 AUTHORIZED TO ISSUE A PERMIT FOR THE CONSTRUCT ION OF
 FOUNDATIONS OR ANY OTHER PART OF A BUILDING OR
 STRUCTURE BEFORE THE CONSTRUCTION DOCUMENTS FOR THE
