 COMPLIANCE. ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS,
 SYSTEMS, AND SPACES SHALL COMPLY WITH THE REQUIREMENTS
 OF THE FLORIDA BUILDING CODE, BUILDING.

 1) THE DESIGNER OF RECORD DOES INDICATE THE PROPOSED
 BUILDING DESIGN WAS DESIGNED TO THE 2010 FBC-B, BUT THE
 PLANS ARE DEFICIENT IN REGARDS TO THE 2010
 EXISTING BUILDING CODE SECTION 101.5 COMPLIANCE
 METHODS. THE REPAIR, ALTERATION, CHANGE OF OCCUPANCY,
 ADDITION OR RELOCATION OF ALL EXISTING BUILDINGS SHALL
 COMPLY WITH ONE OF THE METHODS LISTED IN SECTIONS
 101.5.1 THROUGH 101.5.3 AS SELECTED BY THE APPLICANT.
 APPLICATION OF A METHOD SHALL BE THE SOLE BASIS FOR
 ASSESSING THE COMPLIANCE OF WORK PERFORMED UNDER A
 SINGLE PERMIT UNLESS OTHERWISE APPROVED BY THE CODE
 OFFICIAL. SECTIONS 101.5.1 THROUGH 101.5.3 SHALL NOT BE
 APPLIED IN COMBINATION WITH EACH OTHER.

 & 203 BOTH SWING OVER THE CLEAR FLOOR SPACE REQUIRED
 FOR THE LAVOTORY.
 213.3 PLUMBING FIXTURES AND ACCESSORIES. PLUMBING
 FIXTURES AND ACCESSORIES PROVIDED IN A TOILET ROOM OR
 BATHING ROOM REQUIRED TO COMPLY WITH 213.2 SHALL COMPLY
 WITH 213.3. 213.2 TOILET ROOMS AND BATHING ROOMS. WHERE
 TOILET ROOMS ARE PROVIDED, EACH TOILET ROOM SHALL
 COMPLY WITH 603.
 603.2.3 DOOR SWING.
 DOORS SHALL NOT SWING INTO THE CLEAR FLOOR SPACE OR
 CLEARANCE REQUIRED FOR ANY FIXTURE.

 3) 2010 ACCESSIBILITY CODE: 202.4.1 DISPROPORTIONATE
 COST.
 ALTERATIONS MADE TO PROVIDE AN ACCESSIBLE PATH OF
 TRAVEL TO THE ALTERED AREA WILL BE DEEMED
 DISPROPORTIONATE TO THE OVERALL ALTERATION WHEN THE
 COST EXCEEDS 20% OF THE COST OF THE ALTERATION TO THE
 PRIMARY FUNCTION AREA. COSTS THAT MAY BE COUNTED AS
 EXPENDITURES REQUIRED TO PROVIDE AN ACCESSIBLE PATH OF
 TRAVEL MAY INCLUDE: (I) COSTS ASSOCIATED WITH PROVIDING
 AN ACCESSIBLE ENTRANCE AND AN ACCESSIBLE ROUTE TO THE
 ALTERED AREA; (II) COSTS ASSOCIATED WITH MAKING
 RESTROOMS ACCESSIBLE, SUCH AS INSTALLING GRAB BARS,
 ENLARGING TOILET STALLS, INSULATING PIPES, OR
 INSTALLING ACCESSIBLE FAUCET CONTROLS; (III) COSTS
 ASSOCIATED WITH PROVIDING ACCESSIBLE TELEPHONES, SUCH
 AS RELOCATING THE TELEPHONE TO AN ACCESSIBLE HEIGHT,
 INSTALLING AMPLIFICATION DEVICES, OR INSTALLING A TEXT
 TELEPHONE (TTY); (IV) COSTS ASSOCIATED WITH RELOCATING
 AN INACCESSIBLE DRINKING FOUNTAIN.
 202.4.2 ACCESSIBLE FEATURES IN THE EVENT OF
 DISPROPORTIONALITY.
 WHEN THE COST OF ALTERATIONS NECESSARY TO MAKE THE PATH
 OF TRAVEL TO THE ALTERED AREA FULLY ACCESSIBLE IS
 DISPROPORTIONATE TO THE COST OF THE OVERALL ALTERATION,
 THE PATH OF TRAVEL SHALL BE MADE ACCESSIBLE TO THE
 EXTENT THAT IT CAN BE MADE ACCESSIBLE WITHOUT INCURRING
 DISPROPORTIONATE COSTS. IN CHOOSING WHICH ACCESSIBLE
 ELEMENTS TO PROVIDE, PRIORITY SHOULD BE GIVEN TO THOSE
 ELEMENTS THAT WILL PROVIDE THE GREATEST ACCESS, IN THE
 FOLLOWING ORDER: (I) AN ACCESSIBLE ENTRANCE; (II) AN
 ACCESSIBLE ROUTE TO THE ALTERED AREA; (III) AT LEAST
 ONE ACCESSIBLE RESTROOM FOR EACH SEX OR A SINGLE UNISEX
 RESTROOM; (IV) ACCESSIBLE TELEPHONES; (V) ACCESSIBLE
 DRINKING FOUNTAINS; AND (VI) WHEN POSSIBLE, ADDITIONAL
 ACCESSIBLE ELEMENTS SUCH AS PARKING, STORAGE, AND
 ALARMS.
  
 3A) SHEET SP-1 DOES NOT INDICATE AN ACCESSIBLE
 ENTRANCE, 2010 ACCESSIBILITY CODE 202.4.1.
  
 3B) IF THE FUNDS HAVE NOT BEEN USED UP UNDER THE
 DISPROPORTIONATE COST, THE LAST ITEM ON THE LIST IS THE
 PARKING LOT, AS THE PLANS SHOW THE ACCESSIBLE PARKING
 SPACE IS NOT THE CLOSEST SPACE TO THE BUILDING FORCING
 THE USER OF THIS SPACE TO TRAVEL BEHIND PARKED CARS,
 THE OTHER ISSUE WITH THE PARKING SPACE IS NO ACCESSIBLE
 AISLE IS INDICATED ON THE PLANS.
  
 4) SHEET A2 THE ELEVATIONS INDICATE THERE IS NO
 OVERHANG, 2010 FBC-B 1503.7 PROTECTION AGAINST DECAY
 AND TERMITES. GUTTERS WITH DOWNSPOUTS ARE REQUIRED ON
 ALL BUILDINGS WITH EAVES OF LESS THAN 6 INCHES (152 MM)
 HORIZONTAL PROJECTION EXCEPT FOR GABLE END RAKES OR ON
 A ROOF ABOVE ANOTHER ROOF.
  
 5) A-3 THE WEST ELEVATION DEPICTS AN EXTERIOR STAIR AND
 HANDRAIL GAURDRAIL SYSTEM THAT DOES NOT CONFORM TO THE
 2010 FBC-B. 2010 EXIST BLDG CODE 912.4.2 MEANS OF
 EGRESS FOR CHANGE OF USE TO EQUAL OR LOWER HAZARD
 CATEGORY.
 WHEN A CHANGE OF OCCUPANCY CLASSIFICATION IS MADE TO AN
 EQUAL OR LESSER HAZARD CATEGORY (HIGHER NUMBER) AS
 SHOWN IN TABLE 912.4, EXISTING ELEMENTS OF THE MEANS OF
 EGRESS SHALL COMPLY WITH THE REQUIREMENTS OF SECTION
 805 FOR THE NEW OCCUPANCY CLASSIFICATION. NEWLY
 CONSTRUCTED OR CONFIGURED MEANS OF EGRESS SHALL COMPLY
 WITH THE REQUIREMENTS OF CHAPTER 10 OF THE FLORIDA
 BUILDING CODE, BUILDING.
  
 912.4.5 GUARDS.
 EXISTING GUARDS SHALL COMPLY WITH THE REQUIREMENTS IN
 SECTION 705.10 IN THE AREA OF THE CHANGE OF OCCUPANCY
 CLASSIFICATION.705.10 GUARDS.
  
 THE REQUIREMENTS OF SECTIONS 705.10.1 AND 705.10.2
 SHALL APPLY TO GUARDS FROM THE WORK AREA FLOOR TO, AND
 INCLUDING, THE LEVEL OF EXIT DISCHARGE BUT SHALL BE
 CONFINED TO THE EGRESS PATH OF ANY WORK AREA.
  
  
 705.10.1 MINIMUM REQUIREMENT.
  
 EVERY OPEN PORTION OF A STAIR, LANDING, OR BALCONY THAT
 IS MORE THAN 30 INCHES (762 MM) ABOVE THE FLOOR OR
 GRADE BELOW AND IS NOT PROVIDED WITH GUARDS, OR THOSE
 PORTIONS IN WHICH EXISTING GUARDS ARE JUDGED TO BE IN
 DANGER OF COLLAPSING, SHALL BE PROVIDED WITH GUARDS.
 705.10.2 DESIGN.
 GUARDS REQUIRED IN ACCORDANCE WITH SECTION 705.10.1
 SHALL BE DESIGNED AND INSTALLED IN ACCORDANCE WITH THE
 PROVISIONS OF THE FLORIDA BUILDING CODE, ACCESSIBILITY.
 EXCEPTION: GUARDS BEING REPLACED IN PART MAY MATCH THE
 EXISTING DESIGN.
  
 6) SHEET A4 INDICATES CUT SECTIONS OF INTERIOR
 ELEVATIONS AND FLOOR TRUSSES, PLANS WILL NEED TO
 INCLUDE FIREBLOCKING AT THE FLOOR LINE PER 2010 FBC-B
 717.2 <>. IN COMBUSTIBLE CONSTRUCTION,
 <> SHALL BE INSTALLED TO CUT OFF
 CONCEALED DRAFT OPENINGS (BOTH VERTICAL AND HORIZONTAL)
 AND SHALL FORM AN EFFECTIVE BARRIER BETWEEN FLOORS,
 BETWEEN A TOP STORY AND A ROOF OR ATTIC SPACE.
 <> SHALL BE INSTALLED IN THE LOCATIONS
 SPECIFIED IN SECTIONS 717.2.2 THROUGH 717.2.7.
  
 7) PLEASE PROVIDE MANUFACTURERS TESTING REPORT FOR
 ICYNENE INSULATION, SHEET A4 INDICATES THE ICYNENE TO
 BE INSTALLED ON THE TOP CHORD OF TRUSS WITH A DROPPED
 ACOUSTICAL CEILING. THERE ARE TWO CONCERNS:
  
 7A) 2010 FBC-B SECTION 2603.4.1.6 THE FIRST ISSUE IS
 ICYNENE IS TO BE PROTECTED WITH AN IGNITION BARRIER.
 THE IGNITION BARRIER IS TO SEPERATE THE ATTIC SPACE
 FROM THE INSULATION ITSELF, THE CODE READS THAT THE
 BARRIER IS TO BE INSTALLED IN A MANNER THAT THE FOAM
 PLASTIC INSULATION IS NOT EXPOSED.
  
 7B) THE PLANS INDICATE THE USE OF A DROP CEILING ON THE
 SECOND FLOOR WITH EXCEPTION TO THE STAIRWELL. 2010
 FBC-B SSECTION REQUIRES THE USE OF A THERMAL BARRIER
 THE FOAM PLASTIC SHALL BE SEPERATED FROM THE INTEIOR OF
 A BUILDING BY AN APPROVED THERMAL BARRIER OF 1/2 INCH
 GYPSUM WALLBOARD OR EQUIVALENT THERMAL BARRIER ...
  
 8) 2010 FBC 107.3.4.1 PRODUCT APPROVALS. THOSE PRODUCTS
 WHICH ARE REGULATED BY THE DCA RULE 9N-03 SHALL BE
 REVIEWED AND APPROVED IN WRITING BY THE DESIGNER OF
 RECORD PRIOR TO SUBMITTAL FOR JURISDICTIONAL APPROVAL.
 FL 61G1-23.015 (2) THE ARCHITECT IS RESPONSIBLE FOR
 SUPERVISING AND REVIEWING ALL PROJECT DATA, REPORTS,
