 DENIED BY BUILDING
  
 THE SCOPE OF WORK FOR THIS PERMIT IS TO ADDRESS THE
 ILLEGAL CONVERSION OF AN EXISTING GARAGE TO AN
 APARTMENT OR ACCESSORY STRUCTURE.
 ACCORDING TO CITY RECORDS, THIS STRUCTURE WAS
 ORIGINALLY CONSTRUCTED AS A DETACHED GARAGE. IT WAS
 CONVERTED TO AN APARTMENT WITH A KITCHEN, BEDROOM AND
 BATHROOM WITHOUT THE REQUIRED PERMITS OR INSPECTIONS.
 UNDER THE 2010 FBC EXISTING BUILDING THIS IS CONSIDERED
 A CHANGE OF OCCUPANCY. IN ORDER FOR THIS STRUCTURE-TO
 BE BROUGHT INTO COMPLIANCE, IT WILL BE REQUIRED TO
 COMPLY WITH THE 2010 FBC EXISTING BUILDING FOR A CHANGE
 OF OCCUPANCY FROM A UTILITY TO AN R-3 OCCUPANCY. THIS
 CHANGE IS FROM A LOWER HAZARD CATEGORY TO A HIGHER ONE.
 THEREFORE, THE FOLLOWING ITEMS WILL NEED TO BE BROUGHT
 INTO COMPLIANCE. THE STRUCTURE WILL BE REQUIRED TO
 COMPLY WITH THE 2010 FBCR WINDLOAD REQUIREMENTS FOR THE
 BUILDING ENVELOPE ( IN ADDITION TO GRAVITY LOADS),
 PRODUCT APPROVALS FOR EXTERIOR DOORS AND WINDOWS,
 EGRESS REQUIREMENTS, LIGHT AND VENTILATION, SMOKE AND
 CARBON MONOXIDE ALARMS, FIRE PROTECTION REQUIREMENTS
 (SEPARATION DISTANCE AND ALLOWABLE OPENINGS), THE
 REQUIREMENTS OF THE 2010 FBC ENERGY CONSERVATION, THE
 REQUIREMENTS OF THE 2010 FBCR MECHANICAL, THE
 REQUIREMENTS OF THE 2010 FBCR PLUMBING AND THE
 ELECTRICAL SYSTEM WILL BE REQUIRED TO COMPLY WITH THE
 2008 NATIONAL ELECTRICAL CODE. THE PLANS WILL NEED TO
 SHOW HOW THE GARAGE WILL BE CONVERTED TO HABITABLE
 SPACE IN COMPLIANCE WITH THE 2010 FBC AND 2008 NEC. THE
 PLANS WILL NEED TO BE REVIEWED BY PALM BEACH COUNTY TO
 DETERMINE IF ANY IMPACT FEES ARE DUE.
  
 1) THIS IS NOT A LEVEL 2 ALTERATION AS INDICATED ON
 SHEET 1 OF THE PLANS. THIS IS A CHANGE OF OCCUPANCY
 FROM A LOWER HAZARD (U, UTILITY/GARAGE ) TO A HIGHER
 ONE (R-3, RESIDENTIAL). FBC EXISTING BUILDING SECTION
 406. PLEASE CORRECT.
  
 2) SHOW THAT THE EXTERIOR DOOR COMPLIES WITH FBCR 311.2
 FOR EGRESS.
  
 3) THE ROOM WITH THE CLOSET APPEARS TO BE A BEDROOM
 ALTHOUGH IT IS SPECIFIED AS A RECREATION ROOM ON THE
 PLANS. THIS ROOM IS REQUIRED TO HAVE AN EMERGENCY AND
 RESCUE OPENING. AN EXISTING OPERABLE WINDOW WITH CLEAR
 OPENING AREA NO LESS THAN 4 SQUARE FEET AND WITH
 MINIMUM OPENING WIDTH AND HEIGHT OF 22 INCHES AND 20
 INCHES RESPECTIVELY, WITH MAXIMUM SILL HEIGHT AT 44
 INCHES ABOVE THE FLOOR IS ALLOWED BY FBC EXISTING
 BUILDING SECTION 912.4.1 EXCEPTION NUMBER 7.
  
 4) SHOW COMPLIANCE WITH FBCR 314.3.1 FOR SMOKE ALARMS
 AS REQUIRED FOR NEW DWELLINGS.
  
 5) FBC EXISTING BUILDING SECTION 907.2 REQUIRES THE
 STRUCTURE TO BE ANALYZED AND MADE TO COMPLY WITH THE
 APPLICABLE WINDLOADS OF THE FLORIDA BUILDING CODE.
 PROVIDE DOCUMENTATION TO SHOW COMPLIANCE. SUBMIT
 STRUCTURAL DRAWINGS AND DETAILS. CITY AMENDMENTS

 6) SUBMIT PRODUCT APPROVALS FOR EXTERIOR DOORS AND
 WINDOWS AS REQUIRED BY DCA RULE 9N-3.
  
 7) SHOW COMPLIANCE WITH FBCR 301.2.1.2 FOR LARGE
 MISSILE IMPACT PROTECTION OF EXTERIOR GLAZED OPENINGS.
  
 8) THE DESIGN CRITERIA ON SHEET 1 STATES THAT THIS IS A
 PARTICALLY OPEN STRUCTURE. THE PLANS THAT WERE
 SUBMITTED SHOW THIS IS AN ENCLOSED STRUCTURE. PLEASE
 CORRECT. CITY AMENDMENTS 107.2.1
  
 9) PROVIDE A RESPONSE LETTER INDICATING HOW THE REVIEW
 COMMENTS HAVE BEEN ADDRESSED.
