 5/15/2013 AND ISSUED ON 9/23/2014.
  
 THE FIRST APPRAISAL WAS DATED 2/2014. THIS WAS DURING
 THE BEGINNING OF THE RECOVERY OF THE LOCAL REAL ESTATE
 MARKET AFTER A HISTORIC RECESSION. AFTER RECEIPT OF THE
 FIRST APPRAISAL, APPLICANT REDUCED THE SCOPE OF WORK IN
 ORDER TO REMAIN UNDER THE 50% THRESHOLD AND ARCHITECT
 REVISED THE PLANS. OBTAINING NEW PLANS AND SUBSEQUENT
 PLAN REVIEWS TOOK SEVERAL MONTHS.
  
 A NEW APPRAISAL WHICH INCLUDES THE HOUSE WITHOUT THE
 2ND STORY ADDITION USING SALES BETWEEN 4/2014 AND
 7/2014 (AFTER THE FIRST APPRAISAL BUT BEFORE THE PERMIT
 WAS ISSUED) WAS PROVIDED. THE MARKET AT THE TIME THAT
 THE FIRST APPRAISAL WAS DONE WAS ARTIFICIALLY LOW DUE
 TO A MARKET THAT WAS IN THE EARLY STAGE OF RECOVERY.
 THE SECOND APPRAISAL REFLECTS VALUES AT THAT TIME MORE
 ACCURATELY.
