 FOUR (4) FEET IN HEIGHT (AN ADDITIONAL 10% IS PERMITTED
 FOR DECORATIVE ELEMENTS). AS DRAWN, THE PROPOSED SIGN
 IS 4 FEET 11 INCHES, PLUS THE DECORATIVE CAPS. THE
