 CLARIFY THE SEQUENCE IN A MANNER THAT CLEARLY
 DELINEATES THE DESIGN INTENT AND RESUBMIT FOR REVIEW.

 BE REVIEWED FOR COMPLIANCE WITH FBCM SECTION 404 AT
