 1604.4 EVERY STRUCTURE SHALL BE DESIGNED TO RESIST THE
 OVERTURNING EFFECTS CAUSED BY LATERAL FORCES SPECIFIED
 IN THIS CHAPTER. SEE SECTION 1609 FOR WIND AND SECTION
 1610 FOR LATERAL SOIL LOADS.
  
 1) PLANS FAIL TO PROVIDE COMPLIANCE WITH USING APPROVED
 RETAINING WALL MATERIALS, PLANS ALSO LACK SOILS DESIGN
 LOADS AS WELL.
  
 1806.1 GENERAL. WALLS BUILT TO RETAIN OR SUPPORT THE
 LATERAL PRESSURE OF EARTH OR WATER OR OTHER
 SUPERIMPOSED LOADS SHALL BE DESIGNED AND CONSTRUCTED OF
 MASONRY, CONCRETE, STEEL SHEET PILING OR OTHER APPROVED
 MATERIALS.
  
 1806.2 DESIGN. RETAINING WALLS SHALL BE DESIGNED TO
 RESIST THE DESIGN LATERAL SOIL LOADS IN SECTION 1610,
 INCLUDING BOTH DEAD AND LIVE LOAD SURCHARGES TO WHICH
 SUCH WALLS ARE SUBJECTED, AND TO ENSURE STABILITY
 AGAINST OVERTURNING, SLIDING, EXCESSIVE FOUNDATION
 PRESSURE AND WATER UPLIFT.
  
 1610.1 GENERAL. BASEMENT, FOUNDATION AND RETAINING
 WALLS SHALL BE DESIGNED TO RESIST LATERAL SOIL LOADS.
 SOIL LOADS SPECIFIED IN TABLE 1610.1 SHALL BE USED AS
 THE MINIMUM DESIGN LATERAL SOIL LOADS UNLESS SPECIFIED
 OTHERWISE IN A SOIL INVESTIGATION REPORT APPROVED BY
 THE BUILDING OFFICIAL. RETAINING WALLS FREE TO MOVE AND
 ROTATE AT THE TOP ARE PERMITTED TO BE DESIGNED FOR
 ACTIVE PRESSURE. DESIGN LATERAL PRESSURE FROM SURCHARGE
 LOADS SHALL BE ADDED TO THE LATERAL EARTH PRESSURE
 LOAD. DESIGN LATERAL PRESSURE SHALL BE INCREASED IF
 SOILS WITH EXPANSION POTENTIAL ARE PRESENT AT THE SITE.
  
 2) PLANS ALSO FAIL TO PROVIDE WIND DESIN CRITERIA FOR
 THE VARIOUS ELEMENTS TO BE PERMITTED.1603.1.4 WIND
 DESIGN DATA.
 THE FOLLOWING INFORMATION RELATED TO WIND LOADS SHALL
 BE SHOWN, REGARDLESS OF WHETHER WIND LOADS GOVERN THE
 DESIGN OF THE LATERAL-FORCE-RESISTING SYSTEM OF THE
 BUILDING:
 2.1. BASIC WIND SPEED (3-SECOND GUST), MILES PER HOUR
 (KM/HR).
  
 2.2. WIND IMPORTANCE FACTOR, I W , AND BUILDING
 CLASSIFICATION FROM TABLE 1604.5 OR TABLE 6-1, ASCE 7
 AND BUILDING CLASSIFICATION IN TABLE 1-1, ASCE 7.
  
 2.3. WIND EXPOSURE, IF MORE THAN ONE WIND EXPOSURE IS
 UTILIZED, THE WIND EXPOSURE AND APPLICABLE WIND
 DIRECTION SHALL BE INDICATED.
  
 2.4. THE APPLICABLE ENCLOSURE CLASSIFICATIONS AND, IF
 DESIGNING WITH ASCE 7, INTERNAL PRESSURE COEFFICIENT.
  
 2.5. COMPONENTS AND CLADDING. THE DESIGN WIND PRESSURES
 IN TERMS OF PSF (KN/M 2 ) TO BE USED FOR THE SELECTION
 OF EXTERIOR COMPONENTS AND CLADDING MATERIALS NOT
 SPECIFICALLY DESIGNED BY THE REGISTERED DESIGN
 PROFESSIONAL.
