 COMPLIANCE. ALL NEW CONSTRUCTION ELEMENTS, COMPONENTS,
 SYSTEMS, AND SPACES SHALL COMPLY WITH THE REQUIREMENTS
 OF THE FLORIDA BUILDING CODE, BUILDING.
  
 1ST REVIEW
 ACTION: DENIED
  
 1) A LICENSED CONTRACTOR WILL NEED TO SIGN ONTO THE
 PERMIT BEFORE THE ISSUANCE OF PERMIT CAN OCCUR.
  
 2) CHANGE OF OCCUPANCY, CITY PLACE WILL REQUIRE THEIR
 APPROVAL STAMP ON PLANS BEFORE ISSUANCE OF PERMIT.
  
 3) THE ORIGINAL SHELL BUILDING UNDER PERMIT 99081334
 INDICATES THE ORIGINAL SHELL BUILDING WAS DESIGNED AS A
 MIXED USE BUILDING WITH THE FIRST FLOOR BEING A2 &
 MERCANTILE. THE 2ND FLOOR AND 3RD FLOORS WERE DESIGNED
 AS R2 APARTMENTS, MAKING THIS USE A CHANGE OF
 OCCUPANCY. THIS REVIEW WILL BE ACCOMPLISHED UNDER THE
 2007/09 FLORIDA EXISTING BUILDING CODE, CHAPTER 9
 SECTION 901.3.1 PARTIAL CHANGE OF OCCUPANCY
 CLASSIFICATION. WHERE A PORTION OF AN EXISTING BUILDING
 IS CHANGED TO A NEW OCCUPANCY CLASSIFICATION, SECTION
 912 SHALL APPLY. THE CHANGE OF OCCUPANCY WILL TRIGGER
 CODE REVIEWS OF 912. 1-8.
  
 3A) OCCUPANCY SEPERATION BETWEEN THIS A3 OCCUPANCY AND
 BUSINESS OCCUPANCY OR R2 OCCUPANCIES. TWO ISSUES OCCUR,
 THE EXISTING TENANT SEPERATION WALLS WILL NEED TO BE
 REVIEWED FOR OCCUPANCY SEPERTION PER FBC-B TABLE
 508.3.3 FOR SPRINKLERED OR NON SPRINKLERED BUILDINGS.
 THIS BUILDING IS CONSIDERED A SPRINKLERED BUILDING.
 912.5.3 FIRE-RATED WALL/CEILING. WHEN A CHANGE OF
 OCCUPANCY GROUP IS MADE TO A HIGHER HAZARD CATEGORY AS
 SHOWN IN TABLE 912.5, A FIRE-RATED WALL/CEILING IN
 SEPARATED MIXED-USE BUILDINGS SHALL COMPLY WITH THE
 FIRE-RESISTANCE REQUIREMENTS OF THE FLORIDA BUILDING
 CODE, BUILDING .
  
 3B) THIS BUILDING MAY HAVE HAD RESIDENTIAL SPRINKLERS
 INSTALLED PLEASE REVIEW TO SEE IF THE SPRINKLERES WILL
 NEED TO BE UPGRADED FOR THE COMMERCIAL USEAGE FOR A A3
 OCCUPNCY.
 912.2.1 FIRE SPRINKLER SYSTEM. WHERE A CHANGE IN
 OCCUPANCY CLASSIFICATION OCCURS THAT REQUIRES AN
 AUTOMATIC FIRE SPRINKLER SYSTEM TO BE PROVIDED BASED ON
 THE NEW OCCUPANCY IN ACCORDANCE WITH CHAPTER 9 OF THE
 FLORIDA BUILDING CODE, BUILDING , SUCH SYSTEM SHALL BE
 PROVIDED THROUGHOUT THE AREA WHERE THE CHANGE OF
 OCCUPANCY OCCURS.
  
 4) THE COVER SHEET INDICATES A OCCUPANT LOAD OF 127
 OCCUPANTS, SHEET 2/4 INDICATES ONLY ONE EGRESS OPENING,
 PLEASE REVIEW SECTION 912.4.1 EXISTING BUILDING CODE.
 912.4.1 MEANS OF EGRESS FOR CHANGE TO HIGHER HAZARD
 CATEGORY. WHEN A CHANGE OF OCCUPANCY GROUP IS MADE TO A
 HIGHER HAZARD CATEGORY (LOWER NUMBER) AS SHOWN IN TABLE
 912.4, THE MEANS OF EGRESS SHALL COMPLY WITH THE
 REQUIREMENTS OF CHAPTER 10 OF THE FLORIDA BUILDING
 CODE, BUILDING .
  
 2007/09 FBC-B TABLE 1015.1 WILL ONLY ALLOW AN OCCUPANT
 LOAD OF 49 FOR AN ASSEMBLY OCCUPANCY WITH A SINGLE
 EXIT. 2007/09 FBC-B TABLE 1019.2 ALSO
 INDICATES THAT AN OCCUPANT LOAD OF 49 CAN ONLY USE A
 SINGLE EXIT AT ONE STORY ABOVE GRADE.
  
 5) SHEET A-2 THE KITCHEN SINK WILL NEED TO MEET THE
 REQUIREMENTS OF EXISTING BUILDING CODE 912.8
 ACCESSIBILITY, 2007 FBC-B 11-4.1.6(2)
  
 ALTERATIONS MADE TO PROVIDE AN ACCESSIBLE PATH OF
 TRAVEL TO ALTERED AREAS SHALL BE DEEMED
 DISPROPORTIONATE TO THE OVERALL ALTERATION WHEN THE
 COST EXCEEDS 20 PERCENT OF THE COST OF THE ALTERATION
 TO THE PRIMARY FUNCTION AREA.
  
 DUTY TO PROVIDE ACCESSIBLE FEATURES IN THE EVENT OF
 DISPROPORTIONALITY.
  
 (1) WHEN THE COST OF ALTERATIONS NECESSARY TO MAKE THE
 PATH OF TRAVEL TO THE ALTERED AREA FULLY ACCESSIBLE IS
 DISPROPORTIONATE TO THE COST OF THE OVERALL ALTERATION,
 THE PATH OF TRAVEL SHALL BE MADE ACCESSIBLE TO THE
 EXTENT THAT IT CAN BE MADE ACCESSIBLE WITHOUT INCURRING
 DISPROPORTIONATE COSTS.
  
 (2)(A) IN CHOOSING WHICH ACCESSIBLE ELEMENTS TO
 PROVIDE, PRIORITY SHOULD BE GIVEN TO THOSE ELEMENTS
 THAT WILL PROVIDE THE GREATEST ACCESS, IN THE FOLLOWING
 ORDER:
  
 (I) AN ACCESSIBLE ENTRANCE;
  
 (II) AN ACCESSIBLE ROUTE TO THE ALTERED AREA:
  
 (III) AT LEAST ONE ACCESSIBLE RESTROOM FOR EACH SEX OR
 A SINGLE UNISEX RESTROOM:
  
 (IV) ACCESSIBLE TELEPHONES;
  
 (V) ACCESSIBLE DRINKING FOUNTAINS; AND
  
 (VI) WHEN POSSIBLE, ADDITIONAL ACCESSIBLE ELEMENTS SUCH
 AS PARKING, STORAGE, AND ALARMS.
  
 6) PLEASE REVIEW FOR ADDITIONAL GRAVITY LOADS PER 907.1
 EXISTING BUILDING CODE. THE NEW OCCUPANCY THE LIVE
 FLOOR LOADS WILL BE 100 PSF. THE ORIGINAL PLANS
 INDICATE THE SUPERIMPOSED DEAD LOAD OF 30 PSF AND LIVE
 LOAD OF 40 PSF!!!! PERMIT# 99081334 SHEET D-S3.03.
  
 7) BEFORE A PERMIT TO CONSTRUCT, MAY BE ISSUED, IMPACT
 FEES MUST BE PAID TO PALM BEACH COUNTY. THE ACTUAL
 PERMIT SET OF PLANS MUST BE STAMPED BY THAT OFFICE, AND
 A COPY OF THE PAID RECEIPT ATTACHED TO THE PERMIT
