEW USE OF A DORMATORY. BOTH USES ARE A
 R2 OCCUPANCY BUT THE OCCUPANCY GROUP DESIGNATION
 CHANGES, THE NAME THAT IDENTIFIES SOMEONE OR SOMETHING
 OR THE ACT OF INDICATING OR IDENTIFYING SOMEONE OR
 SOMETHING.
  
 DORMITORY. A SPACE IN A BUILDING WHERE GROUP SLEEPING
 ACCOMMODATIONS ARE PROVIDED IN ONE ROOM, OR IN A SERIES
 OF CLOSELY ASSOCIATED ROOMS, FOR PERSONS NOT MEMBERS OF
 THE SAME FAMILY GROUP, UNDER JOINT OCCUPANCY AND SINGLE
 MANAGEMENT, AS IN COLLEGE DORMITORIES OR FRATERNITY
 HOUSES.
  
 THIS REVIEW WILL CONTINUE UNDER THE CHANGE OF
 OCCUPANCY, THERE ARE CODE ISSUES ON THE PLANS THAT WERE
 NOT EVER DISCUSSED IN THE SERIES OF MEETINGS HELD SINCE
 DECEMBER OF 2014.
 2010 FL EXST. BLDG. CODE 901.3 CHANGE OF OCCUPANCY
 CLASSIFICATION. WHERE THE OCCUPANCY CLASSIFICATION OF A
 BUILDING CHANGES, THE PROVISIONS OF SECTIONS 902
 THROUGH 912 SHALL APPLY. THIS INCLUDES A CHANGE OF
 OCCUPANCY CLASSIFICATION WITHIN A GROUP AS WELL AS A
 CHANGE OF OCCUPANCY CLASSIFICATION FROM ONE GROUP TO A
 DIFFERENT GROUP.
  
 2A) THE PERMIT APPLICATION INDICATES IT IS FOR THE 1ST
 10 UNITS THAT ARE UNDERGOING THE CHANGE IN USE, BUT THE
 COVER SHEET LIST UNDER SCOPE OF WORK PHASED WORK ,
 UNITS COVERED UNDER THIS PHASE AND THE UNITS TO BE
 COVERED UNDER THE NEXT PHASE, ARE THERE ADDITIONAL
 PLANS GOING TO BE SUBMITTED FOR THE 2ND PHASE OR ARE WE
 TO COMMENT AS WELL ON THE NEXT PHASE SO THE SAME SET OF
 PLANS WOULD BE CONSIDERED MORE OF A MASTER AND THE
 CONTRACTOR WOULD ONLY NEED TO APPLY FOR A PERMIT
 APPLICATION SINCE THE REVIEWS WOULD HAVE BEEN UNDER THE
 1ST PHASED PERMIT? ADDITIONAL INFORMATION IS REQUIRED,

 2B) SINCE THE PLANS INDICATE AND SHOW PHASED WORK ON
 THE PLANS PLEASE ALSO CONSIDER IF THE NEXT PHASE OF
 WORK HAS NOT APPLIED FOR PERMIT BEFORE JUNE 30/ 2015
 NEW PLANS WILL BE REQUIRED, SINCE THE 5TH EDITION OF
 THE FLORIDA BUILDING CODE WILL BE ADOPTED STATEWIDE ON
 JULY 01/ 2015.
  
 3A) THE DESIGNER OF RECORD HAS NOT INDICATED WHICH
 COMPLIANCE METHOD THEY ARE CHOSING UNDER THE 2010 FL.
 EXISTING BUILDING CODE 101.5 COMPLIANCE METHODS. THE
 EXCEPTION SUBJECT TO THE APPROVAL OF THE CODE OFFICIAL,
 ALTERATIONS COMPLYING WITH THE LAWS IN EXISTENCE AT THE
 TIME THE BUILDING OR THE AFFECTED PORTION OF THE
 BUILDING WAS BUILT. BOTH THE BUILDING CODE OFFICIAL AND
 FIRE OFFICIAL UNDER THE FIRE PREVENTION CODE HAVE MADE
 CERTIAN REQUIREMENTS TO TAKE PLACE BEFORE THE OCCUPANCY
 OF UNITS BEFORE THEY PHASED APPROVAL CAN TAKE PLACE,
  
 PLEASE SEE THE FIRE DEPARTMENTS (PETER LEDUC) COMMENTS
 ON WHAT WILL BE REQUIRED ON EACH PHASE. ONE EXCEPTION
 WE UNDERSTAND WILL BE THE SCISSOR STAIRS WILL BE
 ALLOWED TO REMAIN AS IS BECAUSE OF THE TECHNICAL
 RESTRAINTS.
  
 3B) THE CODE ANALYSIS DOES NOT STATE THE NUMBER OF
 FLOORS NOR DOES THE CODE ANALYSIS STATE THE HEIGHT OF
 THE UPPER MOST OCCUPIABLE FLOOR, THE ROOF TOP DECK,
 FOUND ON SHEET A-6 THE PLANS STATE NO WORK ON THIS
 DECK. IS THIS BUILDING CONSIDERED A HIGH-RISE?
 107.3.5 MINIMUM PLAN REVIEW CRITERIA FOR BUILDINGS. T
 107.3.5.1 COMMERCIAL BUILDINGS:
 107.3.5.1.1 BUILDING
  
 4) ON ALL FLOORS THERE IS A TRASH CHUTE WITHOUT A
 ACCESS ROOM.
 THE EXST. BLDG. CODE 912.1.1.2 CHANGE OF OCCUPANCY
 CLASSIFICATION WITH SEPARATION. WHERE A PORTION OF AN
 EXISTING BUILDING THAT IS CHANGED TO A NEW OCCUPANCY
 CLASSIFICATION AND THAT PORTION IS SEPARATED FROM THE
 REMAINDER OF THE BUILDING WITH FIRE BARRIERS HAVING A
 FIRE-RESISTANCE RATING AS REQUIRED IN THE FLORIDA
 BUILDING CODE, BUILDING FOR THE SEPARATE OCCUPANCY,
 THAT PORTION SHALL COMPLY WITH ALL THE REQUIREMENTS OF
 CHAPTER 8 FOR THE NEW OCCUPANCY CLASSIFICATION AND WITH
 THE REQUIREMENTS OF THIS CHAPTER.
 801.2 COMPLIANCE. IN ADDITION TO THE PROVISIONS OF THIS
 CHAPTER, WORK SHALL COMPLY WITH ALL OF THE REQUIREMENTS
 OF CHAPTERS 6 AND 7. THE REQUIREMENTS OF SECTIONS 703,
 704, AND 705 SHALL APPLY WITHIN ALL WORK AREAS WHETHER
 OR NOT THEY INCLUDE EXITS AND CORRIDORS SHARED BY MORE
 THAN ONE TENANT AND REGARDLESS OF THE OCCUPANT LOAD.
 703.2.1 EXISTING VERTICAL OPENINGS. ALL EXISTING
 INTERIOR VERTICAL OPENINGS CONNECTING TWO OR MORE
 FLOORS SHALL COMPLY WITH THE APPROPRIATE SECTIONS OF
 THE FLORIDA FIRE PREVENTION CODE.
  
 5) SHEET A3 UNIT 401 THE ACCESSIBLE BATHROOM & KITCHEN
 AND ON SHEET A2 PHASE 2 UNIT 202 THE 2ND PHASE
 ACCESSIBLE UNIT WITH RESTROOM AND KITCHEN.
 5A) BOTH UNITS WILL NEED TO COMPLY WITH AN ACCESSIBLE
 ENTRANCE WITH EITHER 18" ON THE LATCH SIDE OF THE ENTRY
 DOOR OR SUPPLY A ELECTRONIC PUSH PAD AND DOOR OPENER
 UNDER 103 EQUIVALENT FACILITATION.
  
 5B) PROVIDE A ENLARGED DETAIL OF BATHROOMS AND KITCHENS
 AND THE REQUIRED CLEAR FLOOR SPACE FOR KITCHEN
 APPLIANCES AND BATHROOM FIXTURES, SUPPLY DIMENSIONS FOR
 THE ROOM SIZES. KITCHENS ARE TO COMPLY WITH THE
 ACCESSIBLITY CODE CHAPTER 804 AND CHAPTER 6 FOR THE
 BATHROOMS.
  
 6) PLEASE PROVIDE HOW MANY SLEEPING ROOMS THERE ARE IN
 THE BUILDING. 2010 FL ACCESS. CODE 224.7 HOUSING AT A
 PLACE OF EDUCATION.
 HOUSING AT A PLACE OF EDUCATION SHALL COMPLY WITH THE
 REQUIREMENTS FOR TRANSIENT LODGING GUEST ROOMS IN
 SECTIONS 224 AND 806, SUBJECT TO THE FOLLOWING
 EXCEPTIONS. THE TERM ?SLEEPING ROOM? IS INTENDED TO BE
 USED INTERCHANGEABLY WITH THE TERM ?GUEST ROOM? AS IT
 IS USED IN THE TRANSIENT LODGING STANDARDS.
 EXCEPTIONS:
 1. KITCHENS WITHIN HOUSING UNITS CONTAINING ACCESSIBLE
 SLEEPING ROOMS WITH MOBILITY FEATURES (INCLUDING SUITES
 AND CLUSTERED SLEEPING ROOMS) OR ON FLOORS CONTAINING
 ACCESSIBLE SLEEPING ROOMS WITH MOBILITY FEATURES SHALL
 PROVIDE TURNING SPACES THAT COMPLY WITH SECTION 809.2.2
 AND KITCHEN WORK SURFACES THAT COMPLY WITH SECTION
 804.3.
 2. MULTI-BEDROOM HOUSING UNITS CONTAINING ACCESSIBLE
 SLEEPING ROOMS WITH MOBILITY FEATURES SHALL HAVE AN
 ACCESSIBLE ROUTE THROUGHOUT THE UNIT IN ACCORDANCE WITH
 SECTION 809.2
  
 7) 224.1.2 GUEST ROOM DOORS AND DOORWAYS.
 ENTRANCES, DOORS, AND DOORWAYS PROVIDING USER PASSAGE
 INTO AND WITHIN GUEST ROOMS THAT ARE NOT REQUIRED TO
 PROVIDE MOBILITY FEATURES COMPLYING WITH 806.2 SHALL
 COMPLY WITH 404.2.3.
 EXCEPTION: SHOWER AND SAUNA DOORS IN GUEST ROOMS THAT
 ARE NOT REQUIRED TO PROVIDE MOBILITY FEATURES COMPLYING
 WITH 806.2 SHALL NOT BE REQUIRED TO COMPLY WITH
 404.2.3.
 ADVISORY 224.1.2 GUEST ROOM DOORS AND DOORWAYS.
 BECAUSE OF THE SOCIAL INTERACTION THAT OFTEN OCCURS IN
 LODGING FACILITIES, AN ACCESSIBLE CLEAR OPENING WIDTH
 IS REQUIRED FOR DOORS AND DOORWAYS TO AND WITHIN ALL
 GUEST ROOMS, INCLUDING THOSE NOT REQUIRED TO BE
 ACCESSIBLE. THIS APPLIES TO ALL DOORS, INCLUDING
 BATHROOM DOORS, THAT ALLOW FULL USER PASSAGE. OTHER
 REQUIREMENTS FOR DOORS AND DOORWAYS IN SECTION 404 DO
 NOT APPLY TO GUEST ROOMS NOT REQUIRED TO PROVIDE
 MOBILITY FEATURES.
  
 8) 224.2 GUEST ROOMS WITH MOBILITY FEATURES. IN
 TRANSIENT LODGING FACILITIES, GUEST ROOMS WITH MOBILITY
 FEATURES COMPLYING WITH 806.2 SHALL BE PROVIDED IN
 ACCORDANCE WITH TABLE 224.2.
  
 9) 224.4 GUEST ROOMS WITH COMMUNICATION FEATURES. IN
 TRANSIENT LODGING FACILITIES, GUEST ROOMS WITH
 COMMUNICATION FEATURES COMPLYING WITH 806.3 SHALL BE
 PROVIDED IN ACCORDANCE WITH TABLE 224.4.
  
 10) 224.5 DISPERSION. GUEST ROOMS REQUIRED TO PROVIDE
 MOBILITY FEATURES COMPLYING WITH 806.2 AND GUEST ROOMS
 REQUIRED TO PROVIDE COMMUNICATION FEATURES COMPLYING
 WITH 806.3 SHALL BE DISPERSED AMONG THE VARIOUS CLASSES
 OF GUEST ROOMS, AND SHALL PROVIDE CHOICES OF TYPES OF
 GUEST ROOMS, NUMBER OF BEDS, AND OTHER AMENITIES
 COMPARABLE TO THE CHOICES PROVIDED TO OTHER GUESTS.
 WHERE THE MINIMUM NUMBER OF GUEST ROOMS REQUIRED TO
 COMPLY WITH 806 IS NOT SUFFICIENT TO ALLOW FOR COMPLETE
 DISPERSION, GUEST ROOMS SHALL BE DISPERSED IN THE
 FOLLOWING PRIORITY: GUEST ROOM TYPE, NUMBER OF BEDS,
 AND AMENITIES. AT LEAST ONE GUEST ROOM REQUIRED TO
 PROVIDE MOBILITY FEATURES COMPLYING WITH 806.2 SHALL
 ALSO PROVIDE COMMUNICATION FEATURES COMPLYING WITH
 806.3. NOT MORE THAN 10 PERCENT OF GUEST ROOMS REQUIRED
 TO PROVIDE MOBILITY FEATURES COMPLYING WITH 806.2 SHALL
 BE USED TO SATISFY THE MINIMUM NUMBER OF GUEST ROOMS
 REQUIRED TO PROVIDE COMMUNICATION FEATURES COMPLYING

 11) THE A.7 AND A7.1 BOTH SHOW WIND DESIGN CRITERIA AS
 A "C" EXPOSURE, WHEN YOU SHOOT A VECTOR OUT TO NORTH
 OVER THE INTERCOASTAL TO THE NORTH BRIDE THE DISTANCE
 OF CLEAR WATER IS OVER 5,000 FT. THE SAME HOLDS TRUE TO
 THE SOUTH WHEN A VECTOR IS SHOUT OUT TO THE SOUTH END
 OF EVERGLADES ISLAND ACROSS FROM PHIPPS PARK IN PALM
 BEACH, THIS IS ALSO OVER 5,000 FT PUTTING THE EXPOSURE
 AS A EXPOSURE "D". 2010 FBC-B 1609.4.2 EXPOSURE D.
 EXPOSURE D SHALL APPLY WHERE THE GROUND SURFACE
 ROUGHNESS, AS DEFINED BY SURFACE ROUGHNESS D, PREVAILS
 IN THE UPWIND DIRECTION FOR A DISTANCE OF AT LEAST
 5,000 FEET (1524 M) OR 20 TIMES THE HEIGHT OF THE
 BUILDING, WHICHEVER IS GREATER. EXPOSURE D SHALL EXTEND
 INLAND FROM THE SHORELINE FOR A DISTANCE OF 600 FEET
 (183 M) OR 20 TIMES THE HEIGHT OF THE BUILDING,
 WHICHEVER IS GREATER FROM AN EXPOSURE D CONDITION AS
 DEFINED IN THE PREVIOUS SENTENCE.
  
 12) IMPACT FEES BEFORE A PERMIT TO CONSTRUCT, MAY BE
 ISSUED, IMPACT FEES MUST BE PAID TO PALM BEACH COUNTY.
 THE ACTUAL PERMIT SET OF PLANS MUST BE STAMPED BY THAT
 OFFICE, AND A COPY OF THE PAID RECEIPT ATTACHED TO THE
