 BUILDING COMMENTS:
  
 1. ZLDR SEC. 94-221(D)(5) REQUIRES STOREFRONTS ALONG
 FRONTAGE LINES...EACH STOREFRONT MUST HAVE CLEAR GLAZED
 AREAS, ALONG A MINIMUM OF 70 PERCENT OF ITS FACADE
 LENGTH, BETWEEN TWO AND EIGHT FEET FROM THE GROUND.
 WHILE ADDITIONAL WINDOWS WITH CLEAR GLAZING IS
 PREFERRED TO MEET THE MINIMUM GLAZING REQUIREMENT WITH
 THE FACADE RENOVATION, IT IS UNDERSTOOD THAT THERE ARE
 EXISTING INTERNAL FUNCTIONS OF THE EXISTING BUILDING
 WHICH DO NOT MAKE THIS OPTIONS PRACTICAL. HOWEVER,
 ADDITIONAL DESIGN ELEMENTS SUCH AS FAUX WINDOW,
 TRELLIS, LANDSCAPING, AWNINGS, ARCHITECTURAL ELEMENTS,
 ETC. WILL NEED TO BE PROPOSED ALONG THE 'BLANK' PORTION
 OF THE FACADE ALONG BROADWAY TO MEET THE INTENT OF THE
 BMUD ZONING DISTRICT TO PROVIDE FOR AN URBAN,
 PEDESTRIAN-ORIENTED DISTRICT.
  
 2. PLEASE DEMONSTRATE COMPLIANCE WITH THE FOLLOWING
 CODE REQUIREMENTS FOR PROPOSED WINDOWS:
 A. ZLDR SEC. 94-221(D)(6)(C) - 'WINDOWS SHALL BE
 RECESSED A MINIMUM OF TWO INCHES FROM THE EXTERIOR FACE
 OF THE FACADE.'
 B. ZLDR SEC. 94-221(D)(6)(D) - 'MULTIPLE WINDOWS IN THE
 SAME ROUGH OPENING SHALL BE SEPARATED BY A FOUR-INCH
 WIDE POST AND SIT ON ONE CONTINUOUS SILL.'
  
 SITE PLAN COMMENTS:
  
 3. INCLUDE PROPERTY SURVEY.
  
 4. DIMENSION BUILDING SETBACK INCLUDING THE
 ADDITION(S).
  
 5. DRIVE-THRU RESTAURANTS IN THE BMUD TYPE II ZONING
 DISTRICT ARE SUBJECT TO EXTRA REQUIREMENTS. ALL
 PRINCIPAL AND ACCESSORY STRUCTURES SHALL BE 100 FEET
 FROM ANY RESIDENTIAL ZONING DISTRICT (ZLDR SEC.
 94-273(D)(66)). A RESIDENTIAL ZONING DISTRICT ABUTS THE
 SUBJECT PROPERTY TO THE EAST. PLEASE DIMENSION PLANS TO
 SHOW COMPLIANCE. ANY NEW ADDITIONS WITHIN THIS 100 FOOT
 SETBACK ARE NOT PERMITTED WITHOUT A WAVIER THROUGH THE
 CLASS B SPECIAL USE PERMIT PROCESS.
  
 6. DIMENSION DRIVE AISLES TO DEMONSTRATE COMPLIANCE
 WITH MINIMUM WIDTH REQUIREMENTS (ZLDR SEC. 94-485).
  
 7. HOW WILL SOMEONE IN THE PARKING LOT ACCESS THE
 BUILDING ENTRANCE? PLEASE INDICATE THE ROUTE OF SAFE
 PEDESTRIAN ACCESS.
  
 8. 'NEW CONCRETE WALK' ALONG THE SOUTH SIDE OF THE
 BUILDING IS NOT A FUNCTIONAL WALKWAY BECAUSE OF THE
 MENU BOARD AND PROPOSED ADDITION. IF THIS IS INTENDED
 TO BE A FUNCTIONAL WALKWAY OR PROVIDE A CONNECTION
 PLEASE REVISE TO DEMONSTRATE FEASIBILITY AS A WALKWAY.
 OTHERWISE, PROVIDE LANDSCAPING WITHIN THIS AREA RATHER
 THAN CONCRETE.
  
 9. PLEASE PROVIDE AND INDICATE THE LOCATION OF TRAFFIC
 CONTROL SIGNAGE (I.E. DO NOT ENTER, ONE-WAY, STOP).
  
 10. HOW DOES SOMEONE EXIT THE HANDICAP PARKING SPACE?
 IT APPEARS THEY WOULD NEED TO BACK-UP IN TO THE
 ENTRANCE DRIVE TO BE ABOUT TO PROCEED IN THE ONE-WAY
 DIRECTION AROUND THE BUILDING. THIS IS VERY UNSAFE FOR
 ANY PARKING SPACE TO BE LOCATED IN FRONT OF THE
 BUILDING WITH THE PROPOSED CONFIGURATION. PLEASE
 REVISE.
  
 11. PLEASE REVISE PARKING CALCULATIONS IN ACCORDANCE
 WITH ZLDR SEC. 94-221(F)(1). THE SITE WILL LIKELY
 EXCEED THE MAXIMUM PARKING PERMITTED, HOWEVER, THE SITE
 IMPROVEMENTS ARE BRINGING THE SITE CLOSER TO COMPLIANCE
 WITH THE MAXIMUM PARKING REGULATIONS SO THE CAP WILL
 NOT APPLY AS LONG AS YOU ARE REDUCING THE PARKING AND
 NOT INCREASING IT.
  
 12. PLEASE PROVIDE BICYCLE PARKING IN ACCORDANCE WITH
 ZLDR SEC. 94-111(I). INDICATE LOCATION OF BICYCLE
 PARKING ON SITE PLAN AND PROVIDE DETAIL SHOWING THE
 BICYCLE RACK AND MINIMUM SPACING DIMENSIONS. (NOTE:
 BICYCLE RACK SHOULD BE AN INVERTED U, A, POST AND LOOP,
 OR SIMILAR STYLE. WAVE STYLE RACKS ARE NOT PERMITTED.)
  
 13. NEW LIGHTING IS PROPOSED FOR THE BUILDING. PLEASE
 PROVIDE PHOTOMETRIC PLAN DEMONSTRATING COMPLIANCE WITH
 ZLDR SEC. 94-309(A) AND 94-310(D).
  
 14 PARKING STRIPING DETAIL WAS NOT PROVIDED. PLEASE
 PROVIDE DOUBLE LINE STRIPING DETAIL IN ACCORDANCE WITH
 ZLDR SEC. 94-485.
  
 15. ALL PARKING SPACES NEED TO BE DIMENSIONED.
  
 16. PROVIDE SIGNAGE AND STRIPING DETAILS FOR THE
 HANDICAP PARKING SPACE.
  
 17. BASED ON 1) EXTERIOR IMPROVEMENTS EXCEEDING $10,000
 (ZLDR SEC. 94-219(D)(9)(A)) AND/OR 2) THE VALUE OF
 CONSTRUCTION ($200,000) EXCEEDING 50% OF THE
 STRUCTURE'S VALUE ($44,334) ACCORDING TO THE PBC
 PROPERTY APPRAISER (ZLDR SEC. 94-441(C)(2)), THE
 LANDSCAPING ON THE SITE SHALL BE BROUGHT IN TO
 COMPLIANCE WITH ALL APPLICABLE REGULATIONS FOUND IN
 ARTICLE XIV OF THE ZLDRS. IF THE SITE CONFORMS TO
 ARTICLE XIV, THEN TWO (2) COPIES OF A LANDSCAPE PLAN
 DEMONSTRATING COMPLIANCE SHALL BE INCLUDED WITH THE
 PERMIT RE-SUBMITTAL. IF THE SITE DOES NOT CONFORM TO
 ARTICLE XIV, THEN PRIOR TO THE ZONING APPROVAL OF THIS
 PERMIT A SEPARATE LANDSCAPE PERMIT AND IRRIGATION
 PERMIT SHALL BE SUBMITTED SHOWING MATERIAL TO BRING THE
 SITE INTO CONFORMITY.
  
 18. THE CONCRETE ISLAND IN REAR OF PROPERTY BEING
 PROPOSED WITH THE NEW PARKING LOT CONFIGURATION SHOULD
 BE LANDSCAPED.
  
 19. PLEASE NOTE THAT ANY MECHANICAL SYSTEMS, BACKFLOW
 PREVENTERS, AND SIMILAR DEVICES SHALL BE SCREENED FROM
 VIEW ON ALL SIDE BY THE FULL HEIGHT OF THE STRUCTURE BY
 LANDSCAPING OR BUILT ELEMENTS DESIGNED AS AN INTEGRAL
 PART OF THE BUILDING ARCHITECTURE.
  
 20. WILL SITE IMPROVEMENTS REQUIRE THE REMOVAL OF ANY
 TREES? IF YES, PLEASE SUBMIT A TREE ALTERATION PERMIT

 21. A NEW DOUBLE DRIVE-THRU CONFIGURATION IS BEING
 PROPOSED FOR THE SITE TO FACILITATE A MORE EFFICIENT
 MOVEMENT OF PEOPLE THROUGH THE DRIVE-THRU. THERE IS
 SOME CONCERN WITH EXCESSIVE STACKING TO SPILL OUT ON TO
 BROADWAY. WILL THERE BE A PLAN IN PLACE TO PREVENT
 EXCESSIVE STACKING AND BACK-UP ONTO BROADWAY?
  
 GENERAL COMMENTS:
  
 22. SEPARATE PERMITS ARE REQUIRED FOR LANDSCAPING AND
 PARKING LOT STRIPING.
  
 23. SEPARATE PERMIT IS REQUIRED FOR SIGNAGE AND ZONING
 WILL CONDUCT THEIR REVIEW OF THE SIGNAGE AT THAT TIME.
