 THAT WHICH ENABLES A FIXTURE, APPLIANCE OR EQUIPMENT TO
 BE DIRECTLY REACHED WITHOUT REQUIRING THE REMOVAL OR
 MOVEMENT OF ANY PANEL, DOOR OR SIMILAR OBSTRUCTION AND
 WITHOUT THE USE OF A PORTABLE LADDER, STEP STOOL OR
 SIMILAR DEVICE.
