 1. WITHOUT INFORMATION REGARDING THE ENTIRE PROJECT, IT
 CANNOT BE DETERMINED WHETHER OR NOT THIS CONSTITUTES A
 SUBSTANTIAL IMPROVEMENT. HOWEVER, DUE TO THE SCOPE OF
 THE PROPOSED DEMOLITION, IT APPEARS THAT THIS PROJECT
 WILL BE CONSIDERED A SUBSTANTIAL IMPROVEMENT. SEE THE
 CITY OF WEST PALM BEACH MUNICIPAL CODE 94-546(B), FBC
 2010 EXISTING BUILDING 202, 601.3, 1003.5.
  
 COMPLIANCE WITH THE REQUIREMENTS FOR SUBSTANTIAL
 IMPROVEMENT ARE TO BE INCORPORATED INTO THE PERMIT
 DOCUMENTS, EITHER BY REVISING THE SHEETS SUBMITTED OR
 PROVIDING A NEW PAGE.
  
 THE SURVEY SHOWS FFE AT FRONT DOOR = 8.99', LOWER FLOOR
 = 7.42', GARAGE =7.63'. AS THIS STRUCTURE IS LOCATED IN
 FLOOD ZONE A7 WITH A BASE FLOOD ELEVATION OF 7', AND
 WEST PALM BEACH HAS A 6" FREEBOARD, THE MINIMUM
 ELEVATION FOR HABITABLE SPACE AND EQUIPMENT IS 7'6".
 ENCLOSURES UNDER THE HABITABLE SPACE OR AREAS USED FOR
 PARKING, STORAGE OR ACCESS CAN BE LESS THAN 7'6" BUT
 THEN MUST HAVE FLOOD RESISTANT CONSTRUCTION, BE
 DESIGNED TO RESIST FLOOD LOADS, AND HAVE FLOOD VENTS
 INSTALLED. IT IS NOT CLEAR FROM THE SURVEY WHETHER THE
 AREA WHICH IS 7.42' WILL NEED TO BE RAISED TO 7.5'.
  
 WHEN RESUBMITTING, PROVIDE A "CONSTRUCTION DRAWINGS"
 PHASE ELEVATION CERTIFICATE. TWO ADDITIONAL ELEVATION
 CERTIFICATES WILL BE REQUIRED; "BUILDING UNDER
 CONSTRUCTION" AND "FINISHED CONSTRUCTION".
