 IN 1984, CHAPTERS 62-761 AND 62-762 FLORIDA
 ADMINISTRATIVE CODE WERE PASSED TO REGULATE PETROLEUM
 STORAGE TANKS TO PREVENT AVOIDABLE DISCHARGES.
  
 1) THE UNDERGROUND STORAGE TANKS AND INSTALLATION OF
 UNDERGROUND PIPING AND 16 NEW DISPENSERS WILL REQUIRE A
 PCP CONTRACTOR SIGNED ON TO VERIFY LICENSOR BEFORE
 PERMIT ISSUANCE. FL. S. 489.105(P) ALSO SEE F. S.
 376.303.
  
 2) NO SOILS REPORTS WERE SUBMITTED UNDER THIS PERMIT.
 NOTE UNDER THE MAIN BUILDING PERMIT SOILS REPORT OF
 QUESTIONABLE SOILS, SEE COMMENTS BELOW.
  
 THE STRUCTURAL ENGINEER OF RECORD IT APPEARS HAS NOT
 SEEN THE SOILS REPORT WHICH REFERENCES THERE BEING A
 WASTE LANDFILL THICKNESS VARYING UP TO 23 FEET THICK
 WITH AN AVERAGE THICKNESS OF 10 FEET IN THICKNESS. THE
 STRUCTURAL SHEET S1 NOTE A INDICATES NO SOILS REPORT
 PROVIDED. PAGE 3 OF THE REPORT INDICATES USING A ERI
 TRANSECT FIGURE -1 SHOWS THE ESTIMATED THICKNESS OF THE
 SUSPECTED BURIED DEBRIS ON THE ERI TRANSECTS IN PLAN
 VIEW IN 5 FT. INCREMENTS FROM PURPLE (THINNEST AT 0
 FEET BLS) TO RED (THICKEST AT OVER 40 FEET BLS).
 THE ERI TRANSECT SCANS A1-A4 SHOW THAT THE A-1 SCAN HAS
 THE MOST SIGNIFICANT POTENTIAL FOR SETTLEMENT.
  
 THIS AREA IS ALSO IN A QUESTIONABLE SOILS ZONE SINCE
 THERE HAS BEEN MUCK FOUND ALONG THE CANAL JUST EAST OF
 THE SITE. THE SOILS TESTING BORING LOGS SHOW THE
 BORINGS HAVE ONLY WENT DOWN TEN FEET.
  
 THE SOILS REPORT ALSO INDICATES THE LOT ELEVATION IS
 APPROXIMATELY 15 TO 20 FEET ABOVE THE STREET GRADE
 ELEVATION AND THIS LAYER OF SOILS WOULD NEED TO BE
 REMOVED FROM THE SITE TO OBTAIN A WORKING GRADE FOR THE
 SITE. DEPENDING ON THE TYPE OF SOILS STABELIZATION A
 SOILS ENGINEER MAY BE REQUIRED ON SITE ONCE THE TYPE OF
 SOILS STABILIZATION IS KNOWN.
  
 2A) THE STRUCTURAL ENGINEER OF RECORD PLEASE RESPOND
 WHAT STEPS ARE GOING TO BE UNDERTAKEN TO MAKE THIS SITE
 A FOR A STABLE FOUNDATION AND BUILDABLE FOR THIS TYPE
 OF STRUCTURE (BUILDING PERMIT).
  
 2B) PLEASE ALSO PROVIDE DETAILED INFORMATION WHAT STEPS
 WILL ALSO NEED TO STABILIZE THE SOILS AND TO SECURE THE
 UNDERGROUND FUEL TANKS AND KEEP THEM SAFE FROM MOVEMENT
 AND SETTLEMENT, ONCE THE TANKS ARE FULL. SHEET 2 SHOWS
 THE BOTTOM OF THE UNDERGROUND TANK APPROXIMATELY 14-15
 FT. BELOW GRADE, IF THE REMOVAL OF THE DEBRIS IS THE
 METHOD TAKEN TO STABILIZE THE SOILS HOW FAR BELOW
 FINISH GRADE DOES THE WASTE DEBRIS HAVE TO BE REMOVED
 AND PROVIDE WHAT COMPACTION WILL NEED TO BE UNDERTAKEN
 FOR STABILIZING THE PAD BENEATH THE UNDERGROUND TANKS.

 ADMINISTRATION. 107.3.5.1.1 MINIMUM PLAN REVIEW
 CRITERIA FOR COMMERCIAL BUILDINGS.
 (8.) STRUCTURAL REQUIREMENTS SHALL INCLUDE: SOIL
 CONDITIONS/ANALYSIS
 2014 FBC-B 1803.5.2 QUESTIONABLE SOIL. WHERE THE
 CLASSIFICATION, STRENGTH OR COMPRESSIBILITY OF THE SOIL
 IS IN DOUBT OR WHERE A LOAD-BEARING VALUE SUPERIOR TO
 THAT SPECIFIED IN THIS CODE IS CLAIMED, THE BUILDING
 OFFICIAL SHALL BE PERMITTED TO REQUIRE THAT A
 GEOTECHNICAL INVESTIGATION BE CONDUCTED.
  
 3) THE UNDERGROUND STORAGE TANKS WILL NEED TO BE
 REVIEWED BY P. B. C. DEPARTMENT OF ENVIRONMENTAL
 RESOURCES MANAGEMENT FOR REVIEW AND APPROVAL, PLANS
 STAMPED BY THE AGENCY AND RETURNED FOR REVIEW BY THE
 CITY BUILDING DEPARTMENT. 107.3.5 MINIMUM PLAN REVIEW
 CRITERIA FOR BUILDINGS. (12). ENVIRONMENTAL
 REQUIREMENTS.
  
 4) SHEET 2 SHOWS THE BOTTOM OF THE UNDERGROUND TANK
 APPROXIMATELY 14-15 FT. BELOW GRADE, THE ISSUE WITH
 THIS SITE IS THAT GROUND WATER WILL BE CLOSE TO GRADE
 SINCE THERE IS A CANAL DIRECTLY BEHIND THIS PROPERTY.
 GROUND WATER MAY BE ENCOUNTERED AROUND 5-7 FEET BELOW
 GRADE, PLEASE PROVIDE HOW THE GROUND WATER WILL BE
 LOWERED TO BE ABLE TO WORK AT THE REQUIRED DEEPER
 ELEVATION FROM GRADE. NO DEWATERING PLAN WITH STATE
 APPROVAL HAS BEEN SUBMITTED FOR THE INSTALLATION OF THE
 UNDERGROUND FUEL TANKS. SOUTH FLORIDA WATER MANAGEMENT.
 WILL SHEET PILING BE USED AS PART OF THE DEWATERING
 PLAN, IF SO PLEASE PROVIDE DETAILS FOR THE EMBEDMENT,
 AND HOW DEEP THE SHEET PILE NEED TO BE INSTALLED? 2014
 FBC-B 1803.3 BASIS FOR SOILS INVESTIGATION.
  
 5) NO SPECIFICATION, MANUFACTURERS CUT SHEETS ON THE
 UNDERGROUND TANKS NOR THE INSTALLATION OF THE DEADMAN
 STRAPS AND ANCHOR SYSTEM WERE SUBMITTED WITH THIS
 REVIEW. 107.3.5.1.1 MINIMUM PLAN REVIEW CRITERIA.
  
 6) BEFORE A PERMIT TO CONSTRUCT, MAY BE ISSUED, IMPACT
 FEES MUST BE PAID TO PALM BEACH COUNTY. THE ACTUAL
 PERMIT SET OF PLANS MUST BE STAMPED BY THAT OFFICE, AND
 A COPY OF THE PAID RECEIPT ATTACHED TO THE PERMIT
