 2. WPB A 109.3 BUILDING PERMIT VALUATIONS. IF, IN THE
 OPINION OF THE BUILDING OFFICIAL, THE CLAIMED VALUATION
 OF BUILDING, ALTERATION, STRUCTURE, ELECTRICAL, GAS,
 MECHANICAL OR PLUMBING SYSTEMS APPEARS TO BE
