 UNITY OF TITLE DEED THAT WAS TO PROSPECTIVELY MERGE THE
 TWO PARCELS, PCN# 74434403220000030 - 260 PALMETTO LN &
 PCN# 74434403220000040 - 250 PALMETTO LN INTO ONE
 (DATED APRIL 18, 2007). ORIGINALLY, JOHN ENCK CALLED &
 TOLD ME THAT THE UNITY OF TITLE DEED WAS NO GOOD
 BECAUSE THE PROPERTY OWNER NAMES WERE DIFFERENT OR NOT
 THE SAME, SO THEREFORE PAPA WOULD NOT MERGE THEM. HE
 ALSO ACKNOWLEDGED TO ME THAT USUALLY THE LOWER PCN#
 TAKES PRECEDENT AS A RESULT OF MERGERS (IN THIS CASE,
 PCN# 74434403220000030). HOWEVER, TWO QUIT CLAIM DEEDS
 WERE FILED ON MAY 1, 2009 (OFFICIAL RECORD BOOK 23207,
 PAGES 706-707 & 708-709) TO INCLUDE BOTH PROPERTY OWNER
 NAMES (LARS BOLANDER & NADEGE KALACHNIKOFF) FOR THE TWO
 PROPERTIES. I E-MAILED CHERYL HORTON OF PAPA TO INQUIRE
 AS TO WHAT THE RESULTING EFFECT WOULD BE. THE FACT
 REMAINED THAT THE COUNTY'S GIS PARCELS LAYER STILL
 SHOWED THEM AS SEPARATE ENTITIES & SO DID THE PAPA WEB
 SITE. I ASKED HER IF THE ORIGINAL UNITY OF TITLE DEED
 WOULD BE HONORED TO EVENTUALLY SHOW THESE TWO
 PROPERTIES AS ITS OWN SINGLE ENTITY OF PCN#
 74434403220000030 - 260 PALMETTO LN EXCLUSIVELY (AS A
 RESULT OF THE QUIT CLAIM DEEDS SHOWING THE SAME
 PROPERTY OWNER NAMES)? CHERYL RESPONDED, "THE QUIT
 CLAIM DEEDS WILL BE REVIEWED FOR THE 2010 TAX ROLL & IF
 THE TITLE FOR BOTH PCN#S IS OK? WE WILL COMBINE PER THE
 UNITY OF TITLE DEED. IT LOOKS LIKE TAXES ARE STILL
 UNPAID ON PCN# 74434403220000030 FOR 2008. WE WILL
 CHECK AGAIN BEFORE WE COMBINE FOR 2010 IN A FEW MONTHS,
 BUT TAXES MUST BE CURRENT BEFORE COMBINATIONS CAN BE
 PROCESSED." EVERYTHING APPEARS READY IN LINE TO PROCEED
 WITH MAKING THIS MERGER OFFICIAL (WITH THE EXCEPTION OF
 THE UNPAID TAXES). IN THE MEANTIME, I HAVE CHANGED THE
 STATUS OF THIS PERMIT TO PASS REGARDING THE ADDRESSING
 STOP. IN COMMUNITYPLUS, PLEASE MOVE THIS PERMIT RECORD
 FROM PCN# 74434403220000040 - 250 PALMETTO LN TO BE
 CORRECTLY ATTACHED INSTEAD TO PCN# 74434403220000030 -
 260 PALMETTO LN (THE PARCEL CONTROL NUMBER THAT WILL
 REMAIN). I HAVE RETURNED THE FOLDER OF DOCUMENTS BACK
 TO THE R9 BOX.

 UPDATE ON 4-20-2009: I RECEIVED AN E-MAIL RESPONSE FROM
 CHERYL HORTON TO CLARIFY THE ISSUE CONCERNING THE UNITY
 OF TITLE DEED. ACCORDING TO HER, THE PROPERTY
 APPRAISER'S OFFICE MADE CONTACT WITH LARS BOLANDER
 (OWNER OF PCN# 74434403220000040) AND NADEGE
 KALACHNIKOFF (OWNER OF PCN# 74434403220000030) ON MARCH
 16, 2009 AND INFORMED THEM THAT THE PROPERTY CONTROL
 NUMBERS COULD NOT BE COMBINED DUE TO THE PROPERTIES
 BEING IN DIFFERENT NAMES. IN THE MEANTIME, BOTH
 PROPERTIES ARE STILL BEING RECOGNIZED AS THEIR OWN
 SEPARATE ENTITIES. THEREFORE, THIS PERMIT SHOULD
 REFERENCE PCN# 74434403220000040 AT 250 PALMETTO LN. I
 HAVE E-MAILED THE CONTRACTOR TO CHANGE IT ON HIS COPY
 OF THE PERMIT APPLICATION & SITE PLANS TO REFERENCE
 PCN# 74434403220000040 AT 250 PALMETTO LN. LATER ON, I
 ALSO RECEIVED A CALL FROM JOHN ENCK OF THE PROPERTY
 APPRAISER'S OFFICE. HE RELAYED TO ME THAT THEY CAN'T DO
 ANYTHING ABOUT THIS ISSUE, DESPITE THE FACT THAT THE
 PROPERTY OWNERS HAVE FILED TO UNIFY THE PARCELS. HE
 SAID THAT THE REASON WAS IF THE TITLES ARE NOT THE
 SAME, THEN THEY WILL NOT & CANNOT COMBINE THE PARCELS.
 THE ARCHITECT, MICHAEL JOHNSON HAS CALLED ME & SAID HE
 WAS WORKING WITH THE PROPERTY APPRAISER'S OFFICE TO
 RESOLVE THIS ISSUE WITH THE TITLES. HE IS WORKING ON
 OBTAINING A QUIT CLAIM DEED & THE PROCESS WILL BE
 EXPEDITED WITH THE AID OF CHERYL HORTON. SHE WILL WRITE
 DIRECTLY TO THE CITY ONCE THE QUIT CLAIM DEED HAS BEEN
 COMPLETE. IN THE MEANTIME, UNTIL THIS ISSUE IS RESOLVED
 THIS PERMIT WILL REMAIN IN ITS SUSPENDED STATE.

 UPDATE ON 4-14-2009: I HAVE RESCINDED ISSUING THE
 SECONDARY ADDRESSES OF 254 & 256 PALMETTO LN FOR THE
 CABANAS SINCE THEY'RE JUST STRUCTURES ON A SINGLE
 FAMILY LOT. I SENT OUT ANOTHER NOTIFICATION E-MAIL TO
 EVERYONE THAT INSTRUCTED THEM TO DELETE THESE TWO
 ADDRESSES FROM THEIR DATABASES (AS THEY DO NOT EXIST
 OFFICIALLY). THE PRIMARY ADDRESS OF 250 PALMETTO LN
 JUST REFERENCES THE GENERAL LOT OF PCN#
 74434403220000040, WHERE THE SWIMMING POOL AND THE
 PROPOSED PAVILION & CABANAS WILL BE LOCATED. HOWEVER,
 THERE IS STILL A PENDING ISSUE REGARDING THE UNITY OF
 TITLE DEED (ORB 21641 PG 0659) THAT APPARENTLY MERGED
 THESE PCN#S 74434403220000030 & 74434403220000040 INTO
 ONE (DATED APRIL 2007). UNFORTUNATELY, OURS & THE
 COUNTY'S GIS PARCEL BOUNDARIES STILL SHOWED THESE TWO
 PARCELS, PCN#S 74434403220000030 & 74434403220000040 AS
 THEIR OWN SINGLE DISTINCT ENTITIES (NOT AS ONE
 PROPERTY). OUR SOURCE FOR THE GIS PARCEL BOUNDARIES
 LAYER IS THE COUNTY. THEREFORE, I SENT AN E-MAIL TO
 PAPA (SPECIFICALLY JOHN ENCK & BRENDA DYE) TO HELP
 CLARIFY THIS ISSUE, AS TO WHICH PCN# 74434403220000030
 OR 74434403220000040 TOOK PRECEDENT? UNLIKELY, BUT A
 NEW & DIFFERENT PCN# MAY HAVE BEEN ISSUED TOO? I ALSO
 CONTACTED THE PALM BEACH COUNTY ISS DEPARTMENT TO
 INQUIRE AS TO WHY THE PARCEL BOUNDARIES WERE NOT
 UPDATED IF THIS MERGER WAS OFFICIAL. IN THE MEANTIME,
 UNTIL I RECEIVE FURTHER CLARIFICATION ON THIS ISSUE
 (ONE OR TWO PARCELS), I WILL NOT CHANGE THE STATUS TO
 PASS.

 PALMETTO LN, WHICH NOW REFERENCES THE PROPOSED
 PAVILION. THE ADDRESS OF 260 PALMETTO LN ON THE SITE
 PLAN ONLY REFERS TO THE RESIDENTIAL STRUCTURE ON THE
 PARCEL TO THE WEST, PCN# 74434403220000030. UNDER PCN#
 74434403220000040 IN COMMUNITYPLUS, I HAVE CREATED THE
 SECONDARY ADDRESSES OF: 254 PALMETTO LN (ASSIGNED TO
 THE PROPOSED CABANA #1) AS SEQUENTIAL UNIT RECORD 0001
 & 256 PALMETTO LN ASSIGNED TO THE PROPOSED CABANA #2)
 AS SEQUENTIAL UNIT RECORD 0002. I HAVE ALSO SENT OUT A
 NOTIFICATION E-MAIL TO ALL OF THE RELEVANT PARTIES TO
 INFORM THEM OF THESE NEW SECONDARY ADDRESSES FOR 254 &
 256 PALMETTO LN ON PCN# 74434403220000040 (COPIED THE
 E-MAIL TO THE CONTRACTOR, WILDES BUILDERS LLC TOO). I
 RECEIVED A CALL FROM RUBY OF WILDES BUILDERS LLC, WHERE
 I CLARIFIED THE ISSUES WITH THE NEW ADDRESSES TO HER. I
 HAVE RETURNED THE FOLDER OF DOCUMENTS & SITE PLANS TO
 THE R10 BOX DOWNSTAIRS.
