 WHERE THE VERTICAL CLEARANCE IS LESS THAN 80 INCHES
 (2030 MM) HIGH. THE LEADING EDGE OF SUCH GUARDRAIL OR
 BARRIER SHALL BE LOCATED 27 INCHES (685 MM) MAXIMUM
 ABOVE THE FINISH FLOOR OR GROUND.
