 FBC-R404.1.6 HEIGHT ABOVE FINISHED GRADE. CONCRETE AND
 MASONRY FOUNDATION WALLS SHALL EXTEND ABOVE THE
 FINISHED GRADE ADJACENT TO THE FOUNDATION AT ALL POINTS
