 2) THE ELEVATION CERTIFICATE THAT WAS SUBMITTED
 INDICATES THE FIRST FLOOR ELEVATION TO BE 7.3 FEET NGVD
 AND THE EQUIPMENT ELEVATION AS 7.1 NGVD. THIS DOES NOT
 MEET THE REQUIREMENTS OF THE CITY CODE WHICH REQUIRES

 SECTION 94-546 (B) (1) OF THE CITY CODE REQUIRES ALL
 NEW RESIDENTIAL CONSTRUCTION OR SUBSTANTIAL IMPROVEMENT
 OF ANY EXISTING RESIDENTIAL STRUCTURE TO HAVE THE
 LOWEST FLOOR, INCLUDING BASEMENT, ELEVATED TO SIX
 INCHES ABOVE BASE FLOOD ELEVATION.SUBSTANTIAL
 IMPROVEMENTMEANS ANY COMBINATION OF REPAIRS,
 RECONSTRUCTION, ALTERATION, OR IMPROVEMENTS TO A
 STRUCTURE, TAKING PLACE DURING THE LIFE OF A STRUCTURE,
 IN WHICH THE CUMULATIVE COST EQUALS OR EXCEEDS 50
 PERCENT OF THE MARKET VALUE OF THE STRUCTURE. THE
 MARKET VALUE OF THE STRUCTURE SHOULD BE THE APPRAISED
 VALUE OF THE STRUCTURE PRIOR TO THE START OF THE
 INITIAL REPAIR OR IMPROVEMENT, OR IN THE CASE OF
 DAMAGE, THE VALUE OF THE STRUCTURE PRIOR TO THE DAMAGE
 OCCURRING. FOR THE PURPOSES OF THIS DEFINITION,
 "SUBSTANTIAL IMPROVEMENT" IS CONSIDERED TO OCCUR WHEN
 THE FIRST ALTERATION OF ANY WALL, CEILING, FLOOR, OR
 OTHER STRUCTURAL PART OF THE BUILDING COMMENCES,
 WHETHER OR NOT THAT ALTERATION AFFECTS THE EXTERNAL
 DIMENSIONS OF THE STRUCTURE. THE TERM "SUBSTANTIAL
 IMPROVEMENT" DOES NOT, HOWEVER, INCLUDE ANY IMPROVEMENT
 OF A STRUCTURE TO COMPLY WITH EXISTING HEALTH,
 SANITARY, OR SAFETY CODES WHICH ARE SOLELY NECESSARY TO
 ENSURE SAFE LIVING CONDITIONS.
  
  
 3) THE ELEVATION CERTIFICATE THAT WAS SUBMITTED DOES
 NOT CONCUR WITH THE EXISTING FIRST FLOOR ELEVATION OF
 7.7 FEET NGVD THAT IS SPECIFIED ON THE SITE PLAN.
 PLEASE CORRECT.
  
 4) THE WINDMILL FOUNDATION IS REQUIRED TO BE DESIGNED
 TO COMPLY WITH THE 2004 FBC FOR 140 MPH WIND SPEED. THE
 SPECIFICATIONS AND DETAILS FOR THE COMPLETE WINDMILL
 INCLUDING THE TOWER, TURBINE, ETC. WITH WINDLOAD AND
 DEAD LOAD CALCULATIONS FROM A FLORIDA LICENSED ENGINEER
 IS REQUIRED. THE EQUIPMENT IS REQUIRED TO BE 6 INCHES
 ABOVE BASE FLOOD ELEVATION.
  
 5) THE SUBSURFACE SOIL ENGINEER'S REPORT INDICATES THAT
 SUSTANTIAL SETTLEMENT WILL OCCUR DUE TO THE NEW LOADS
 FROM THE PROPOSED SECOND STORY AND DIFFERENTIAL
 SETTLEMENT IS TO BE EXPECTED. SUBMIT A SIGNED AND
 SEALED LETTER FROM THE DESIGNER OF RECORD STATING THAT
 THE ENGINEER'S REPORT HAS BEEN REVIEWED AND THE
 SETTLEMENT IS ACCEPTABLE OR SUBMIT DOCUMENTATION
 SPECIFYING WHAT METHODS WILL BE EMPLOYED TO IMPROVE THE
 SOIL.
  
 6) THE STRUCTURE IS LOCATED IN EXPOSURE C, HOWEVER, THE
 WIND LOAD PRESSURES FOR THE WINDOWS, DOORS AND ROOF ARE
 FROM TABLE R301.2(2) FOR EXPOSURE B AND ARE TOO LOW.
 USE THE ADJUSTMENT COEFFICENTS IN TABLE R301.2(3) FOR
 EXPOSURE C WITH MEAN ROOF HEIGHT OF 28 FEET TO INCREASE
 THE PRESSURES.
  
 7)R1002.1 FACTORY-BUILT CHIMNEYS
 FACTORY BUILT CHIMNEYS SHALL BE LISTED
 AND SHALL BE INSTALLED IN ACCORDANCE
 WITH THE CONDITIONS OF THE LISTING, AND MANUFACTURER'S
 INSTRUCTION.SUBMIT MANUFACTURER'S SPECIFICATIONS,
 INSTALLATION INSTRUCTIONS AND LISTING INFORMATION.
  
 8) R1004.1 GENERAL.
 FACTORY-BUILT FIREPLACES SHALL BE LISTED AND LABELED
 AND SHALL BE INSTALLED IN ACCORDANCE WITH THE
 CONDITIONS OF THE LISTING. FACTORY-BUILT FIREPLACES
 SHALL BE TESTED IN ACCORDANCE WITH UL 127. SUBMIT
 MANUFACTURE'S SPECIFICATIONS, INSTALLATION INSTRUCTIONS
 AND LISTING INFORMATION.
  
 9) SHOW COMPLIANCE WITH R1005.1 EXTERIOR AIR.
 FACTORY-BUILT OR MASONRY FIREPLACES COVERED IN THIS
 CHAPTER SHALL BE EQUIPPED WITH AN EXTERIOR AIR SUPPLY
 TO ASSURE PROPER FUEL COMBUSTION UNLESS THE ROOM IS
 MECHANICALLY VENTILATED AND CONTROLLED SO THAT THE
 INDOOR PRESSURE IS NEUTRAL OR POSITIVE.
  
 10) PROVIDE A DETAIL OF THE SPIRAL STAIRS SHOWING
 COMPLIANCE WITH R311.5.8.1 SPIRAL STAIRWAYS AND R312.1
 FOR GUARDS.
 SPIRAL STAIRWAYS ARE PERMITTED, PROVIDED THE MINIMUM
 WIDTH SHALL BE 26 INCHES (660 MM) WITH EACH TREAD
 HAVING A 7-1/2-INCHES (190 MM) MINIMUM TREAD DEPTH AT
 12 INCHES FROM THE NARROWER EDGE. ALL TREADS SHALL BE
 IDENTICAL, AND THE RISE SHALL BE NO MORE THAN 9-1/2
 INCHES (241 MM). A MINIMUM HEADROOM OF 6 FEET 6 INCHES
 (1982 MM)SHALL BE PROVIDED. HANDRAILS SHALL BE PROVIDED
 ON ONE SIDE.
  
 11)SPECIFY HOW THE SECOND AND THIRD FLOOR DECKS WILL
 BE WATERPROOFED TO PROTECT THE INTERIOR SPACES BELOW.
