 PERMIT WHEN APPLICATION FOR A PERMIT TO ERECT OR
 ENLARGE A BUILDING HAS BEEN FILED, & PENDING ISSURANCE
 OF SUCH PERMIT, THE BUILDING OFFICIAL MAY, AT HIS/ HER
 DISCRETION, ISSUE A SPECIAL PERMIT FOR THE FOUNDATION
 ONLY, UPON WRITTEN REQUEST OF THE OWNER AND CONTRACTOR.
 THE HOLDER OF SUCH A SPECIAL PERMIT IS PROCEEDING AT
 HIS OR HER OWN RISK AND WITH-
 OUT ASSURANCE THAT A PERMIT FOR THE REMAINDER OF THE
 WORK WILL BE GRANTED AND THAT CORRECTIONS WILL NOT BE

 ACTIVITY REGULATED BY THIS CODE SHALL BE PERMORMED IN A
 MANNER SO AS NOT TO ADVERSELY IMPACT THE CONDITION OF
 ADJACENT PROPERTY, UNLESS
 SUCH ACTIVITY IS PERMITTED TO AFFECT SAID PROPERTY
 PURSUANT TO A CONSENT BY THE APPLICABLE PROPERTY OWNER,
 UNDER TERMS & CONDITIONS AGREEABLE TO THE APPLICABLE
 PROPERTY OWNER.THIS INCLUDES
 BUT IS NOT LIMITED TO THE CONTROL OF DUST, NOISE, WATER
 OR DRAINAGE RUN-OFF, DEBRIS, AND THE STORAGE OF
 CONSTRUCTION MATERIALS. NEW CONSTRUCTION ACTIVITY SHALL

 COMPLYING WITH ENGINEERING STANDARDS TO PRESERVE THE
 POSITIVE PATTERNS OF THE AFFECTED SITES. ACCORDINGLY,
 DEVELOPERS, CONTRACTORS, AND OWNERS OF ALL NEW RESIDE
 NTIAL DEVELOPMENT, INCLUDING ADDITIONS, POOLS, PATIOS,
 DRIVEWAYS, DECKS, OR SIMILAR ITEMS, ON EXISTING
 PROPERTIES RESULTINGIN A DECREASE IN EXCESS OF 800SQ
 FT OF PERMEABLE LAND AREA ON ANY PARCELL SHALL AS A
 PERMIT CONDITION, PROVIDE A PROFESSIONALLY PREPARED
 DRAINAGE PLAN CLEARLY INDICATING COMPLIANCE WITH THIS
 PARAGRAPH. UPON COMPLETION OF THE
 IMPROVEMENT, A CERTIFICATE FROM A LICENSED ENGINEER
 SHALL BE SUBMITTED TO THE INSPECTOR IN ORDER TO RECEIVE
 APPROVAL OF THE FINAL INSPECTION.
  
 7)109.3.10.1 HURRICANE PROTECTION.IT SHALL BE
 UNLAWFUL FOR ANY PERSON TO ALLOW CONSTRUCTION RELATED
 MATERIALS EQUIPMENT AND DEBRIS TO REMAIN LOOSE OR
 OTHERWISE UNSECURED AT A CONSTRUCTION
 SITE FROM 24 HRS. AFTER A HURRICANE WATCH HAS BEEN
 ISSUED UNTIL THE HURRICANE WATCH OR WARNING HAS BEEN
 LIFTED. ALL SUCH CONSTRUCTION MATERIALS, EQUIPMENT AND
 DEBRIS SHALL BE EITHER
 REMOVED FROM THE CONSTRUCTION SITE OR SECURED IN SUCH A
 MANNER AS TO MINIMIZE THE DANGER OF SUCH CONSTRUCTION
 MATERIALS, EQUIPMENT AND DEBRIS CAUSING DAMAGE TO
 PERSONS OR PROPERTY FROM HIGH
 WINDS. ANY PERSONS WHO FAILS TO COMPLY TO REMOVE OR
 SECURE THE CONSTRUCTION MATERIALS EQUIPMENT AND DEBRIS
 WITHIN 24 HRS AFTER A HURRICANE WATCH HAS BEEN ISSUED
 SHALL BE SUBJECT TO A FINE NOT TO
 EXCEED $500.00. IN ADDITION TO THE ABOVE, A LICENSED
 CONTRACTOR WHO VIOLATES THIS SECTION SHALL BE SUBJECT
 TO DISCIPLINE PURSUANT TO SECTION 113 OF THIS CHAPTER.
